GILCHER ABSENT; MR. MAHONEY, MRS. TAYLOR, AND MR. WADSWORTH ALL EXCUSED ALSO PRESENT; PETER JONES, LINDA KINCHEN, BRUCE COOPER ANNOUNCEMENTS; NONE APPROVE MINUTES; APRIL 6, 1989 REGULAR MRS. POOLE MADE A MOTION TO APPROVE THE MINUTES FOR APRIL 6, 1989 AS PRESENTED, SECOND MRS. KILKELLY PASSED UNANIMOUSLY MINUTES; APRIL 13, 1989 SPECIAL CHANGE THE WORD "WORK" TO "ROAD" IN THE COMMENTS LISTED ON PAGE ONE FROM MR. SKILLMAN LAST PARAGRAPH LINE TWO -- NEW SENTENCE TO READ "AND IN THE FUTURE IF ANY WORK IS DONE TO THIS ROAD" A MOTION TO APPROVE THE MINUTES AS CORRECTED WAS MADE BY MR. GILCHER, SECOND MR. FULLERTON, PASSED UNANIMOUSLY. MINUTES; APRIL 17, 1989 SPECIAL A MOTION TO APPROVE THE MINUTES AS SUBMITTED WAS MADE BY MRS. KILKELLY SECOND MR. GILCHER, PASSED UNANIMOUSLY. MINUTES; APRIL 19, 1989 SPECIAL A MOTION TO APPROVE THE MINUTES AS SUBMITTED WAS MADE BY MRS. POOLE SECOND MR. GILCHER, PASSED UNANIMOUSLY. ---------------------------------------------------------------- OLD BUSINESS; NONE NEW BUSINESS; MODEL HOME PERMIT -- LIFESTYLE HOMES — LARRY HUFFORD MOST DISCUSSION CONCERNED THE PARKING TO BE SURE IT WOULD BE ADEQUATE FOR BOTH HOUSES. IT WAS DETERMINED THERE WOULD BE (dft` ENOUGH AS SHOWN. PUBLIC HEARING OPENED AT 7:19 P.M. CLOSED 7:19 P.M. NO COMMENT PLANNING AND ZONING COMMIo~ION~ T REGULAR MEETING MINUTES MAY 4, 1989 PAGE TWO A MOTION TO APPROVE THE MODEL HOME PERMIT FOR LIFESTYLE WAS MADE BY MRS. KILKELLY SECOND BY MRS, POOLE UNDER DISCUSSION CHAIRMAN ASKS IF SHE WILL AMEND TO INCLUDE THE COMMENTS FROM THE PARKING DISCUSSION. SHE AMENDS THE MOTION TO INCLUDE THAT THE APPLICANT MUST ADHERE TO THE PARKING REQUIREMENTS IN THE EVENT THE FIRST MODEL IS SOLD. MRS. POOLE AMENDS HER SECOND. PASSED UNANIMOUSLY BY ROLL CALL. 512 CORRIDOR - MR, FULLERTON SHOWS A DRAWING FOR ALTERNATE ROUTE NUMBER THREE, HE FEELS THE TWIN PAIRS SHOULD BE RECONSIDERED AND THIS ROUTE DISCUSSED, BRUCE COOPER STATES HE FEELS IT IS TOO LATE AT THIS STAGE TO SEND A LETTER AND GET RESULTS. MR. FULLERTON MADE A MOTION TO SEND THE PLAN TO CITY COUNCIL WITH A LETTER RE 512 CORRIDOR SHOWING THE THIRD CHOICE CONNECTING TO THE TWIN PAIRS, MOTION WITHDRAWN MR. FULLERTON MADE .A MOTION TO ALLOW HIMSELF TO GO TO THE COUNTY WITH THE DRAWING AND A LETTER BRUCE ADVISES AGAINST GOING OVER THE COUNCILS HEAD, AND MR. FULLERTON RESTATES HIS MOTION TO READ GO TO THE CITY COUNCIL WITH PLAN SECOND FOR DISCUSSION BY MRS, POOLE. UNDER DISCUSSION PETER EXPLAINS HIS CONCER~S AND THE CONCERNS HE FEELS THE CITY COUNCIL AND COUNTY ENGINEERS WOULD HAVE WITH THE PLAN. ROLL CALL VOTE; MRS. POOLE - NO, MR. GILCHER - NO, MRS. KILKELLY, NO MR, FULLERTON, YES, CHAIRMAN KRULIKOWSKI - YES. MOTION FAILS. MR. FULLERT©N STATES HE WOULD LIKE TO SEE THE CITY IMPLEMENT LIGHT, MEDIUM AND HEAVY INDUSTRIAL ZONING DISTRICTS BASED ON WHAT INDIAN RIVER COUNTY'S ORDINANCE STATES, HE ASKS PERMISSION OF THE BOARD TO DISCUSS THIS WITH BRUCE AND PETER. BRUCE STATES HE DOESN'T NEED PERMISSION ANYONE CAN COME TO HIM OR PETER ANY TIME AND DISCUSS THE CITY ORDINANCES. MR. FULLERTON STATES HE WILL MEET WITH PETER AND ADVISE AT A LATER DATE. POLICE STA'rlON SITE MR, FULLERTON ASKS BRUCE THE STATUS OF THE SITE SELECTION PLANNING AND ZONING COMMI~'ION~ REGULAR MEETING MTNUTES~ MAY 4, 1989 PAGE THREE BRUCE STATES NO DECISION HAS BEEN MADE 'YET AND THE CITY AND CONSULTANTS ARE STILL WORKING ON IT. BRUCE TELLS SECRETARY TO GET A COPY OF THE REPORT FOR MR. FULLERTON. CHAIRMAN ASKS BUILDING OFFICIAL AT THIS POINT WHAT' HE WANTS TO SAY REGARDING THE COMP PLAN. BRUCE STATES HE WAS HOPING TO GO OVER THE PUBLIC HEARING MINUTES ONE BY ONE AND THE COMMISSION FEELS THIS IS UNNECESSARY THAT LES SOLIN CAN GO THROUGH AND IF HE SHOULD ENCOUNTER ANY PROBLEMS HE COULD THEN CONTACT THE BOARD. BRUCE STATES THE COMMISSION WILL RECEIVE NEW BOOKS WHEN ALL THE CHANGES HAVE BEEN MADE AND THEY CAN COMPARE THEM TO THEIR NOTES AND OLD BOOKS TO BE SURE IT IS A COMPLETED DOCUMENT, CHAIRMANS MATTERS; SEND A CARD TO PAUL WHEN GOES IN HOSPITAL CHAIRMAN OPENS LETTER FROM ATTORNEY REFERENCE THE SPECIAL WATERFRONT DISTRICT AND STATES THAT THE NEWEST ISSUE OF QUALITY CITIES HAS AN ARTICLE WORTH READING ON THIS MATTER, MR. GILCHER MADE A MOTION TO COPY THE ARTICLE FOR THE BOARD SECOND BY MRS, POOLB PASSED UNANIMOUSLY, MEMBERS MATTERS; MRS. POOLB QUESTIONS BRUCE IF OYSTER POINT OWNER GENE POPOW IS PLANNING TO OPEN A RESTAURANT AND MOTEL ACROSS FROM HURRICANE HARBOUR. BRUCE STATES HE HAS NO INFORMATION REGARDING THIS MATTER. MR. GILCHER ASKS BRUCE TO CLARIFY THE ZONING OF THE CHURCHMANS PROPERTY. HE STATES IT IS RS-10 AT THIS TIME. BUILDING OFFICIAL MATTERS ; BRUCE HAS PETER SHOW THE BARBER STREET SPORTS COMPLEX TO THE COMMISSION AND ADVISES THEM THEY WILL BE RECEIVING A REZONING REQUEST AT THE NEXT MEETING FOR THE LOTS ON ROSEBUSH FROM RS-10 TO PS AND THE COMMISSION STATES THEY FEELS THE CITY SHOULD PURCHASE THE LOTS ADJACENT TO THE TRACT 208 ON PERSIAN LANE AS WELL THEY FEEL THEY WILL BE NEEDING ADDITIONAL PARKING IN THE FUTURE AND THESE LOTS WILL BE NECESSARY.
