THOMPSON, MR. SHROYER, MR. FIRTION, MR. BARNES MR. GOLDSTEiN, ABSENT; MR. FISCHER, MR. FALKE AND MRS. KILKELLY ALL EXCUSED ALSO PRESENT; LINDA KINCHEN, SECRETARY, BRUCE COOPER, DIRECTOR OF COMMUNITY DEVELOPMENT ANNOUNCEMENTS; CHAIRMAN ANNOUNCES THAT HE SIGNED A MINOR MODIFICATION FOR A FENCE AT RESIDENCE OUST NORTH OF THE MAIN STREET BOAT RAMP. APPROVAL OF MINUTES: APRIL 15TH, 1993 A MOTION TO ACCEPT AS PRESENTED WAS MADE BY MR. GOLDSTEiN SECOND MR. FIRTiON PASSED UNANIMOUSLY. APPROVAL OF MIHUTES: MAY 6TH, 1993 - A MOTION TO ACCEPT AS PRESENTED WAS MADE BY MR. FIRTION SECOND MR. GOLDSTEIN STATES IT IS A DIFFERENT SKCTXUN ALTOGETHER - A MOTXON TO AMEND 20A6.1.C.14.B.12 TO ADD AT. THE END OF THE PARAGRAPH SHALL NOT APPLY TO AN ADDRESS OF CONVENIENCE WAS MADE BY MR. OOLDSTEiN SECOND MR. BARNES PASSED 4-1 WITH MR. SHROYER VOTING NAY. NEW BUSINESS: HOME OCCUPATIONAL LICENSE FOR D.D. CONSTRUCTION SERVICES - DENNIS DERNBACK 170 KILDARE DRIVE - BRUCE REQUESTS THIS BE POSTPONED.SINCE iT IS UNDER ACURRKNT VIOLATION NOTICE AND CANNOT BE APPROVED UNDER THE NEW ORDINANCE. A MOTION TO POSTPONE TiLL THE JUNE 17TH MEETING WAS MADE BY MR. GOLDSTEIN SECOND MR. CHAIRMAN RECOMMENDS THIS BE POSTPONED TILL APPLICANT CAN BE PRESENT TO ANSWER ADDITIONAL QUESTIONS - A MOTION TO POSTPONE TO THE JUNE 17TH, 1993 MEETING WAS MADE BY MR. BARNES SECOND MR. FIRTION MR. GOLDSTEIN ASKS STAFF WHAT BASIS HE USES FOR DENIAL OF THESE REQUESTS HE STATES SECTION 20AT.4A MOTION PASSED UNANIMOUSLY. THOMPSON ASKS WHERE THE CHILD CARE DISCUSSION IS - STAFF SAYS WROTE A LETTER TO THE STATE AND IT WILL BE iN THEIR NEXT PACKAGE. MEMBERS MATTERS: MR. GOLDSTKIN ASKS RE THE INCINERATOR REQUEST WHICH WENT BEFORE CITY COUNCIL AND WHY IT DID NOT COME BEFORE PLANNXNG AND ZONING. STAFF STATES IS A SPECIAL USE PERMIT AND DOES NOT HAVE TO COME BEFORE THEM ACCORDING TO THE CODE. MR. GOLDSTEIN FEELS IT UNDERCUTS P & Z TO NOT HAVE THIS COME BEFORE THEM AND STAFF RECOMMENDS THAT A CLAUSE BE ADDED TO THE SPECIAL USE PERMIT SECTION TO ALLOW DISCUSSION BY PLANNING AND ZONING PRIOR TO CITY COUNCIL. MR. THOMPSON FEELS STRONGLY THAT STAFF SHOULD REVISE THE ORDINANCE A MOTION TO RECOMMEND TO STAFF TO MAKE THE NECESSARY CHANGES TO THE ORDINANCE AND BRING IT BACK BY MR. SHROYER SECOND MR. BARNES PASSED UNANIMOUSLY. BUILDING OFFICIAL MATTERS: BRUCE SPEAKS ABOUT THE ORDINANCE REFERENCE SCREEN ENCLOSURES - SECRETARY ADVISES BRUCE THAT MRS. KiLKKLLY FELT PAGE 323 ALSO WOULD RKQUIRE SOME CHANGES STAFF FEELS THAT THERE IS NO CONFLICT BUT WILL REVIEW iT WITH HER. BRUCE STATES THAT PUBLIC HEARINGS ARE REQUIRED BY OUR CODE ON ALL ORDINANCES AND HE WOULD LIKE TO CHANGE THIS SINCE THEY ARK NOT REQUIRED BY FLORIDA STATUTES. STAFF STATES THE COMMISSION COULD CONSIDER SUBJECT TO VERIFICATION THAT THE VEHICLE HAS BEEN REMOVED. CHAIRMAN HAS NO OBJECTIONS TO DISCUSSING TONIGHT A MOTION TO PUT THE ITEM BACK ON THE AGENDA WAS MADE BY MR. BARNES SECOND MR. FiRTION PASSED UNANIMOUSLY. D. D. CONSTRUCTION SERVICES - DENNIS DKRNBACK 170 KILDARE DRIVE PUBLIC HEARING OPENED AT 7:55 P.M. 7 LETTERS WERE MAILED OUT NO OBJECTIONS HAVE BEEN RECEIVED. STAFF ASKS RELATIONSHIP OF FATHER TO THE BUSINESS AND APPLICANT STATES HE IS A PARTNER. THE LICENSE WITH THE CITY SHOULD SO STATE - APPLICANT STATES THIS iS A PHONE REQUEST ONLY WILL HAVE ONLY A DESK AND COMPUTER AT HOME PUBLIC HEARING CLOSED AT 7:57 P.M. FZRTION ASKS WHAT THE VIOLATION NOTICE WAs FOR BRUCE STATES A JUNK VEHICLE - MR. BARNES ASKS ABOUT THE VEHICLE USED FOR THE BUSINESS AND APPLICANT STATES IT IS ENCLOSED AND IS NOT THE ONE REHOVED FROM THE PROPERTY. A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR D. D.
