KILKELLY, MR. WADSWORTH, MR. MAHONEY, MR GILCHER, MR. THOMPSON ABSENT; MR. KRULIKOWSKI, EXCUSED MRS. TAYLOR, EXCUSED .ALSO PRESENT; PETER JONES, BRUCE COOPER, LINDA KINCHEN ANNOUNCEMENTS; BURGOON MODEL HOME PERMIT NEEDS TO BE ADDED TO THE AGENDA. A MOTION TO ADD THE PERMIT TO THE AGENDA WAS MADE BY MR. THOMPSON SECOND MR. FULLERTON PASSED UNANIMOUSLY. BRUCE ANNOUNCES TRUST FUND FOR ASSISTANT CITY ATTORNEYS CHILDREN - VICE CHAIR REQUESTS A MOMENT OF SILENCE IN PAUL'S HONOR. MR. THOMPSON ANNOUNCES THAT HE WILL BE ON VACATION FOR THE NEXT TWO MEETINGS. MR. GILCHER EXPRESSES APPRECIATION FOR HIS APPOINTMENT MR. THOMPSON CONCURS FOR HIS. MRS. KILKELLY WILL BE ON VACATION BOTH MEETINGS IN JULY MR WADSWORTH WILL BE ON VACATION FROM JUNE 15TH THRU JUNE 26'rH~ NO MINUTES TO APPROVE OLD BUSINESS; NONE NEY BUSINESS; MODEL HOME PERMIT FOR CUSTOM HOMES DAVID AVCHBN IS PRESENT FOR QUESTIONS. MODEL TO BE AT 9S2 BARBER STREET OLD CATALINA HOMES MODEL. BRUCE STATES HE PREFERS OPTION A FOR PARKING RATHER THAN OPTION B TO ELIMINATE PEOPLE FROM BACKING OUT ON BARBER. MR. AVCHBN STATES HE HAS NOT SEEN THE DIFFERENT OPTION SECRETARY HANDS HIM A COPY TO REVIEW. HE STATES HE PREFERS OPTION A Ag WELL. JUNE 1, 1989 PAGE TWO PUBLIC HEARING OPENED AT 7;21 P.M. NO COMMENT CLOSED AT 7;21 P.M. A MOTION TO APPROVE THE MODEL HOME PERMIT FOR CUSTOM HOMES SUBJECT TO PARKING OPTION A WAS MADE BY MR. FU'LLERTON SECOND MRS. KILKELLY PASSED UNANIMOUSLY, MR, WADSWORTH ASKS IF THE BOARD WOULD HANDLE THE BURGOON MODEL HOME PERMIT NEXT. A MOTION BY MR. FULLERTON TO MOVE THE iTEM NEXT ON THE AGENDA WAS MADE SECOND BY' MR. THOMPSON PASSED UNANIMOUSLY, BURGOON ,AND BERGER MODEL HOME PERMIT MARK FRANCES IS PRESENT TOMMIE QUESTIONS APPLICATION' IN OWNERS NAME NOT BURGOON'S BRUCE STATES CAN BE APPROVED SUBJECT TO A COPY OF THE LEASE AGREEMENT BEING PRODUCED, MR. GILCHER ASKS IF BURGOON OWNS LOT ? AND IF DEED CAN BE PRODUCED ALSO, PUBLIC HEARING OPENED AT 7:29 P,M, NO COMMENT CLOSED AT ?:29P, M, A MOTION TO APPROVE THE MODEL HOME PERMIT FOR BURGOON BERGER AT 871 DUNN TERRACE WAS MADE BY MR. GILCHER WITH 2 CONTINGENCIES THOSE BEING THAT A COPY OF THE LEASE AND A COPY OF THE DEED FOR LOT ? BE PRODUCED BEFORE PERMIT IS ISSUED, SECOND MRS. KILKELLY. PASSED UNANIMOUSLY, SECTION 20A-2.5 <C) (8) BRUCE GOES OVER NEW VERBIAGE FOR CHANGE MRS, KILKELLY ASKS IF PAGE 822 SHOULD BE AMENDED ALSO 20A-12.2- COMMERCIAL AMUSEMENT AND COMMERCIAL AMUSEMENT/ENCLOSEI AFTER DISCUSSION IT WAS DECIDED THAT COMMERCIAL AMUSEMENT ON PAGE 822 WOULD BE CHANGED AND COMMERCIAL AMUSEMENT-ENCLOSED WOULD STAY THE SAME. PETER AND BRUCE CONCUR. MR. GILCHER ASKS IF THE WORDS AMUSEMENT CENTER CAN BE DELETED ALL AGREE. A MOTION TO RECOMMEND TO THE CITY COUNCIL THAT THE LDC BE MODIFIED BY AMENDING SEC 20A2,5 <C> (3> AND ALSO 20A12.2 BOTH TITLED COMMERCIAL AMUSEMENT AS IDENTIFIED IN MAY 8, 1989 LETTER FROM BRUCE COOPER WITH THE WORDS AMUSEMENT CENTER DELETED SECOND BY MR, GILCHER. PLANNING AND CONING COMMISSION REGULAR MEETING MINUTES ,JUNE 1, 19~9 PAGE THREE MR, MAHONEY ASKS IF THE WORD THIS CAN BE INSERTED BETWEEN FOR/USE A MOTION TO AMEND AS STATED WAS MADE BY MR, GILGHER SECOND MR, THOMPSON ROLL CALL ON AMENDMENT PASSED UNANIMOUSLY. ROLL CALL ON THE MOTION PASSED 'UNANIMOUSLY, DISCUSSION ON THE 512 LANDSCAPE STRIP BRUCE GIVES A BRIEF EXPLANATION AND THE BOARD GIVES AN INFORMAL CONSENSUS THAT THEY WOULD NOT WAIVE THE FIVE FOOT REQUIREMENT IN ANY WAY DISCUSSION TURNS TO CHANGING CL512 TO COMMERCIAL 512 AND ADDING SOME USES WHICH ARE NOT NOW PERMITTED. MR, GILGHER MADE A MOTION THAT PLANNING AND ZONING REQUEST THE CITY PLANNING STAFF EXAMINE CR 512 CORRIDOR WITH OBJECTIVE OF OPENING IT UP TO COMMERCIAL TYPE USES AND LOT SIZES TO PRODUCE A PRELIMINARY REPORT AS SOON AS PRACTICAL. SECOND BY MR, THOMPSON PASSED UNANIMOUSLY. MEMBERS MATTERS; TOMMIE STATES MORE ITEMS NEE'D TO BE ADDED TO THE AGENDA BEFORE MEMBERS MATTERS ARE DISCUSSED. REGARDING MEETING DEADLINES, REAPP©INTMENT AND DCA LETTER BRUCE STATES THE DCA LETTER WAS ONLY FOR REFERENCE NO INFORMATION NEEDS TO BE GIVEN TO THE COUNCIL BECAUSE THE RECOMMENDATIONS OF THE BOARD WERE GIVEN SOME TIME AGO BEFORE THE FIRST READING OF THE ORDINANCE, A MOTION TO ADD TO THE AGENDA THE REAPPOINTMENT REQUEST AND THE MEETING DEADLINE REQUEST WAS MADE BY MR. THOMPSON SECOND MR, GILCHER PASSED UNANIMOUSLY. MEETING DEADLINES; VICE CHAIR ASKS THE SECRETARY IF SHE HAS ANYTHING TO ADD AND SHE STATES NO HER LETTER IS SELF EXPLANATORY, A MOTION TO RETURN FROM TWO WEEKS TO ONE WEEK PROVIDED THAT THERE IS NO MORE THAN' 2 MAJOR SITE PLAN'S OR P'UD'S PER AGENDA WAS MADE BY MR. GILCHER TO RECOMMEND TO CITY COUNCIL THAT WM MAHONEY BE APPOINTED TO AN ADDITIONAL TERM ON THE PLANNING AND ZONING COMMISSION SECOND BY MRS. KILKELLY PASSED UNANIMOUSLY, MEMBERS MATTERS; MR. FULLERTON STATES A MANUFACTURED HOME HAS BEEN PUT ON BARBER STREET AND ASKS IF ANOTHER HALF IS COMING BRUCE STATES YES AND THAT HE HAD RECEIVED SEVERAL CALLS AND HE AND PETER AND THE CITY MANAGER HAD INSPECTED THE HOUSE AND IT WAS A PERMITTED HOUSE, MR. FULLERTON ASKS IF THERE ARE ANY UPDATES ON THE TWiN PAIRS BRUCE STATES NO HE HAS NO NEW INFORMATION. MR. FULLERTON ASKS TO BE EXCUSED AT 8:50 P.M. MRS, KILKELLY STATES SHE VISITED FERNADINA BEACH AND GOT A VERY POSITIVE REACTION SO SHE IS NO LONGER DISTURBED BY THE IDEA OF A SPECIAL DISTRICT ALONG THE WATER. MR, MAHONEY HAS NO ITEMS BUT MENTIONS TO BRUCE THAT THE SIGN FOR FROSTY PELICAN IS IN THE BUSES AT WENDY'S AND HE FEELS IT SHOULD BE CHECKED. MR. FULLERTON MENTIONS THE VARIANCE FOR THE ALPER/ACOSTA SITE PLAN AND BRUCE STATES HE WILL BE DISCUSSING UNDER HIS MATTERS SO MR. MAHONEY DROPS DISCUSSION UNTIL THEN, MR. OlLCHER STATES HE PASSED THE DAN PRUESS BUILDING AND FEELS IT TURNED OUT BEAUTIFULLY AND WE SHOULD ENCOURAGE MORE BUILDING LIKE THIS. MR,.
