The Pledge of Allegiance was said. Munsart announced that Mr. Thomas is excused tonight and Ms. Kilkdly will bo voting in his place. APPROVAL OF MINUTES: MOTION by Mather/Fischer (4/2/98) I make a motion that we accept the minutes of April 2, of Planning and Zoning Commission, regular meeting. A voice vote was taken. 7 - 0 motion carried. MOTION by Fischer/Mather (3/19/98) I'll make a motion, Chairman, that wo approve the minutes of the LPA meeting of March 19, 1998. A voice vote was taken. 7 - 0 motion carried. OLD BUSINES: None PLANNING AND ZONING COMMISSION MINUTES OF REGULAR MEETING OF MAY 21, 1998 NEW BUSINESS: A. PUBLIC HEARING - Model Home Permit Renewal - Ameron Homes - 1413 and 142S Barber Street Ms. King noted that this is a renewal, and there have been no violations that she is aware of. There were thirty (30) notices of hearing sent out, and we received no objection or non-objection letters. Chem. Munsart opened and closed the public hearing at 7:04 pm, as there was no public input. MOTION by Mather/Fischer I make a motion that we approve Ameron Homes conditional use for two (2) model homes at 1413 Barber Street, and 1425 Barher Street. A voice vote was taken. 7 - 0 motion carried. B. PUBLIC HEARING - Home Occupational Licenses: 1. 555 Wimbrow Drive - Leonard Finster Ms. Connie Finster, 555 Wimbrow Drive, was present along with Sandy Kane. There were twenty-eight (28) notices of hearing sent out and there was one (1) objection lztter and no non-objection letters received. A copy of the objection letter was given to the applicants. Ms. Finster gave a brief presentation and commented that this permit would be for ~: nso~ of the phone and mail, as an address of convenience. Ms. King gave staff presentation and recommemded approval. Ms. Finster answered all questions from Commission members satisfactorily. Chron. MOTION by pliska/Mather PLANNING AND ZONING COMMISSION MINUTES OF REGULAR MEETING OF MAY 21, 1998 I'll make a motion that we approve a Home Occupational License for SSS Welders, lncorl~rate~ structural steel contractor, 555 Wimbrow Drive. A voice vote was taken. 7 - 0 motion carried. 2. 469 Arbor Street - Tnmmi Lane/John Kohler Ms. Tammi Lane and John Kohler, 469 Arbor Street, Sebastian, were present. There were twenty-seven (27) notices of heating'sent out, and we received two (2) objection and no non-objection leXters. Copies of the objection letters were given to the applicants. Mr. Kohler answered questions from Commission members. Jan King gave staff preseffmtion and reconunended approval. She noted that the applicant stated that any chemicals the applicant would have would be'biodegradable and environmentally safe, there would be no customers coming to the home, and equipment needed for this service is mounted inside his van. Chnm. Munsart opened and closed the public hearing at 7:15 pm, as there was no public input. Zariske, the nature of the business is carpet cleaning, the location is 941 Louisiana Avenue. A voice vote was taken. 7 - 0 motion carried. 4. 661 JORDAN AVENUE- Melinda Serafm Ms. Melinda Sorafm, 661 Jordan Avenue, was present. There were thirty-five (35) notices of heating sent out and wc received no objection or non- objection letters. Ms. Scrafin gave a brief presentation on being a nurse consultant. Jan King gave staff presentation and recommended approval. Chum. Muusart opened and closed the public hearing at 7:20 pm, as there was no public input. MOTION by Pliska/Kilkelly I'll make a motion that we approve a Home Occupational - a conditional use permit for Mclinda Scrafin for Serafm Health Care Rm~iew, Incorporated, at 661 Jordan Avenue, Sebastian. A voice vote was taken. 7 - 0 motion earned. 5. 174 JOY HAVEN DRIVE - William Finch Mr. William Finch, 174 Joy Haven Drive was prescfft. There were thirty-nine (39) notices of hearing sent out and we received no objection and two (2) non-objection letters. Mr. Finch gave a brief presentation about cleaning apartments after renters move out for Caldwell Banker Real Estate. jan King gave staff pre, seutation, noted the application is for prepay mainmmuce and handyman service, doing only mail, phone and general record keeping at his home, and r~ approval. She also noted that the applicant will be signing an affidavit at the City Clerk's. office that gives the scope of a handyman. Chmn. Finch, home services, 174 Joy Haven Drive, for a conditional Occupational - Liceax~ and propgxty maintenance handyman.service. A voice vote was taken. 7 - 0 motion C. PUBLIC HEARING. Preliminary Plat Review - South Fork Subdivision'- H. D. Admm Mr. John King of Realty King was present representing H. D. Adams, the applicant. He notaxl that he is filling in for Randy Mosby, Engineer on this projeet, who could not be pr~ tonight. He noted that the maps indicate a replat of a portion of Unit 16 of Sebastian Highlands and contains approximately thirty-two (32) a~res to be divided up into one-quarter (¼) acre lots. He also indicated that the project will be started as soon as all permits axe received - soon. Tracy Hass gave staff presentation, noted leniency in the phasing plan as submitted. He also noted an easeanent that is missing on the plat and gave information about it. He also noted a drainage easea~t off Cherry Court that will becom~ a twenty (20) foot easemmt. He gave further information from his staff report on scrub jay habitat. Mr. Schulke asked about several lots that are owned by others, and suggested that sign-offs be acquired. Mr. King responded that this item is being worked on. Ms. Kilkelly opened discussion on the lack of parks and recreational areas and Mr. Ki~ ~gplained why it is not necessary. She also brought up the subject of shoreline stabilization along th~ canal. It was detexmined that if any digging is done near the canal, silt screening will be used. She suggested that silt screening be included as a condition on any motion. Mr. Schulke noted that during tho review process on a prdiminary plat, the construction drawings will be reviewed by the City ~r, who's approval is required for the construction permit. He suggested adding to condition ~$, "until a subdivision construction Permit is issued-by the CRv Engineer'. Chron. Munsart noted an error on ua~e 4 of the staff rem}rt, item 10.m remove the word ~'not% Ms. Kilkelly inquired about item 10.x. and staff indieatsM that this inforraation would be obtained. Chron. Munsart opened the public hearing at 7:47 pm. Mr. Steve Andrianos, 109 Chaloupe Terrace, inquired about a tract of land in dog pnxdmity to this subdivision, and sought to find out who the owner is and ff it is part of ~ devel~ property. This issue was discussed ami it was detennin~ that the parcel in question is not part of the subdivision property. Mr. Andrianos asked about tree cutting, and Mr. King r~lied that as many trees as possible will be saved, and referenced Harbor Point as an example. Mr. Frank Funicello, 150 Concha Drive, asked about a Performance bond with this project' to protect the residents and the waterway in reference to runoff. He noted that the City does not get into specifics at this time. Mr. Fischer commented that when the subdivision is completed, water runoff will go into a private retention lake or area, and not into the Elkcam Waterway. Chnm. Munsart closed the public heating at 8:02 pm. Ms. Vesia noted that on page 4, item h. was not completed, and on page 2 of the Permit Application, item 2.b. was not provided. Mr. Hass responded that this information will be obtained. Chron. Munsart suggested adding a sixth item to the conditions in the staff report,- That a silt fence be required along all waterways within twe.nt3,-five (25) feet. All present agreed. Ms. Kilkelly brought up the subject of Phase dates, and this issue was discussed. Mr. King indicated that until all permits are received, it is very difficult to establish dates. There was more discussion on this issue, and it was agreed that Phase I would be start~ within eighteen months from the date of the City Engineer's construction permit approval, and Phase II would begin within eighteen (18) months of completion of Phase I, and the same with Phase III. MOTION by Mather/Fischer I make a motion that we recommend to City Council the Preliminary Plat approval of South Fork Subdivision per the prints of Mosby and Associates, sheets 2, 3, 4, 5, and 10 of 97-530, dated May 5, 1998, revised 3/27/98 on C2, C3 is Revision 1 per City Engineer of Sebastian, 3/27/98, C4 - Revision 2 of 4/8/98, C5 - Revision 2, 5/5/98, Sheet 10, Revision 1, 4/8/98, and with the staff's recommendations that goes up, including item 6, that any work done within twenty-five feet (25') of the waterway, a silt screen shall be erected, and the corrections to staffs report as amended on item j for the timing of the schedule, and adding to item # 5 "until ~ ~ubdivision construction i}erm_...i.t is issued by the Ci~ Engineer". A break was taken at 8:15 pm, and the meeting resumed at 8:27 pm with all members returning. PLANNING AND ZONING. COMMISSION MINUTES OF REGULAR MEETING OF MAY 21, t998 D. SITE PLAN REViEW - Autozone Retail Store - U.S. Hwy #1 Mr. Scott Nickle of Bussen-Mayer Engineering Group, Inc., 100 Parnell Street, Memtt Island, FL, was present representing the applicant, and gave a presentation on this site plan. He noted that the sidewalk will comply with ADA requirements; there will be a well until public water is provided; drainage will include a retention area and private liR station; landscaping will exceed tho minimum requirement and will have 43 trees, shrubs and ground cover; sign shall be an eighty (S0)sq. ft. monument sign set on a split=faced block base. The front and north side of the roof will be "Patina" Green metal, with a roof over-hang creating a porch-like effect. He noted that the walls will be a split-faced block material with colors nolxxi on the rendering. He also noted that Autozone has been willing to cooperate with the proposed Riverfront Developmeiat District. Tracy Hass gave staff presentation noting that sinCe the application for this project was: receiv~ in October, 1997, Autozone would not have to comply with the Riverfront Developmznt'~ but is doing so voluntarily. He also noted that a few parking spaces were given up for additional landscaping. Staff would recommend approval. The subject of exterior lighting was brought up and Mr. Niclde indicated that, in roferenc~ to the memo from Captain Puscher of the Sebastian Police Department, additional lighting will be provided. Mr. Pliska suggested that the large, blank wall have some design worked into it to dress it up. Mr. Nickle indicated that he would consult with Autozone on this. MOTION by Mather/Pliska I make a motion that we approve Autozone, Site Plan approval for Sebastian Autozone, per the prints of BussenMayer Engincefing Group, Revision 4/21/98 on sheet I, Revision 4/21/98 on sheet 2, Revision 4/21/98 on sheet 3, Revision 4/21/98 on shcet 4, Revision 4/21/98 on sheet 5, Revision 4/21/98 on sheet 6, Revision 4/21/98 on sheet 7, and subject to the Police Department's comments which staff has accepted. CHAIRMAN MATTERS: MEMI~.~RS MATTERS: Ms. Kilkelly cxanmented on a men~ that she came across from FEMA in reference to ~inimum basic requirements for accessory structures. She would like to make sure the regulations are in Sebastian's Code. There was discussion on this issue and it was determined that the mono will be . . . .
