OLD BUSINESS: CONTINUATION OF DRAFT REVIEW OF AMENDED ARTICLES Article XV, Off-Street Pm'kim, Mr. Massarelli noted that the uses hsted in the chart in th~ Article have been alphabetized. Changes were made and the followin~ are new items: Child care (new) - 2 spaces plus oho soac. gx~nvlovg Convmimce Stores (new) - 1 space ~r 150 sa. ft. of r~ail area Flea Markg~s(new) - 3 spaces p~ booth Health Club - 1 space per 250 sq. ft. Hospitals - 2 space~ for every bed Kennels and Animal Hospitals (no standard now) - 4 spaces, plus 1 l~r 600 sq. ft. over 3,000 sq. ft. Libraries and Mus~uns will be listed sq~arately. Medical offices, Dental ofcs. 8~ outpatient clinic - I space for each 175 sq. ft. Mini-Storage(new) - 1 space, plus 1 spac~ per 3,000 sq. ft. Nursing homes & assisted care facilities - 1 space for each 3 beds. LOCAL PLANNING AGENCY, PLANNING AND ZONING COMMISSION MINUTES OF MEETING OF APRIL 9, 1998 Plant Nurseries 1 space per 250 sq. fr of internal retail sales area, plus 1 space per 1,000 sq. fL of greenhouse area, plus 1 space per 5,000 sq. ft. of exterior sales area. Public Buildings, Theaters, Auditorium - 1 space for every 3 seats figuring maximum occupancy capacity. Public or Private clubs or lodges - 1 space for every 4 seats figuring maximum occupancy capacity. Public Parks and Recreation - Parks - 2 spaces per acre for first 10 acres. Athletic fields - 20 spaces per field Stadiums - 1 space for each 4 seats Golf Courses - 5 spaces per hole, plus spaces otherwise required for accessory uses (restaurant and meeting rooms) Swimming Pools ~ 1 space per 100 sq. ft. of pool surface area Tennis - 2 spaces per court Retail sales stores - 1 space for each 250 sq. ft. of retail floor space Rooming and Boarding Houses - I space for each unit for each bedroom Places of public assembly - 1 space for every 4 seats figuring maximum seating capacity. Section 20A-3.15.3 Computation of parking spaces Item F. - Discussion on shared parking in reference to expansion. (The last sentence of this paragraph was deleted.) Change last word from Section to Article. Section 20A-3.15.4 Modification of Parking Requirements Item A. 2. - Multi-family - Add -"Spaces shall be within 150 ft. of the door of the umt the spaces are intended for". Item B. - Add - Joint Use - A single parking area may be used to service more than one establishment if the normal hours of operation of the establishments do not overlap. If a single parking area is so used, additional parking may be required as a condition of continued occupancy at any time the hours of operation of the establishments are altered to mn during any concurrent period. Any joint use of parking spaces on a prorated basis must have a document of joint use signed by all parties concerned and approved as binding by the city attorney. (There was discussion on the above item, and it was felt that it is very important to have this issue included.) Item C. - (new) - Historical Structures - When the parking standards are applied to an historic structure and such requirements would detrimentally affect the historic character of the property, the Planning and Zoning Commission may reduce the parking requirement. A maximum reduction of 1 space or ten percent of the total parking spaces required, whichever is greater, may be LOCAL PLANNING AGENCY, PLANNING AND ZONING COMMISSION MINUTES OF MEETING OF APRIL 9, 1998 permitted. The Planning and Zoning Commission shall find that a reduction in parking will not create a hazardoUs condition or detrimentally affect traffic movement. Item D. - (new) Specimen or historic trees. A maximum reduction of one space or ten percent of the total number of parking spaces required, whichever is greater, may be permitted to save specimen or historic trees. Section 20A-3.15.5 Design and specifications for parking areas. Item A.5. - (add) "All parking areas other than for single-family homes and duplexes shall conform .... ' There was discussion about wheelstops. Section 20A-3.15.6. Entries, exits, drives and vehicle maneuvering areas for multi-family, commercial, industrial, and institutional uses. Mr. Massarelli noted that information under this Section is organized differently than previously written, but most information remains the same. There was discussion on lots in the CR 512 corridor commercial that do not have enough room to have access from a front parking lot to a rear parking lot. It was determined that an exception would have to be made for this situation. Mr. Pliska asked that the City Engineer be requested to adjust the turning radius of entrances and exits on commercial properties. He noted that the turn radius is' presently too sharp. Mr. Massarelli noted this request. (Mr. Fischer left the meeting at 4:30 pm.) Section 20A-3.15.7 Restricted use of off-street parking areas. It was determined that this Section would include an exception for public events. Section 20A-3.15.8 Design and specifications for loading areas. No change. Section 20A-3.15.9 Surfacing requirements for parking and loading spaces. There was lengthy discussion of this issue. Section 20A-3.15.10 Change Article X to Article XVIII in the last line. S.I...GNAGE AND ADVERTISING,, Mr. Massarelli explained that there are some forty (40) different signs defined in this section. There was consensus to add monument signs to this section. Section 20A-3.16.1 Purpose and intent (Brief discussion) Section 20A-3.16.2 Applicability No change Section 20A-3.16.3 Exempt Signs There was discussion of residential addresses, and staff agreed to put the requirements in this section. The size of the numbers was also discussed. Item 11. Holiday signs - Added "Such signs shall not be installed more than 60 days before the holiday .... ' Removal of Real Estate "sold" signs was discussed and agreed that they should be removed within 30 days after the dosing date of the sale. Item 12. Mr. Massarelli noted that vehicular signs are exempt, but they may not be a directional sign. Item 13. Future Tenant Identification Sign (new) Such signs shall be permitted only while the development permit approval is in progress for a commercial or industrial activity and shall be removed within fit~m (15) days following the issuance of a certificate of occupancy, completion or abandonment of work, whichever occurs first. No such sign, however, shall be ereet~ prior to the application for a site plan or occupational license. Such signs shall not exceed an area of sixteen (16) square feet. Each sign shall be at least twenty (20) feet from contiguous property lines of adjacent land owners, at least (5) feet from any right-of-way, and shall be located on the site where the use will occur. Item 14. Civic Event Sign (new) Such signs shall be placed not more than fourteen (14) days prior to the event and must be removed not later than twenty-four (24) hours after termination of the event. A maximum of three (3) separate occasions or special event may be permitted within any three hundred sixty-five-day period. Such signs shall not exceed the following requirements: a. Properties with less than one hundred (100) feet of frontage shall be LOCAL PLANNING AGENCY, PLANNING AND ZONING COMMISSION MINUTES OF MEETING OF APRIL 9, 1998 permitted a total of thirty-two (32) square feet of sign area. b. Properties of more than one hundred (100) feet of frontage shall be permitted a total of sixty-four (64) square feet of sign area. e. Banners are permitted to be utilized as a temporary promotional sign. Section 20A-3.16.4 Prohibited Signs There was discussion on directional signs which would change Item 7. to read: Item 7. Any signs or other advertising display, except public signs or off-premises open house signs, that are placed or erected on or over any public right-of- way, sidewalk, street, or curb. Other types of signs were discussed and it was agr~d to add - off-site garage sale sign under Prohibited Signs. Section 20A-3.16.5 Permitted Signs A. 4. In paragraph two (2), it was suggested to insert Article XVIiI, Section 20A- 10.2.B as a reference for Appearance, Design and Compatibility. Mr. Massarelli noted that he would not be at the next meeting on April 14, 1998 at 3:00 pm., but zoning will be covered by Jan King and Tracy Hass. Chinn. Munsart noted that he will not be present for the meetings of April 28', 30*, and the first regular meeting in May. Chmn. Munsart adjourned the meeting at 5:20 pm.
