WADSWORTH, EXCUSED ALSO PRESENT; BRUCE COOPER AND LINDA KINCHEN ANNOUNCEMENTS; RESIGNATION OF MERGE POOLE NEEDS TO BB ADDED TO THE AGENDA. A MOTION TO ADD THE RESIGNATION LETTER OF MARGB POOLB AND A REPLACEMENT TO THE AGENDA WAS MADE BY MR. FULLERTON SECOND BY MRS. KILKELLY PASSED UNANIMOUSLY. APPROVAL OF MINUTES 4-20-89 A MOTION TO APPROVE AS PRESENTED BY MR. GILCHER, SECOND MR. FULLERTON PASSED UNANIMOUSLY. APPROVAL OF MINUTES 4-27-89 A MOTION TO APPROVE AS PRESENTED BY MR. GILCHER MADE A MOTION TO RECOMMEND TO CITY COUNCIL APPROV'AL OF 7'HE REZONING OF LOTS i-9 FROM RS-10 TO PS AS STA'TED IN PETER JONES LETTER DATED 5-8-,89. SECOND BY FULLERTON - PASSED UNANIMOUSLY'. MR. GILCHER MADE A MOTION TO RECOMMEND TO CITY COUNCIL AND STAFF THAT THEY STRONGLY CONSIDER REZONING LOTS 10-19 OF BLOCK 208 FOR THE PURPOSES OF ACQUIRING BUFFER PROPERTY AND OVERFLOW PARKING AND IN ADDITION PLANNING AND ZONING RECOMMENDS TO CITY COUNCIL THAT THEY CONSIDER LOTS 1-10 BLOCK 207 FROM RS-10 TO P.S. ALSO. FOR FURTHER BUFFERING AND SCREENING -- SECOND FOR DISCUSSION BY MR. FULLERTON PASSED UNANIMOUSLY BY THE COMMISSION. HOME OCCUPATIONAL LICENSE - KUTCH DAY CARE 4S'? COLUMBUS MRS. KUTCH IS PRESENT AND STATES SHE IS STATE LICENSED AND ONLY WANTS TO KEEP FOUR CHILDREN PUBLIC HEARING OPENED AT 7;45 P.M. NO COMMENTS CLOSED AT 7;45 A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR FOUR CHILDREN OR LESS FOR KUTCH DAY CARE AT 43? COLUMBUS STREET WAS MADE BY MR. FULLERTON SECOND FOR DISCUSSION BY MR. GILCHER - REQUESTS THE MOTION BE AMENDED TO INCLUDE UNRELATED CHILDREN - SO AMENDED PASSED UNANIMOUSLY. HOME OCCUPATIONAL LICENSE FOR WM ROGERS 408 PONOKA STREET BILL ROGERS IS PRESENT TO ANSWER QUESTIONS. STATES WILL KEEP THE CANOES AT ALTERNATE LOCATION AND ONLY TAKE CALLS AT HOME. THE BOAT IN THE GARAGE AT HOME IS PERSONAL PLEASURE BOAT BUT ALSO WILL BE USED FOR THE BUSINESS WILL BE DOING SITE SEEING OR FISHING TRIPS. PUBLIC HEARING OPENED AT 8:01 P,M. ARTHUR MUENKLER OF PONOKA STREET IF THIS WILL CREATE MORE TRAFFIC OR STORAGE ON THE PROPERTY HE IS AGAINST THE BUSINESS BEING ALLOWED. ROGERS TAKES PRIDE IN HIS HOME AND WOULD NOT ALLOW PEOPLE TO PARK THERE NOR WOULD HE WANT STORAGE ON HIS PROPERTY. MR. ROGERS STATES HE WOULD LEAVE IN THE A,M. AND RETURN IN THE P.M. THE SAME AS ANY OTHER PERSON GOING TO WORK WOULD DO EVERY DAY. MRS. KAMBERS 407 PONOKA STREET ASKS WHAT WATERWAYS ARE CONCERNED, MR. ROGERS STATES HE HAD NO INTENTION OF USING LAKE HARDEE. BARBER FORMERLY OF ST~ PETERSBURG NOW IN SEBASTIAN. STATES MR. ROGERS WAS A FORMER NEIGHBOR AND HE NEVER HAD ANY PROBLEMS WITH PEOPLE PARKING OR COMING TO THE HOME DOWN THERE. PUBLIC HEARING WAS CLOVEN AT 8:09 P.M. A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR WM ROGERS AT 408 PONOKA STREET WAS MADE BY MRS. KILKELLY DELETING THE 17 FOOT CANOES AND TRAILERS FROM THE LIST OF VEHICLES ON THE APPLICATION SECOND BY MR. FULLERTON. PASSED UNANIMOUSLY. HOME OCCUPATIONAL LICENSE FOR SHERRIE LA FRANCE 140 CAPRONA STREET - INVESTMENT COUNSELING MRS. LA FRANCE STATES SHE IS LOOKING FOR A TELEPHONE ONLY NO ONE WILL BE COMING TO HER HOME TO DO BUSINESS PUBLIC HEARING OPENED AT 8:13 P.M. FULLERTON MADE A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR MR. FORRENCE AT 337 BAY'HARBOUR AND ALSO THAT THE PEOPLE WHO OBJECTED RECEIVE A LETTER EXPLAINING THE ORDINANCE. SECOND BY MRS. KILKELLY PASSED UNANIMOUSLY. MODEL HOME PERMIT - PRUDENTIAL BUILDERS BILL BARBER IS PRESENT TO ANSWER QUESTIONS STATES THIS MODEL WILL ONLY BE OPEN ON THE WEEKEND AND SHOWN BY APPOINTMENT ONLY OTHER THAN THAT. PUBLI~ HEARIN= OPENED AT 8:-~4 P.M, NO COMMENT CLOSED AT 8;24 P.M. A MOTION TO APPROVE THE MODEL HOME PERMIT FOR PRUDENTIAL AT 418 TUNISON WAS MADE BY MR, FULLERTON SECOND BY MRS. KILKELLY FOR DISCUSSION UNDER DISCUSSION MRS. KILKELLY STATED AGAIN HER FEELINGS REGARDING MODEL HOMES ON THE SIDE STREETS AND FELT SOMETHING NEEDED TO BE DONE SOON. SHE ASKS BRUCE IF NO FLAGS CAN BE A CONTINGENCY AND HE STATES NO OUR ORDINANCE ALLOWS THEM NOW BUT IF THE ORDINANCE IS CHANGED THAT SHOULD BE LOOKED AT AS WELL. PASSED UNANIMOUSLY. 5 MIN RECESS AT 8:29 P.M. PRESENT BACK TO ORDER AT 8:40 P.M. ALL SITE PLAN ALPER/ACOSTA KEITH CUNNINGHAM OF MOSBY AND ASSOCIATES IS PRESENT BRUCE STATES BILL HAS SUBMITTED A LETTER STATING ALL ITEMS HAVE BEEN ADDRESSED AND THE MEMBERS WILL RECEIVE COPIES FOR THEIR FILES. MR. GILCHER REQUESTS A COPY OF THE VARIANCE AS WELL. MR. FULLERTON MAKES A POINT THAT THE VARIANCE IS EXPIRED PER CODE AND BRUCE FEELS IT IS NOT EXPIRED SINCE APPLICANT'S SITE PLAN PROCEDURES WERE OF A CONTINUOUS NATURE. MRS. FULLERTON ASKS REGARDING SIDEWALKS KEITH STATES THERE IS A WALKWAY ACROSS THE FRONT OF THE WHOLE BUILDING. MRS. KILKELLY MADE A MOTION TO APPROVE THE SITE PLAN FOR ALPER/ ACOSTA CONTINGENT UPON THE ATTORNEYS DETERMINATION AS TO EFFECTIVENESS OF THE VARIANCE. SECOND BY MR. GILCHER. ROLL CALL VOTE 8-I IN FAVOR MR. FULLERTON VOTED NAY RESIGNATION LETTER OF MARGE POOLE. A MOTION TO ACCEPT THE RESIGNATION LETTER OF MRS. POOLE WITH DEEP CONCERN' AND THANKS WAS MADE BY MR. FULLERTON SECOND BY MRS. KILKELLY PASSED UNANIMOUSLY MR. FULLBRTON MADE A MOTION TO RECOMMEND TO CITY COUNCIL THAT MR. GILCHER BE .APPOINTED TO FILL THE REMAINING TERM OF MRS. POOLE AND THAT FORMER MEMBER J, W. TOMMIE THOMPSON BE APPOINTED AS ALTERNATE. SECOND BY MR, GILCHER. PASSED UNANIMOUSLY'. THE CHAIRMAN WELCOMES DAVE FISHER TO THE CITY CHAIRMAN ASKS THE MEMBERS IF THEY WOULD LIKE TO PARTICIPATE IN THE FOURTH OF JULY PARADE - HE WOULD DRIVE HIS TRUCK AND THEY COULD ALL SIT tN THE BACK, NO DECISION WAS MADE. MEMBERS MATTERS; MR. GILCHER AGREES THAT MODEL HOME REGULATIONS NEED TO BE REVIEWED, MR. GILCHBR ASKS WHY LOTS HAVE BEEN CLEARED ON 512 BRUCE STATES OWNER ,JUST CLEARED FOR EASIER SELLING TOOL. MR. GILCHER ASKS RE SCHEDULE OF THE COMP PLAN BRUCE STATES HE GAVE LES A DEADLINE OF THE 25TH. AND MID JUNE IS POSSIBLE FOR JOINT MEETING BASED ON WHEN THE DOCUMENT IS RECEIVED. NO OTHER MEMBERS MATTERS; BUILDING OFFICIAL MATTERS; MR, COOPER oTATEo HE IS WAITING FOR NEW VERBIAGE FROM ATTORNEY ON ADDITIONAL FEES TO COVER SITE PLAN REVIEW FEES. A MEMO ON MOBILE HOME DISTRICT CHANGES IS GIVEN OUT FOR REVIEW A MOTION TO ADD THE MEMO FROM BRUCE TO THE AGENDA WAS MADE BY MR, FULLERTON SECOND MR, GILCHER PASSED UNANIMOUSLY.
