ANNOUNCEMENTS; MRS. KILKELLY REQUESTS THAT AMUSEMENT CENTERS
BE ADDED TO THE AGENDA FOR POSSIBLE ACTION - MOTION MADE BY
MRS. KILKELLY, SECOND MR. GILCHER PASSED UNANIMOUSLY.
MR. FULLERTON MADE A MOTION TO ADD THREE ITEMS TO THE AGENDA
BEING POLICE STATION SITE, INDUSTRIAL ZONING, AND THE 512
CORRIDOR SECOND BY MR. GILCHER PASSED UNANIMOUSLY

A MOTION TO APPROVE THE 3-23-89 SPECIAL MEETING MINUTES AS

PASSED UNANIMOUSLY.

COMPREHENSIVE PLAN TO THE TITLE UNDER SPECIAL MEETING
A MOTION TO APPROVE AS AMENDED WAS MADE BY MRS. KILKELLY

ORIEND OF SPARKCLEAN AT RIVERVIEW TRAILER PARK WAS MADE BY

MODEL HOME PERMIT - MASLQW CONSTRUCTION - JOHN MASLOW
APPLICANT IS ADVISED THERE IS ONE LETTER OF OBJECTION
PUBLIC HEARING OPENED AT 7:24 CLOSED AT 7:24 NO COMMENT
A MOTION TO APPROVE THE MODEL HOME PERMIT FOR MASLOW
CONSTRUCTION WAS MADE BY MR. FULLERTON SECOND FOR DISCUSSION
MADE BY MRS. KILKELLY
UNDER DISCUSSION - M_RS. KILKELLY ASKS WHEN WE CAN STOP
ALLOWING THESE BUILDERS FROM GOING ON THE SIDE STREETS
MR. COOPER STATES IT WOULD REQUIRE AN ORDINANCE CHANGE
BECAUSE AS IT READS NOW THEY ARE ALLOWED ON ANY RESIDENTIAL
STREET NO MATTER WHERE IT IS LOCATED.
MR. GILCHER AGREED IT IS TIME FOR AN ORDINANCE CHANGE.
MOTION PASSED UNANIMOUSLY.
MODEL HOME PERMIT - MERCEDES HOMES - DAVID BARIN - GENERAL
MANAGER
MR. BARIN STATES THAT THE EXISTING MODEL ON BARBER IS TO BE
SOLD AND THIS WILL BE THE ONLY ONE THEY WILL HAVE,
PUBLIC HEARING IS OPENED AT 7:33 CLOSED AT 7:33 NO COMMENT
A MOTION TO APPROVE THE MODEL HOME AT 878 BARBER STREET WAS
MADE BY MRS, KILKELLY SECOND BY MRS. POOLE PASSED
UNANIMOUSLY.
RM-H DISTRICT DISCUSSION
BRUCE GIVES OUT THE STATE STATUTES FOR THE DEFINITION OF
NOBLE AND MANUFACTURED HOMES. MR. FULLERTON RECOMMENDS IF THE
ORDINANCE IS ABOUT TO BE CHANGED TO ALLOW MANUFACTURED IN
THIS DISTRICT THAT THE COMMISSION ALSO CONSIDER CHANGING THE
MINIMUM SQ FT REQUIREMENT TO 900 FROM 500 AND THAT THEY
SHO'ULD PUT AN AGE LIMIT ON THE HOMES OF NO OLDER THAN FIVE
YEARS.

MR. GILCHER ASKS CARL FISCHER IF THEY HAVE ANY PROBLEMS WITH
FULLERTONS PROPOSED CHANGES AND HE ANSWERS NO,
MR, GILCHER RECOMMENDS THAT ENCLOSED SKIRTING BE ADDED ALSO,
MRS. KILKELLY STATES PUD-MH ALSO RECEIVE THE SAME CHANGES,
AL BALLA SPEAKS FROM THE AUDIENCE REGARDING THIS MATTER
AND STATES HE FEELS THE AGE REQUIREMENT WOULD BE TOO
RESTRICTIVE FOR THE RETIREES IN SEBASTIAN AS WELL AS
REQUIRING THEM TO HAVE 900 FEET INSTEAD OF 500.
A MOTION ON THE REQUEST OF MR. FISCHER AND BRUCE COOPER TO
CHANGE THE WORDING OF 20A3.? RM-H TO INCLUDE MOBLE,
MANUFACTURED, MODULAR AND PREFABRICATED HOMES WITH THE
MINIMUM SQ FT OF 900 AND THE FIVE YEAR AGE LIMIT AS WELL AS
SKIRTING BEING REQUIRED AS SET OUT IN DCA AND HUD REGULATIONS
WAS MADE BY MR. FULLERTON SECOND MRS. POOLE
MR. GILCHER OFFERED AN AMENDMENT TO THE MOTION STATING THAT
APPROVAL OF THIS MOTION DOES NOT AUTOMATICALLY APPROVE THE
ORDINANCE SECOND TO THE AMENDMENT BY MRS, KILKELLY
AMENDMENT PASSES UNANIMOUSLY
MAIN MOTION PASSES UNANIMOUSLY,
ON SITE-SEWAGE DISPOSAL DISCUSSION
BRUCE STATES THAT THIS MATTER WAS BROUGHT UP BEFORE THE CITY
COUNCIL TO DISCUSS AND ALLOW MIKE GALANIS OF ENVIRONMENTAL
HEALTH THE OPTION TO RENEW SEWAGE DISPOSAL PERMITS YEARLY IN
INDUSTRIAL AREAS TO ALLOW GREATER CONTROL AND SO DEVELOPERS
SO NOT HAVE TO SIT WITH EMPTY LAND BECAUSE A PERMIT CANNOT BE
ISSUED,
MR. GILCHER FELT THERE WAS NO HURRY FOR THIS SINCE THERE WAS
A BILL PENDING ON THE SUBJECT AND STATED DEVELOPERS COULD
BUILD PACKAGE PLANTS IF THEY WANTED AS AN ALTERNATIVE.
MRS. KILKELLY MADE A MOTION TO ALLOW BRUCE COOPER TO PROCEED
WITH HIS EFFORTS FOR SEWAGE DISPOSAL PERMITS SECOND BY MRS.
POOLE PASSED 5-1 WITH MR. GILCHER VOTING NO DUE TO HIS
FEELING THAT THIS IS PREMATURE AT THiS TIME.
A FIVE MINUTE RECESS WAS TAKEN AT 8:57 P.M. BACK AT 9:06

DRAWN UP BY THE CITY ATTORNEY SOME TIME AGO WHICH THE MEMBERS
RECEIVED TONIGHT BE INCLUDED IN THE CODE AS SOON AS POSSIBLE.
THESE DEFINITIONS BEING FOR COMMERCIAL AMUSEMENT DEVICE AND
COMMERCIAL AMUSEMENT CENTER SHE FEELS THEY COULD GO ON PAGE

A MOTION TO MAKE THE CHANGES TO SECTION 20 A 12-2 OF THE LAND
DEVELOPMENT CODE WAS MADE BY MRS. KILKELLY SECOND MR.
FULLERTON FOR DISCUSSION - MR. FULLERTON ASKS RE- SQ FT
REQUIREMENT
BRUCE SUGGESTS THAT A MAXIMUM BE ADDED TO ELIMINATE 4 POOL
TABLES AND PERHAPS NO MORE THAN TWO MACHINES~
MRS. KILKELLY AMENDS HER MOTION TO INCLUDE 20 SQ FT PER
DEVICE AND CHANGING THE WORDING TO TWO MACHINES INSTEAD OF
FOUR.
MR. FULLERTON AMENDS HIS SECOND PASSED UNANIMOUSLY.
MR. FULLERTON STATED HE WANTED THE COMMISSION TO CO]vLE BACK TO
THE NEXT MEETING WITH THEIR THOUGHTS AND COMMENTS REGARDING
THE 512 CORRIDOR, A POLICE STATION SITE AND CHANGING THE
INDUSTRIAL ZONING DISTRICT TO INCLUDE LIGHT, MEDIUM AND
HEAVY.
BRUCE RECOMMENDS SECRETARY PROVIDE A COPY OF THE RESOLUTION
PASSED BY COUNCIL ON 512 FOR BACKUP
