ANNOUNCEMENTS:
Chnm. Fischer announced that Mr. Driver will be voting in place of Mr. Mun~art,
that the conceptual s/te plan for Jim Zeniage would be deferred to the next meeting.
Mr. Pliska announced that he would be absent from the next two (2) meetings.
APPROVAL OF MINUTES:

Chnm. Fischer opened and closed the public hearing at 6:06 P.M., and there was no public input.
There were twelve notices of hearing sent out and there were no objection or non-objectioo letters

I'll recommend that we approve the permit to John Lloyd Builders on 1699 Barber Street.

PUBLIC HEARING'- HOME OCCUPATIONAL LICENSE - 821 JAMAICA AVENUE -
VERNON SLAVENS - HANDYMAN SERVICE
Mr. Slavens was present and identified himself.

Mr. Slavens was sworn in according to quasi-judicial Procedures, by Chnm. Fischer.
There were twenty-five (25) notices of hearing seat out and there were four (4) objection l~tters and
no non-objection letters received.
Mr. Massarelli gave staff presentation and noted that one of the objection letters s~ed that no one
has lived at 821 Jamaica Avenue in a month. He then explained that a Code Enforcememt officer,
Mr. Schmitt, was sent out to verify whether or not the home was occupied. Mr. Schmitt reported
that the lawn was found to be in violation of section 66.3.11, and while he was leaving a door
hanger for thc lawn violation, he noticed that there was no furniture in the living room of the house
and he verbally noted that there wcrc no curtains, etc.. Mr. Massarelli then noted that this raised a
question about issuing a Home Occupational License to this individual, since the Code requires
that all activities pertaining to the Home Occupation License shall be performed only by members
of the family permanently residing at the address. He also noted that the phone number provided
on thc application was for an address other than 821 Jamaica Avenue.
There was much discussion about this applicant, and Mr. Slavens gave explam~ons for'the many
questionable issues.
Chnm. Fischer opened and closed the' public heating at 7:20 P.M., and there was no public input.
There was discussion of numerous past code viOlations.
Mr. Schulke commented that past code violations should not be connected to tbe approval of this
Home Occupational License.
Since the residence of the applicant was questionable, Mr. Massarelli suggested defemng this
application till the applicant can furnish proof that he does reside at 821 Jamaica Awnue, since
ownership of the property is listed in mother person's name.
MOTION by Vesia/
I'd like to make a motion that we defer this to the meeting of June 19th.
The motion died for lack of a second.
MOTION by Schulked
I move that we approve the Occupational License for A-Z Services, the applicant Vernon
Slavens, the location is 821 jamaica Avenue, Lot 11, Block 146, Sebastian Highlands,
Unit 3 for a conditional use for a Home Occupational License for Handyman Services.
The motion died for lack of a second.

Mr. Driver asked what the code violations had been. Mr. Massarelli providod the previous code
violations for thc Commission members.
MOTION by Mather/Driver
I make a motion that we postpone this till next ~ so that Bob can come back with a
recommendation from staff after further investigation.
Roll call was taken:

The vote was 5 - 1, motion carried.
Mr. Slavens noted that he could not he at the next meeting, but would provide a l~tter from his wife
verifying his ownership and residence in the subject property.
PUBLIC HEARING - HOME OCCUPATIONAL LICENSE 1514 'STONECROP

Mr. Walter Boyd was present and identified himself.
There were eleven (1 l) notices of hearing stat Out and there were no objection or non-objection
letters received.
Ms. King gave staff presentation and ~ approval.
Chmn. Fischer opened and closed the public hearing at 7:44 P.M., and there was no public input.

I make a motion that we approve the Home Oceupational License for Walter M. Boyd, dba
W. Boyd Associates Inc., 1514 Stonecrop Street, Sebastian.
A voice vote was taken. 6 - 0 motion carried.
PUBLIC HEARING - HOME OCCUPATIONAL LICENSE - 269 CARAVAN TERRACE

Mr. Jim Bridger was present and identified himself.
There were thirt~m (13) notices of hearing seat out and we received one (1) objection letter and no
non-objection letters. A copy of the objection letter was given to the applicant.

Occupational License on 269 Caravan Terrace.
A voice vote was taken. 6 - 0 motion carried.
PUBLIC HEARING - HOME OCCUPATIONAL LICENSE - 590 LAYPORT iIRIVE -
JUSTIN BARNHILL - AQUARIUM SYSTEMS
The apphcant was not present and Ms. King had not been able to get in touch with him to clear up
some issues.

I make a motion that we defer Justin Barahill till lune 19th.
A voice vote was taken. 6 - 0 motion carried.

MANDY BARNHILL - COURIER SERVICE
MOTION by Driver/Mather
I make a motion that we defer Mandy Lee Courier Service till the next ~.
A voice vote was taken. 6 - 0 motion carried.
PUBLIC HEARING - HOME OCCUPATIONAL LICENSE - 122 FILBERT STREET -
ALAN SHISGAL - REAL ESTATE APPRAISAL SVC.
Mr. Alan M. Shisgal was present and identified himself.
There were seventeen (17) notices of hearing sent out and we rer, eived no objection or non-
objection letters.
Ms. King gave staff presentation and recommended approval.
Mr. Shisgal explained the significance of the project name, "Anders, Shisgal and Associates", and
noted that Ms. Anders covers for him when he is away, and he does the same for her. He folt that
the name he chose "looked" better for advertising.

Mr. Ralph Randall was present and identified himself.
Ms. King gave staff presentation, and commented on the drawing of the proposed carport which
was passed out at this meeting.
Mr. Randall answered questions frt~ the Commission members.

I make a motion that we approve Ralph Randall, 147 Columbus Stre~ for the'carport as
presented.
A voice vote was taken. 6 - 0 motion camed~

CONCEPTUAL SITE PLAN REVIEW - JIM ZENGAGE, SOUTHERN DEVELOPMENT
SERVICES - SW CORNER CR 510 & ROSELAND ROAD - SEBASTIAN LAKES PUD
This item was withdrawn by the applicant.
SITE PLAN REVIEW - AMENDED CONDITIONS - SEMBLER'S RAW BAR - 1660
INDIAN RIVER DRIVE - SEMBLER'S MARINA
Mr. Massarelli gave a staff report and noted that he and the City Attorney had met with the
representatives of Sembler's Marina to discuss the agreeme~, and the ~ was extremely
productive. He proceeded to explain the results of the meeting. The staff ~ modifying
item #6 and delete # I0 of the conditions.

I make a motion to accept staff' s report for Sembler's Raw Bar, of June 3rd.

DISCUSSION - PROPOSED PARKING ORDINANCE
Mr. Massarelli suggested that tomght's discussion be on ordinance 0-97-ZZ, but noted the
importance of 0-97-XX and how these two ordinances fit together,
0-97-EZ
The following are some of the dmnges discus~l.
Page 2 - Item #4 - definition of boat.
Page 3 - Item C. 1. - cross out the word "improved"
Item C.3. - last sentence - '~wo weeks, twice a year".
Page 4 - item C.5. - discussion of right-of-way and easement Item C.7. - delete "State of Florida"
Item C.8. - discussion on the length of cargo trailers - Mr. Massarelli will do some
research on popular sizes and how they are measured
Item C.9 - discussion

Item C. 10Co) - discussion - restrict the size of the trailer to 36' and whatever size boat will
fit that trailer. Suggestion - any recreational vehicle, truck, boat, etc., over twonty-~ur
(24) feet must be screened with fencing or vegetation.

Page 9 - Item (1) - change 3/4 ton to 1 ton
MOTION by Mather/Driver
I make a recommendation that - to City Council to Ordinance 0-97-ZZ as amended.
A voice vote was taken. 6 - 0 motion carried.
Mr. Massarelli then explained orainanee 0-97-XX. He noted that there will be exeepfom to the
'~no parking in any right-of-way areas", namely areas that will be designated by resolution by City
Council such as preseotly paved parking areas at a church on Main St., and behind Washington
Plaza, and other instan~ like that. The other exceptions will be to call the Police Depaxmaem
with notification of an extraoMina~ event {party~ wedding, etc.); also moving vans and delivery
vehicles, and agency vehicles doing work in right-of-ways.
Mr. Driver noted page 2, See. 98-4. Aftor discussion, it was determined to add, ?~or to allow
emergency vehicles to pass, or a disabled vehlde".
It was also determined to delete Item D. on page five (5).

MEMBERS MATTER~:
Mr. Schulke asked some queztions about the acreage in the Sebastian Lakes PUD, and a discussion
followed. Also discussed was the intersection at Roseland Road and Laconia/CR 512 and a traffic
tm act study.
Mr. Schulke also stated that he needs his packet for the meetings by the week-end before the
meeting because he does not have enough time to review everything adequately. Other members
Mr. Massarelli responded and hopes that some recent changes in the office will improve this
situation.
There was discussion about the approval process for Home Occupational License.
DIRECTOR MATTERS:
Mr. Massarelli asked the members to have their comments on the Comprehensive Plan. He
suggested that the Commission sit as the LPA at 5:00 P.M..
He noted that also at the next meeting, the Sebastian Lakes PUD, the retail cemer at Sebastian
Lakes, the site plan for Velocity, the site plan for Burger King, possibly the site plan for the car
wash will be discussed.. A lot of things are coming in, and there could be a half-dozen Home
'Occupational Licenses to approve, three of which were deferred tonight.
He also suggested that Comp Plan commems could he given to him anytime.
Mr. Massarelli commented that the Collier Club PUD should he coming in soon, the property SOuth
and west of the golf course, around the airport.
