A. LAND DEVELOPMENT CODE REVISIONS - Review final draft of Land
Development Code
Mr.~Hass noted that the changes to be made in Article IX have not been made, and he suggested
revisiting it on Tuesday.
Mr. Pliska recommended that a section noting homeowner responsibility for maintaining swales
should be included in Article VII, Section 20A-2.7.19.
Tree Protection and Landscaping
Mr. Hass noted that Articles XIII and XIV have been combined into XIII, to combine residential
and commercial for one landscape code. He noted that it appears that recommended changes have
been made to this Article.
There were some minor changes made to punctuation, spelling, etc.

Section 20A-3.13.S: Prohibited and Undesirable EXotic Vegetation
Mr. Hass noted that the following sentence was added to this section: "Prohibited and
undesirable exotic vegetation may be removed without a permit".
Section 20A-3.13.8: Residential Tree Removal, Grubbing, and Land Clearing Permits
A. Change the term '~o-family" to "duplex".
Ms. Kilkelly questioned thc exclusion of the paragraph on tree standards that was in the January 8t~
draft on page 9. She also asked what happened to thc phrase of"fifty per cent (50%) native".
Mr. Pliska noted that the new height limitation on replacement of specimca trees was determined to
be fourteen feet (14'), and that does not appear in this present drafL
Page 10 - Landscape strip - specifications call for plants to be planted every five (5)'lineal feet on
the perimeter strip.
Page 11 - There was discussion on specifications for planting shrubs on a commercial site.
It was suggested that hedge plants should be phmted twenty (20) inches on center. There
was also some discussion on the meaning of'h~ody shrubs in containers".
The last line on page 11 needs to have a '~er cent" sign inserted a/~ the number 100.
There was also a correction on the line above this.
Page 14 - Add "multi family,'.
Page 15.A. Mr. Pliska suggested including a reference to the Article that contains thc
fourteen (14) foot height for replacing trees as special occurrcnccs. After discussion, he
suggested that in reference to specimen trees, there should be a twelve foot (12~) minirrmm
required for the replacement tree size.

ARTICLE X¥: OFF-STREET PARKING
Section 20A-3.15-2. Parking spaces required by use.
Auto Sales - There was discussion about the number of cars allowed on Catalano's car lot
on Main Street. Mr. I-lass will check the site plan and thc minutes and g~ back to this
Board.
Bowling Lanes - Four (4) spaces per lane plus the spaces otherwise required for
accessory uses (restaurant and meeting rooms).

Business & Professional Offices (excludin~ medical offices) -
The area over two thousand (2,000) square feet haz been added.
Convenience Store - Add square footage of retail area.
Flea Markets - Three (3) spaces per booth.
At this point, it was suggested to include a note in definitions explaining what retail aren is for
Convenience Stores, and to define the fact that freezers and wall machines are excluded from the
floor area.
Libraries - Change to three hundred (300) square feet.
Marinas - Additions were the exclusion of "six. pack" boats, and the additin~ of "water
transports~.
Nursing homes and assisted care facilities - There was discussion on the number of
parking spaces per bed. Mr. Hass gave information from the APA book. A consensus
determined that it should be one (1) space per three (3) beds.
Public buildings, theaters, auditoriums - Change to one (1) space for every three (3)
seats based on mazimum occupancy capacity.
Public Parks and Recr~on - Golf courses - change to five (S) spaces per hole phs the
spaces otherwise required for accessory uses.

B. Added - "... such requir~m~s shall be based on ~.e sea~ng capacity pe~ by ~he
fire code and approved by the Indian River County Fire Department and the Indian River
County Health Department, if applicable, whichever is more restrictive."
Section 20A-15.5: Design and specifications for parking areas.
Mr. Hass indicaXed that the only change to this Section is m the numbered heading, from
20A-8.5 to 20A-15.5.
B.C. - Thc word stripping was changed to striping.
D. 1. - Change ...approved by thc City to the ..."Community Development Director".

Add "Entries, exits, drives and vehicle maneuvering areas for multi-family,
commercial, industrial, and institutional uses".

Add - ... "except for approved public events".
Section 20A-3.15.10: Parking areas not to be reduced in area
Mr. Mather noted the reference to Article XVIII, "Site Plan Review".
Section 20A-3.15.9 SUrfacing requirements for parking and loading spaces
B. 2. c. Ms. Kilkelly pointed out a blank area where the size of thc stone should be. (She
also noted that this paragraph is a new addition.)
ARTICLE XVI: SIGNAGE AND ADVERTISING
20A-3.16.3. Exempt Signs
A. 6. Add - "Inspection, 'Open' ~nd other similar signs. Such signs shallbe removed
within thirty (~0) days after the dosing of the sale."
20A-3, I6.1. Purpose and Intent
First paragraph - the word '"oiHboards" should be stricken, and the words "monument
sign" added.
20A-3.16.4 Prohibited Signs
7. Directional signs was removed.
18. Add - "Off-site garage sale sign".
20A-3.16.5 Permitted Signs
A. 2. Second paragraph - "freestanding shall be minimum of five (5) feet in height"
should be removed.
A. 4. The above phrase was also removed from this item. In the second paragraph, insert
Article X as opposed to 20A-10.2.B.
B. 3. b. &: C.- Re, hove "freestanding".

H. Bench signs. Add - "The area of the bench sign slmll be counted towmt the
allowable monument sign area. Bench signs may be located on city owned right, of-
way through an agreement approved by City Council. Such an agreement shall
identify construction standards, location criteria, permitted copy, and iiability~ The
City is not responsible for bench signs permitted through such agreements.~

Page 16. m. (2) - Thc word '~standing", and "billboards" wero removed.
Page 16. m. (3) - Add "Any sign which, in the opinion of the Community Devdoprmmt
Director, contains unusual design fea~tures. It is the intention of this provision to
insure the structural integrity of signs which are unique in design.
Page 17 - 20A-3.16.9: Nonconforming Signs - There was discussion on whether or not
to remove the word "billboards" from the first sentence, and it was dct~ to leave it
in pL~,c.
Mr. Hass noted that the clmngcs will be made to Article IX and bring it back Tuesday.
