Planning & Zoning Committee
Minutes
A meeting of the Planning & Zoning Committee was held
at the City Hall on May 19, 1983 at 7:35 PM.
The meeting was called to order by the Chairman, Mr. Btll
Messersmith.
The following members of the Committee were present:
Mr. Joseph Stephenson
Mr. Harold Elsenbarth
Mr. William Mahoney
Mr. L. Gene Harris
Mr. Robert J. Ori
Others present for the meeting included:
Mr. Earl Masteller, City Engineer
The minutes of the meeting held on May 5, 1983 were read,
and upon a motion made by Mr. Joseph Stephenson to approve the
minutes, as amended, seconded by Mr. L. Gene Harris, they were
voted upon and unamiously approved.
The Chairman then stated that the Public Hearing, as re-
ported in the Minutes of May 5, 1983, was not advertised and
therefore not considered a valid Public Hearing.
Another Public Hearing, to amend the Land Use Plan, is
scheduled for June ~, 1983 at 7:30 P.M.

The Chairman also stated that the River Oaks Site Plan was
reviewed to insure that all recommended changes were included
and that the Mr. Earl Masteller, City Engineer, had approved
the plan and that, on behalf of the Planning & Zoning Committee,
he had signed the plan on May 17, 1983.
The first order of business concerned an inquiry conducted
by Mr. Earl Masteller of the Sembler & Sembler facility.
Mr. Masteller stated that a permit to build a shed had
been obtained, however, the presence of numerous "telephone"
poles indicated a two story structure may be contemplated.
Mr. Charles Sembler was present. At this time he requested
guidance in the development of his area.
Upon Committee advisement, he promised to provide a Stte
Plan for revtew by the City Engineer and the Planntng and Zon-
tng Committee on or .before June 30, 1983.
The Chairman then stated that a letter of guidanCe to the
Building Department shall be prepared to insure that all.re-
quests for building permits are carefully reviewed.
When a Site Plan is required then the permit should be

There being no further business, a motion to adjourn was
made by. Mr. L. Gene Harris, seconded by Mr. William Mahoney,
voted.upon and unamiously.approved by the Committee,
