Fischer Mr. Schulke (arrived @ 2:20 p.m.) EXCUSED: MR. JOHNS ALSO PRESENT: Robert Massarelli, City Planner Jan King, Zoning Technician Dorri Bosworth, Secretary ANNOUNCEMENTS: None APPHOVAL OF MZN~TES: None BUSINESS: None NEW BUSZNRSS~ COMPrEHeNSIVE PLAN APPRAISAL AND EVALUATION interviews and begin "visioning Process" -Review results of Mr. Les Solin and Mr. Thomas Tempia of Solin & Associates, Inc. were present. Mr. Solin stated the previous one-on-one interviews were thefirst stage in beginning the visioning process. He reviewedthe results of the interviews and went over the prepared summary given to the Commissioners. He explained that the Commissioners would be given a summary presentation of the perspectives in the framework of comprehensive plan issues. The Board was asked to give its assessment of community values and forces impacting development and redevelopment within the City. The feedback from today's meeting would be used to create a 2-3 page draft of the "Vision Statement". ~ING AND ZONING COMMISSION SPECIAL MEETING OF MAY 30. 1996 A summary of the basic issues within the Comprehensive Plan was explained and discussed by Mr. Solin and the Commissioners= 1) 2) 3) Type of Community City Center and Riverfront Infrastructure (Mr. Schulke arrived - 2:20 p.m.) 4) 5) 6) 7) S) Airport Industrial Development Civic Leadership Planning and Regulatory Environment Commercial Corridors/Economic Development Activities and Services A break was taken at 3:05 p.m. The meeting resumed at 3:25 p.m. with all members present. Mr. Solin began the second phase of the visioning process by asking the Commissioners to list the following regarding the City and the Board responded: STRENGTHS *Low density population *Residential community with open space *Diverse age distribution *Limited industrial development *Water-related activities *Police protection/Low crime rate *Friendly neighborhood shopping *Clean environment *Quality of life *Volunteerism *Lack of traffic *Affordability (Reasonable cost of living) *Riverfront *Scenic views and access to waterfront *Accessible to the region's cultural centers Melbourne, Miami-Daytona corridor., Orlando) *Schools *Stable taxes *Airport with proper management (Veto, II. What would they want to see? The Commissioners responses were: * No change in City's character/quality of life * Clean natural and man-made environment -Air/water -City free of blight * Riverfront is a beautiful attraction -Attracting people and riverfront business -Accessible to pedestrians and bicyclists -Ferry to inlet -Unified design theme promoting Sebastian fishing village -Enhanced by historic preservation * Community Center -Located in Sebastian's City Center -Diversified recreation programs -Public transportation serves links major the City Center * Thriving clean industrial park at I-95 * Thriving "limited access" airport * Thriving golf course * Green space preserved activity heritage as a activities in * Enhanced gateway promoting a favorable City identity and image * Public-private partnerships -Annual events and celebrations -Joint sponsorships * Infrastructure in place * Community college extension * Progressive timeframe for implementing capital * Diversified housing opportunities for all ages -Single-family -Multi-family -Assisted housing for the elderly * Employment opportunities * Business growth * Safe and secure community * No high rise structures improvements and incomes * Sidewalks on major streets linking residents with: -Recreation facilities -Schools rote PLANNING AND ZONING COMMISSION PAGE SIX SPECIAL MEETING OF MAY 30, 1996 Mr. Solin stated the information would be compiled and a draft of the Vision Statement would be brought to the next meeting.
