Munsart called the meeting to order at 3:02 pm, and dispensed with the Pledge of Allegiance. ROLL CALL: PRESENT: Chmn. Munsart Ms. Kilkelly(a) Mr. Mather Mr. Pliska Ms. Vesia EXCUSED ABSENCE: Mr. MacWilliam, Mr. Thomas, Mr. Schulke UNEXCUSED ABSENCE: Mr. Fischer ALSO PRESENT: OLD BUSINESS: NEW BUSINESS: Robert Massarelli, Community Development Director Traey Hass, Planner II Jan King, Zoning Technician Ann Brack, Recording Secretary None REVIEW ZONING MAPS FOR THE CITY OF SEBASTIAN Mr. Tracy Hass gave a presentation on these zoning maps, beginning on the north end of the city and working through to the south. There was discussion on classifications of Industrial and Airport Industrial. There was also discussion on including hotels and motels in Industrial. Chron. Munsart commented that hotels and motels should be a conditional use in the Industrial Zone at the airport. Consensus was 5 - 0 in favor. Discussion continued on Industrial and Commercial Zones. There was a 5-0 consensus to keep the white area at limited commercial, with some area going to general commercial. Several parcels were discussed for zoning designation. Mr. Hass continued with his review. LOCAL PLANNING AGENCY, PLANNING AND ZONING COMMISSION MINUTES OF MEETING OF APRIL 14, 1998 The next area to be .discussed was the Riverfront area. Mr. Hass noted that Mr. Frame suggest~t designating the railroad right-of-way as public service. There was discussion on the furore railway plans through Sebastian and Mr. Massarelli indicated that there are very active talks going on right now about passenger service coming through Sebastian. The subject of a future train station was discussed. The industrial area around CR 512 was discussed. It was suggested to check into the ownership of the land which has the VFW and American Legion built on it. Mr. Mather indicated that he thought those sites were owned by the City, and leased to the two groups for as long as the use stayed the same. Consensus was that if this property is not city-owned, it would be designated commercial general. The next area discussed was the western part of CR 512. The recommendation was to change a portion near the power lines, with the present designation of Commercial 512,. to Commercial General. There was a break from 4:05 to 4:10 pm to correct the recording tape. The review continued to the southern portion of the City. Vickers Grove was identified by Mr. Massarelli, and it contains Industrial, Medium-Density and Low-density zoning. He recommended keeping the Industrial subdivision Industrial, and change all the rest to RS-10. He also noted that the portion that was designated Medium-density is now under water. ARTICLE XVI. SIGNAGE AND ADVERTISING B. Signs in Non-residential Districts: 1. Change to Monument Signs. Wherever there is "free standing sign", it will be changed to "Monument sign". It was determined to limit the height of signs to ten (10') feet. And the square footage of a sign shall be one hundred (100) square feet. The side setbacks are five (5) feet, and the front setback is zero (0). There was more discussion on the issue of signage. Mr. Massarelli noted that a reference to Section 20A-10.2.B will be included in this Article. He noted that if a sign application comes in over one hundred (100) square feet, compatibility with landscaping and drainage, harmonious with overall design of project, does not create visual barriers, and considers public safety. 2. Signs in Public Service District. Brief discussion. D. Signs in Rights-of-way and on Public Property. Brief discussion. Under item #3, the airport property was given as an example of leased public property. E. Temporary Signs. Strike the word "except" in the last line of the first paragraph. 2. Special Event Signs. 3. Subdivision entrance signs. 4. Political signs. Eliminate notice requirement. 5. Other temporary signs. F. Directional sign. G. Billboards. Billboards were discussed, and it was suggested that billboards must not be greater than 32 square feet, off-premise. H. Bench signs. Mr. Massarelli suggested that bench signs could be allowed on city owned right-of-way through aa agreement approved by City Council. Mr. Pliska asked for a legal opinion on whether the City has the authority to, for example: not allow Wal Mart to advertise anything on their outside bench other than "Wal Mart". 20A-3.16.6 20A-3.16.7 20A-3.16.8 20A-3.16.9 GENERAL REQUIREMENTS. LOCAL PLANNING AGENCY, PLANNING AND ZONING COMMISSION MINUTES OF MEETING OF APRIL 14, 1998 The above sections were discussed and some small changes were made. A break was taken at 5:10 till 5:1 $ pm. All members who were previously present retUrned. Mr. Massarelli noted that over the next few meetings, this Board will be covering Articles XIX, XX, XXII. Thursday (4/16/98) the meeting will start at 3:00 pm, go till 5:30 pm, and resume after the regular P & Z meeting. On 4/21/98, we will go back to Article I with any changes or questions. He hopes to wrap it up on 4/28/98, with a recommendation from this Board to City Council. Mr. Munsart noted that he would not be present at the LPA meeting of April 30, 1998. Ms. Kilkelly commentml that she would not be attending the LPA meeting Thursday, 4/16/98 but may attend the P & Z meeting that same evening. ARTICLE XIX: SUBDIVISION. Section 20A-4.19.1: Applicability C. 1. FILL: Advised using the term "Lot Split" instead of division of a single lot. Section 20A-4.19.2: C. 1. Fill 3. Include review by Planning and Zoning Commission. Required Improvements and Design Criteria There was discussion on who should be responsible for fill in a subdivision. It was determined that the fill and grading should be for the roads and the primary drainage and any subdivision amenities. Responsibility for individual lots shall be with the builder or homeowner. C. 4. Add the word "Grubbing" to the title. G. Dedication of Lands for Parks and Recreation - Mr. Massarelli indicated that he would do additional research on this issue and report back Thursday. Mr. Massarelli suggested stopping here at Transportation and resuming on Thursday. Chnm. Munsart adjourned the meeting at 6:04 pm.
