CHAIRMAN CALLED THE MEETING TO ORDER AT 7:00
PRESENT: O'CONNOR, KRULIKOWSKI, FULLERTON, KILKELLY,
THOMPSON, MAHONEY,, SHROYER, ALTERNATE, WADSWORTH, LINDSEY,
ALTERNATE
ALSO PRESENT: BRUCE COOPER, PETER JONES, LiNDA KiNCHEN

APPROVAL OF MINUTES: NONE
OLD BUSINESS:
HOME OCCUPATIONAL LICENSE - CINDi HENF -
ACCOUNTING 10771U. S. HIGHWAY #1
THERE WAS SOME DISCUSSION REGARDING WHETHER OR NOT THE CODE
ALLOWS HOME OCCUPATIONAL LICENSES IN APARTMENTS BECAUSE IT
STATES SINGLE FAMILY RESIDENCES ONLY.
BRUCE COOPER STATED HE FELT IT WOULD BE ALLOWABLE AND PAST
PRACTICE HAS BEEN TO APPROVE THEM IN MOBILE HOMES AND
DUPLEX'S ALSO.
A MOTION TO APPROVE THE MODEL HOME PERMIT FOR CINDI HENF AT
10771 U. S. HIGHWAY #1 FOR A TAX AND ACCOUNTING SERVICE WAS
MADE BY MR. FULLERTON SECOND MR. WADSWORTH PASSED
UNANIMOUSLY.
MODEL HOME PERMIT - AMERON HOMES RENEWAL
DANIEL BROGNANO WAS PRESENT TO ANSWER QUESTIONS
PUBLIC HEARING OPENED AT 7:20 P.M, CLOSED AT 7:20 P.M, NO
COMMENT
A MOTION TO APPROVAL THE RENEWAL APPLICATION FOR AMERON HOMES
WAS MADE BY MR. WADSWORTH SECOND MR, THOMPSON FOR DISCUSSION
UNDER DISCUSSION MR. THOMPSON STATED THE PARKING ON BARBER
STREET SHOULD BE CHECKED BECAUSE HIS VEHICLE DID NOT FIT IN
THE SPACE WITHOUT STICKING OUT INTO THE STREET,
MOTION PASSED UNANIMOUSLY.

NEW BUSINESS:
K AND E PARKING REQUEST - FOR DISCUSSION
BRUCE SAYS IF THE COMMISSION CONCURS WILL BE REQUIRED TO
SUBMIT A SITE PLAN. MR. THOMPSON ASKS IF APPLICANT WILL
COMPLY WITH PAGES 537 AND 538 OF THE CODE.
MAYME QUESTIONS WHETHER IT IS AN INFREQUENT USE AND HOW THE
STAFF DETERMINED iT.
THE GENERAL CONSENSUS IS THAT THE PARKING AREA SHOULD NOT BE
ALLOWED.
A MOTION THAT THE POROUS PARKING REQUEST BY K AND E ELECTRIC
BE SENT TO THE CITY COUNCIL TO DECIDE ON APPROVAL WAS MADE BY
MR FULLERTON SECOND MRS, O'CONNOR
UNDER DISCUSSION THERES WAS MUCH DISCUSSION REGARDING SENDING
THIS TO COUNCIL SINCE IT WAS A FUNCTION OF PLANNING AND
ZONING TO APPROVE THESE REQUESTS,
THE MOTION WAS SUBSEQUENTLY WITHDRAWN.
MR, COOPER ACCEPTED THE CONSENSUS OF THE BOARD THAT THE
PARKING SHOULD NOT BE PERMITTED AS POROUS.
LETTER OF REAPPOINTMENT - KRULIKOWSKI
A MOTION TO RECOMMEND REAPPOINTMENT WAS MADE BY MR, MAHONEY
SECOND MR. WADSWORTH
MRS. KILKELLY QUESTIONS THE PROCEDURE FOR APPOINTMENT OF THE
CHAIRMANSHIP IN CASES LIKE THIS, IT IS DETERMINED THAT UNTIL
THE COUNCIL MAKES A DECISION ON THE MATTER THE CHAIRMANSHIP
IS A MOOT POINT.
THE MOTION PASSED UNANIMOUSLY.
10 MINUTE RECESS CALLED TO SET UP FOR THE VIDEO.
RECESS CALLED BACK TO ORDER ALL PRESENT.
VIDEO ON THE RIVERFRONT OF FERNANDINA BEACH BY KRULIKOWSKI
WAS SHOWN AT THIS POINT,

MEMBERS MATTERS; MR, SHROYER SPEAKS REFERENCE HIS PAPER ON
PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES

SIMPLIFYING THE ORDINANCE FOR HOME OCCUPATIONAL LICENSES
MR. FULLERTON STATES HE HAS COPIES OF THE COUNTY'S ORDINANCE
AND WOULD LIKE THE SECRETARY TO MAKE COPIES FOR THE BOARD
SO IT CAN BE COMPARED TO MR. SHROYER'S PROPOSED ORDINANCE.
THIS WILL BE AN AGENDA iTEM FOR THE NEXT MEETING.
ALSO MR. SHROYER REQUESTS THAT A DISCUSSION REGARDING
SUBDIVISION ACCESS BE AN AGENDA ITEM FOR THE NEXT MEETING
MR, THOMPSON STATES HE FEELS THAT ALL MEMBERS SHOULD SUPPLY
THERE INFORMATION IN WRITING THE WAY MR. SHROYER DOES WHEN
THEY HAVE SOMETHING THEY WANT THE BOARD TO CONSIDER.
MR. THOMPSON ALSO ASKS REGARDING HURRICANE HARBOUR'S NEW
PARKING AREA,
BRUCE STATES THEY HAVE BEEN ADVISED. THAT A SITE PLAN MUST BE
SUBMITTED FOR APPROVAL OF THE PARKING AREA.
