MEETING WAS CALLED TO ORDER BY CHAIRMAN EISENBARTH AT 7:30 P.M.
PRESENT:
MR. THOMPSON

ABSENT: MRS. POOLE (UNEXCUSED)
CHAIRMAN EISENBARTH CALLED THE PUBLIC HEARING TO ORDER AT 7:33 P.M. ON AN APPLICATION
TO CHANGE THE COMPREHENSIVE LAND USE PLAN/MAR FROM L.D. TO P.U.Dj AND AN APPLICATION
TO CHANGE THE ZONING AND ZONING MAP FROM R-2 TO P.U.D.
MR. EARL MASTELLER, CONSULTING ENGINEER FOR THE CHURCHMAN'S CONDO PROPOSAL, ADDRESSED
THE COMMISSION. MR. MASTELLER STATED THAT AS AN UPDATE ON THIS APPLICATION, WHICH
WAS ORGINALLY SUBMITTED JANUARY 24, 1985, HE HAS CONTACTED THE DEPARTMENT OF ENVIRON-
MENTAL REGULATION, ASKING THEM TO DETERMINE WHAT, IF ANY AREAS WERE OF ENVIRONMENTAL
SENSITIVITY. MS. BARBARA BESS OF DER STATED VERBALLY TO MR. MASTELLER, THAT THERE
WERE NO ENVIRONMENTAL AREAS OF CONCERN TO THE DER ON THIS SITE. THIS SHOULD BE
CONFIRMED IN WRITING IN THE NEAR FUTURE. MR. MASTELLER ALSO STATED THAT AT THE LAST
PUBLIC HEARING THE VAST MAJORITY OF THE PUBLIC'S CONCERNS CENTERED ON THE TRAFFIC
AND THE NEED FOR A TRAFFIC STUDY. TO MR. MASTELLER'S KNOWLEDGE, A TRAFFICE STUDY IS
IN PROGRESS BY A FIRM NAMED KIMBLEY HORNE FROM WEST PALM BEACH. MR. MASTELLER STATED
THAT THEY WERE HERE AT THIS PUBLIC HEARING NOT FOR A FINAL DESIGN APPROVAL OR DESIGN
APPROVAL OF ANY PHASE, JUST BASICALLY A ZONING CHANGE AND A CHANGE ON THE LAND USE
PLAN TO PROVIDE FOR A PLANNED UNIT DEVELOPMENT,'AND TO ANSWER ANY QUESTIONS THE PUBLIC
AND THE COMMISSION MIGHT HAVE.
MRS. ANN DEWHURST, MEMBER OF THE PUBLIC, STATED HER CONCERNS REGARDING THE CHURCHMAN'S
CONDO. SHE STATED THAT THE TRAFFIC FLOW, IN HER OPINION, WOULD BE TOI_~HEAVY FOR
ENGLERSTREET AND SCHUMANN DRIVE.
DR. FISCHER, MEMBER OF THE PUBLIC, STATED HIS CONCERNS REGARDING THE LOCATION OF THE
SEWER TREATMENT PLANT.
THE PLANNING AND ZONING COMMISSION STATED THEIR CONCERN OVER THE TRAFFIC PROBLEM.
MOTION CARRIED.
MOTION BY MR. THOMPSON, TO WITHDRAW HIS MOTION FOR ADJOURNMENT OF THE PUBLIC HEARING.

MOTION BY MR. KRULIKOWSKI , SECONDED BY MR. MAHONEY, TO FORWARD A RECOMMENDATION TO
THE CITY COUNCIL TO CHANGE THE COMPREHENSIVE LAND USE PLAN MAP FROM L.D. TO P.U.D.
AND THE APPLICATION TO CHANGE THE ZONING AND ZONING MAP FROM R-2 TO P.U.D.
MOTION BY MR. KRULIKOWSKI TO AMEND THE ORfG~NAL MOTION TO INCORPORATE THE FOLLOWING
RECOMMENDATIONS: TRAFFIC STUDY HAS TO BE PROVIDED BEFORE IT GOES TO CITY COUNCIL, IN
ORDER THAT THE CITY COUNCIL WILL KNOW WHAT THE TRAFFIC IMPACT IS AND THE LOCATION OF
THE SEWER AND WATER TREATMENT PLANT.
MR. MAHONEY WITHDREW HIS SECOND.
MR. MAHONEY SECONDED THE MOTION TO AMEND THE ORIGINAL MOTION.
UNDER DISCUSSION, MR. FULLERTON STATED THAT HE WOULD JUST LIKE TO HAVE THE TRAFFIC
STUDY AS THE ONLY CONTINGENCY.
MR. KRULIKOWSKI WITHDREW HIS MOTION, MR. MAHONEY WITHDREW HIS SECOND.
MOTION BY MR. WADSWORTH, SECONDED BY MRS. YOUNG, TO APPROVE THE APPLICATION CONTINGENT
UPON THE TRAFFIC STUDY BEING COMPLETE AND PROVIDED TO THE CITY COUNCIL PRIOR TO THE
