PLANNING AND ZONING COMMITTEE
SPECIAL WORKSHOP MEETING - APRIL 26, 1984
A special workshop was held April 26, 1984 at 7:30 P.M. in the
Mayor's Conference Room to consider fee schedule and application forms.
Present were Chairman Gene Harris, Vice-Chairman Harold Eisenbarth, Members
Marjorie Poole, Bob Fullerton, Stan KrUlikowski, and Bill Mahoney. Also
attending were Randy Mosby, engineer, and City Finance Director Carol Carswell.
What is a minor site plan? Five thousand (5000) square feet non-
pervious surface (building and paving) is a minor site plan, $125.00 fee.
Should secretary's time in office be charged to Planning and Zoning
Budget, should Dan Blair's time be aharged to Planning and Zoning Budget?
Secretary's time should be charged; Building Official's time should not
be since his work would be building review.
When should Les Solin and Randy Mosby be called in for reviews? Les
Solin should be called in only if the Land Use Plan is involved. Randy
Mosby should be called by Chairmanand Dan Blair when the site plan warrants
engineer review.
Response to the letter by Mayor Jim Gallagher concerning lesser a~ount
for pre-application? Preapplication is free.
Who will handle the fees and take applications? Staff secretary will
accept the fees and applications, fees. to be listed and turned over to the
finance director who will keep them in a seperate account. The board will
not refund money.in excess of required budgeting for application, nor will
they bill for excess costs above fee. After six months, board will review
and see if the fees are sufficient to cover the expenses of the board.
When do site plans need an engineer or architect seal? All commercial
buildings need one. Randy Mosby will bring in written confirmation. Also
refer to Section E, p. 22 in Zoning Ordinance 202.

the extra people in the proposal. Randy will personally do the reviews unless
he is ill or out of town. Then his partner will fill in. The secretary's
time will charged just when needed to type letters of recommendations on
site plan reviews.. Randy explained the contract and answered all questions.
Motion made by Marjorie Poole, seconded by Stan K~likowski, that the board
recommend to Mayor and Council the contract for Mosby and ASsociates be
approved as submitted, motion carried unanimously.
