KILKELLY, MR. GILCHER, MRS. TAYLOR, MR. WADSWORTH ABSENT; CHAIRMAN KRULIKOYSKI, EXCUSED, MR. FULLERTON, EXCUSED, MR. MAHONEY, EXCUSED MRS. POOLS, EXCUSED ALSO PRESENT; LES SOLIN, LINDA KINCHEN, PETER JONES ANNOUNCEMENTS; NONE ROGER A SKILLMAN OF DELRAY BEACH IS THE FIRST TO SPEAK. MR. SKILLMAN STATES THAT HE FEELS GROCERY STORES SHOULD BE ALLOWED IN LIMITED COMMERCIAL SINCE A GROCERY STORE IS A COMBINATION OF SMALL STORES ALL HOUSED UNDER ONE ROOF SUCH AS MEAT SHOPS, VEGETABLE SHOPS, DELICATESSENS, ETC. HE ALSO STATES THAT MAIN STREET HAS MAJOR WATER AND DRAINAGE PROBLEMS AND IN THE FUTURE IF ANY WORK IS DONE TO THIS WORK CONSIDERATION SHOULD BE GIVEN TO THIS MATTER AND THE SITUATION CORRECTED AT THAT TIME. MR. GEORGE METCALF 425 PINE STREET SEBASTIAN, FLORIDA MR. METCALF QUESTIONS THE PERCENTAGE OF ACREAGE ON PAGE FOUR OF THE INVENTORY AS PERTAINS TO THE GOLF COURSE AND AIRPORT PROPERTY. ALSO THAT HE FEELS CONCENTRATION FOR DEVELOPMENT SHOULD BE CENTERED AROUND THE AIRPORT AREA WHICH HAS MANY ACRES AVAILABLE. MR. J. W. THOMPSON, 125 MAIN STREET, SEBASTIAN, FLORIDA 1-1.2.2 SECOND PARAGRAPH - STATES .~IRST SENTENCE NEEDS CHANGING 1-1.2.3 LINE NINE RECOMMENDS THIS BE CHANGED TO ALL OF INDIAN RIVER DRIVE IN SEBASTIAN. 1-9 ASKS IF THE PENDING CHANGES FOR SEBASTIAN LAKES CAN BE ADDED TO THIS SECTION NOW OR IF IT IS NECESSARY TO WAIT FOR DCA APPROVAL. THOMPSON CONTINUES 1-19 — 1-2.4 QUESTIONS WHETHER THIS PARAGRAPH IS APPROPRIATE IN LIGHT OF THE TWO RECENT REFERENDUMS PASSED IN THE CITY. 1-20 1-2.4.1 LINE 3 RECOMMENDS THE WORDS AIRPORT TERMINAL BE REMOVED PAGE TWO — STATES THAT SEBASTIAN SPRINGS IS PARTIALLY DEVELOPED AND SHOULD NOT BE SHOWN AS VACANT AND UNDEVELOPED LAND. ALSO ON PAGE TWO — STATES THAT THE ST SEBASTIAN PUD SHOULD NOT BE SHOWN AS UNDEVELOPED LAND PAGE 5 — SEBASTIAN LAKES FEELS THE WORDING REGARDING COMMERCIAL SHOULD BE UPDATED PAGE 6 — INDUSTRIAL DEVELOPMENT STATES THE REFERENCE TO DAVIS STREET TO THE AIRPORT SHOULD BE DELETED ALSO FEELS THAT LINES (omo� 5 THRU 10 SHOULD BE DELETED. -- PAGE 7 — LINE 1 & 2 — NEEDS CHANGING SINCE WE HAVE ASKED FOR THE AIRPORT MASTER PLAN BACK PAGE 12 — MAP 4 — UPDATE DRAWING PAGE 13 -- #5 CHECK ACREAGE OF THE FUD MR. METCALF STATES HE HAS ONE MORE COMMENT FOR THE DATA BOOK PAGE 8 MAP 3 STATES WE SHOW AGRICULTURAL ZONING IN THE CITY OF SEBASTIAN AND WE HAVE NONE. LES SOLIN INDICATES THOSE PARCELS ARE IN THE COUNTY NOT IN THE CITY. THE PUBLIC HEARING SECTION WAS CLOSED AT 8:06 P.M. LES SOLIN SPEAKS ON THE SPECIAL ZONING DISTRICT THE COMMISSION WANTS TO SET UP. HE STATES IT CAN BE DONE HE STATES THE CITY SHALL PROMOTE THE IMAGE AND CHANGES TO SECTION 1-2 1-1.2 WILL SHOW THIS SENTENCE. ALSO 1-3 -- 1-1.2.3 THE FIRST SENTENCE IN THIS SECTION WILL REMAIN AND THEN HE WILL EXPAND ON THE BASICS OF THE AREA TO BE CREATED. HE STATES THAT 1.1.2.4 WILL SHOW A REDEVELOPMENT PLAN AND THE REST OF THE PARAGRAPHS FOLLOWING WILL BE RENUMBERED. PLANNING AND ZONING COMMISSION SPECIAL PUBLIC HEARING APRIL 13, 1989 PAGE THREE DAVID MOON STATES THAT IT MAY BE POSSIBLE TO TIE THIS DISTRICT TO THE DOWNTOWN REDEVELOPMENT PROGRAM WHICH MAY ALLOW FUNDING TO BE AVAILABLE. STATES THERE IS A MEETING IN TAMPA ON MAY 22 ON THIS SUBJECT AND FEELS THE CITY SHOULD SEND A REPRESENTATIVE. LES STATED HE WOULD SEND HIS WRITTEN COMMENTS ON THE WORDING FOR THE NEW DISTRICT FOR REVIEW BY THE COMMISSION. MEETING WAS ADJOURNED AT 8:45 P.M.
