CITY OF SEBASTIAN PLANNING AND ZONING COMMISSION REGULAR MEETING APRIL 7, 1994 VICE-CHAIRMAN FISCHER CALLED THE MEETING TO ORDER AT 7:00 P.M. ROLL CALL: PRESENT: VICE-CHAIRMAN FISCHER MR. SHROYER MR. GOLDSTEIN MR. BARNES MR. FALKE MR. MUNSART, ALTERNATE MR. SCHULKE, ALTERNATE ABSENT: CHAIRMAN THOMPSON, EXCUSED. IT IS NOTED THAT MR. MUNSART WILL VOTE IN BEHALF OF CHAIRMAN THOMPSON AND MR. SCHULKE WILL VOTE AS A REGULAR MEMBER. ANNOUNCEMENTS: MR. WILLIAM GROHOWSKI, COLLEGE AID SERVICE AND BEV'S CLEANING SERVICE WITHDREW THEIR APPLICATIONS. APRIL 21, 1994 CHAIRMAN THOMPSON WILL BE EXCUSED FROM THE MEETING. MR. SHROYER SUGGESTED MOVING THE PROPOSED PARKING TO THE END OF NEW BUSINESS. VOICE VOTE, UNANIMOUS VOTE 7-0. APPROVAL OF MINUTES: A MOTION WAS MADE BY MR. BARNES TO APPROVE THE MARCH 3, 1994 MINUTES WITH ONE EXCEPTION, WHICH IS NOW ACADEMIC I SUPPOSE, BEV'S CLEANING SERVICE ON PAGE 3 THE MINUTES DO NOT MENTION THAT A PUBLIC MEETING WAS HELD, BUT THEY'VE WITHDRAWN SO IT DOES NOT MAKE ANY DIFFERENCE, SO I'LL JUST MOVE THAT THEY BE APPROVED AS WRITTEN. SECONDED BY MR. MUNSART. DISCUSSION BY MR. FALKE TO MAKE A CHANGE ON PAGE 3, SHOULD STATE "PUBLIC HEARING/SPECIAL USE PERMIT FOR VICKER'S GROVE SANDMINING," IN PLACE OF VICKER'S GROVE EXPANSION. MR. FALKE ALSO STATED THAT ON PAGE 4, SECOND LINE IT SHOULD SAY "MR. FALKE STATED THAT HE DIDN'T CONCUR WITH THE ORIGINAL MODIFICATION OF PRELIMINARY PLAT, BUT SINCE THAT HAD BEEN APPROVED HE FELT THAT THIS SHOULD ALSO BE." PLANNING AND ZONING COMMISSION REGULAR MEETING OF APRIL 7, 1994 NEW BUSINESS: HOME OCCUPATIONAL LICENSE WILLETT STOKES MASSAGE THERAPY - 401 TOLEDO STREET THE APPLICANT WAS PRESENT. PAGE TWO MRS. STOKES STATED SHE WILL BE DOING ACCUPRESSURE AND MASSAGE THERAPY AS AN INDEPENDENT CONTRACTOR IN THE OFFICES OF THERAPISTS AND DOCTORS. THERE WILL BE NO PATIENTS GOING TO HER HOME. PUBLIC HEARING OPENED AT 7:05 P.M. NO PUBLIC INPUT. PUBLIC HEARING CLOSED AT 7:05 P.M. MR. SHROYER QUESTIONED WHETHER OR NOT SHE NEEDED A LICENSE. MR. SCHULKE STATED SHE IS USING AN ADDRESS OF CONVENIENCE FOR HER TELEPHONE AND MAIL. Ion*) MR. FALKE STATED ISHE IS FUNCTIONING AS AN INDEPENDENT CONTRACTOR. MRS. STOKES STAr)tD SHE WOULD RATHER HAVE AN HOME OCCUPATION LICENSE BASED ON THE FACT THAT SHE IS MORE INDEPENDENT TO WORK WITH WHO SHE WANTS TO. A MOTION WAS MADE BY MR. BARNES TO APPROVE THE HOME OCCUPATIONAL LICENSE AT 401 TOLEDO STREET IN SEBASTIAN FOR WILLETTE STOKES MASSAGE THERAPY. SECONDED BY MR. FALKE. ROLL CALL WAS MADE, UNANIMOUS VOTE 7-0. --------------------------------------------------------------------- HOME OCCUPATIONAL LICENSE ROCKY POINT LANDSCAPE - 555 WIMBROW DRIVE. THE APPLICANT WAS PRESENT. MR. LEMLEY STATED HE WILL BE ENCLOSING THE CARPORT INTO A GARAGE, BUT IN THE MEANTIME HE WILL BE INSTALLING A 6' LIGUSTRUM HEDGE AND A NON -TRANSPARENT SCREEN IN FRONT OF THE CARPORT IN ORDER FOR HIM TO PARK A SELF-CONTAINED LAWN MAINTENANCE TRAILER INTO THE CARPORT. PUBLIC HEARING OPENED AT 7:12 P.M. MR. JULIO CAROSI OF 589 MICHAEL STREET SPOKE IN REGARDS TO THE TROUBLE HE WENT THROUGH WITH HAVING A TRAILER AT HIS HOME AND WANTED TO KNOW HOW THIS GENTLEMAN WAS BEING ALLOWED TO HAVE THE TRAILER IN FRONT OF HIS HOUSE. WILLIAM FISHER OF 544 WIMBROW DRIVE STATED HE HAS NO PROBLEMS WITH THIS AS LONG AS THE NEIGHBORHOOD IS KEPT RESIDENTIAL. PUBLIC HEARING CLOSED AT 7:19 P.M. 16 NOTICES WERE SENT, 1 OBJECTION. MR. GOLDSTEIN INQUIRED AS TO HOW MANY EMPLOYEES HE HAS. MR. LEMLEY STATED HIS WIFE AND HIS SON—IN—LAW. MR. GOLDSTEIN REMINDED HIM THAT HIS SON—IN—LAW WOULD NEED TO LIVE WITH HIM SHOULD HE CONTINUE TO BE AN EMPLOYEE. MR. LEMLEY STATED THEN THAT IT WOULD BE ONLY HIS WIFE (APPLICATION TO BE CORRECTED TO REFLECT SUCH). A MOTION WAS MADE BY MR. FALKE TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR MR. ROBERT LEMLEY DOING BUSINESS AS ROCKY POINT LANDSCAPE AT 555 WIMBROW DRIVE SUBJECT TO COMPLETING THE SCREENING FOR HIS TRAILER. SECONDED BY MR. BARNES. ROLL CALL WAS MADE, UNANIMOUS VOTE 7-0. --------------------------------------------------------------------- LANDSCAPE LIGHTING. A MOTION WAS MADE BY MR. BARNES TO DEFER THAT DISCUSSION UNTIL THE NEXT REGULAR MEETING. SECONDED BY MR.
