CHAIRMAN KRULIKOWSKi CALLED THE MEETING TO ORDER.
PRESENT; MR. MAHONEY, MRS. KILKELLY, MR. THOMPSON, MR.
SHROYER,ALTERNATE, MR. WADSWORTH, MR. FULLERTON, MR.
KRULIKOWSKI
ABSENT; MR, LINDSEY, ALTERNATE AND MRS. O'CONNOR
ALSO PRESENT; BRUCE COOPER, LINDA KINCHEN, PETER JONES,
DAVID FISHER
ANNOUNCEMENTS; MR. WADSWORTH MADE A MOTION TO MOVE THE SITE
PLAN FOR THE ST. SEBASTIAN CHURCH AND THE PRESBYTERIAN CHURCH
UP TO ITEMS ONE AND TWO UNDER NEW BUSINESS AND TO ADD THE
LETTER FROM HENRY FISCHER TO THE AGENDA FOR DISCUSSION,
SECOND MRS. KiLKELLY PASSED UNANIMOUSLY.
APPROVAL OF MINUTES: MAY 17, 1990
A MOTION TO APPROVE THE MINUTES AS PRESENTED WAS MADE BY MR.
WADSWORTH SECOND MR. THOMPSON PASSED UNANIMOUSLY.
OLD BUSINESS: HOME OCCUPATIONAL LICENSE - ACTION
A MOTION BY MR, WADSWORTH TO REQUEST THE CITY ATTORNEY TO
ATTEND THE NEXT MEETING TO ANSWER ANY QUESTIONS THE BOARD MAY
HAVE ON THIS MATTER SECOND BY MR. MAHONEY - MOTION WITHDRAWN
FOR FURTHER DISCUSSION - STAFF GIVES COMMENTS REGARDING
VEHICLES AND ENFORCEMENT AND ADVISES BOARD IF ATTORNEY IS TO
COME TO SUBMIT SOME OUESTIONS IN WRITING PRIOR TO THE MEETING
FOR HIS REVIEW SO THAT HE CAN HAVE SOME ANSWERS READY FOR
THEM,
A MOTION TO ASK THE CITY ATTORNEY TO ATTEND THE NEXT MEETING
TO DISCUSS HOME OCCUPATIONAL LICENSES AND ANY OTHER MATTERS
OR QUESTIONS, SECOND MR. MAHONEY PASSED UNANIMOUSLY
NEW BUSINESS; ST SEBASTIAN CATHOLIC CHURCH
FATHER FRANK FLYNN iS PRESENT TO ANSWER
QUESTIONS ALONG WITH PETER JONES.
FATHER FLYNN STATES THIS IS AN ADDITION TO THE CLASSROOM
BUILDING AND WILL ONLY BE USED ON SUNDAY SO NO ADDITIONAL
PARKING IS REQUIRED. HE STATED THE BATHROOMS WILL BE STUBBED
OUT BUT NOT OPERABLE TILL THE SEWER LINE IS OPERABLE.

A MOTION TO APPROVE THE SITE PLAN FOR THE ST, SEBASTIAN
CATHOLIC CHURCH DATED MAY 31, 1990 FOR THE CHURCH
ACCESSORY BUILDING ADDITION AT 13075 US HIGHWAY #1 SUBJECT TO
THE FOLLOWING COMMENTS AND CONDITIONS:
1. A LETTER FROM THE STJRWM DISTRICT THAT ANSWERS
MOSBY'S LETTER DATED MAY 31, 1990 MUST BE RECEIVED
PRIOR TO PULLING A BUILDING PERMIT.
2, THAT RUNOFF FROM THE ROOF OF THE NEW ADDITION BE BY
GUTTER AND DOWNSPOUTS TO THE NEW RETENTION AREA AND
BUILDING PLANS REVISED TO SHOW SAME,
THE MOTION WAS MADE BY MR. THOMPSON SECOND BY MRS, KILKELLY
PASSED UNANIMOUSLY.
A MOTION TO RECOMMEND TO THE CITY COUNCIL THAT THE SITE PLAN
APPROVAL FEES BE WAIVED FOR ST. SEBASTIAN CATHOLIC CHURCH
WAS MADE BY MR. THOMPSON SECOND MR. WADSWORTH - UNANIMOUS
SITE PLAN - PRESBYTERIAN CHURCH
DAVID FISHER REPRESENTS THE PROJECT AND STATES A NOTE ON THE
DRIVEWAY SUGGESTS EITHER CONCRETE OR MARL SO BOARD SHOULD
CONSIDER THE MOST EXTREME SITUATION,
A MOTION TO APPROVE THE SITE PLAN FOR FIRST PRESBYTERIAN
CHURCH OF SEBASTIAN BETWEEN CROSS STREET AND LOUISIANA AVENUE
DATED MAY 30, 1990 AND MAY 23, 1990 CONTINGENT UPON THE TRC
LETTER DATED MAY 1990 BOTH DATED PLANS BEING THE SAME WITH NO
CHANGES BY MR. WADSWORTH SECOND MR. THOMPSON PASSED
UNANIMOUSLY.
A MOTION TO RECOMMEND TO CITY COUNCIL THAT THE SITE PLAN
APPROVAL FEES BE WAIVED FOR THE PRESBYTERIAN CHURCH WAS MADE
BY MR. WADSWORTH SECOND MR. THOMPSON, PASSED UNANIMOUSLY.
HOME OCCUPATIONAL LICENSE - DAVID DYE - TILE SETTER
MR. DYE GAVE A BRIEF STATEMENT OF HIS INTENT AND WAS
COMMENDED BY THE BOARD FOR HIS COMPLETENESS - A MOTION TO
APPROVE THE HOME OCCUPATIONAL LICENSE FOR DAVID DYE AT 681 SW
CARAVAN TERRACE WAS MADE BY MR. WADSWORTH. SECOND MR.
THOMPSON
SECRETARY ASKS FOR PUBLIC HEARING TO BE OPENED:
PUBLIC HEARING OPENED AT 8:25 P,M. CLOSED AT 8:25 P,M, NO
COMMENT - MOTION PASSES UNANIMOUSLY.

P.M. ALL PRESENT
PUBLIC HEARING ON ZONING CHANGE FOR CL 512 TO C 512
STAFF GIVES ITS PRESENTATION - MR. COOPER INDICATES THAT HE
HAS ASKED THE COUNCIL TO CONSIDER TWO ADDITIONS TO THE
ORDINANCE CHANGE THE FIRST THAT NO ALCOHOLIC BEVERAGES BE
ALLOWED IN ENCLOSED COMMERCIAL AMUSEMENTS AND THE SECOND THAT
MODEL HOMES BE PERMITTED ON C-512 AS A CONDITIONAL USE WHEN
THE USE CEASES THE MODEL HOME MUST BE REMOVED.
PUBLIC HEARING ON THE ZONING CHANGE OPENED AT 9 P,M.
CLOSED AT 9 P.M. NO COMMENT
THERE IS SOME DISCUSSION REGARDING PARKING AND OFFICE USE FOR
MODEL HOMES ON C-512
A MOTION TO RECOMMEND THE ZONING CHANGE FROM CL-512 TO C-512
IN AREA DESIGNATED ON STAFF LIST DATED APRIL 23, 1990 WAS
MADE BY MR. THOMPSON SECOND MR. WADSWORTH - PASSED
UNANIMOUSLY.
A MOTION TO CONCUR WITH THE DIRECTOR OF COMMUNITY DEVELOPMENT
SUGGESTION THAT NO ALCOHOLIC BEVERAGES BE ALLOWED IN ENCLOSED
COMMERCIAL AMUSEMENTS WAS MADE BY MR. THOMPSON SECOND MR.
WADSWORTH - PASSED UNANIMOUSLY,
A MOTION THAT THE MODEL HOME SUGGESTION IS NOT CONCURRED WiTH
BY THE PLANNING AND ZONING COMMISSION FOR THE C-512 DISTRICT
WAS MADE BY MR. WADSWORTH SECOND MR, MAHONEY PASSED 6-1 WITH
MR. THOMPSON VOTING NO - HE FEELS IS AN ACCEPTABLE USE.
DISCUSSION AND POSSIBLE ACTION - BUILDING NUMBERING BRUCE
COOPER REQUESTS THIS BE PUT ON HOLD UNTIL A MASTER PLAN IS
SET UP AND VERIFIED WITHIN THE CITY.
A MOTION TO REQUEST STAFF TO START WORKING ON A BUILDING
NUMBERING ORDINANCE AND SURVEY THAT SHOWS PROPER NUMBERS AND
USING THE MAY 6, 1990 MEMO AS SUGGESTIONS WAS MADE BY MR.
THOMPSON
MOTION DIES FOR A LACK OF SECOND
IT IS DETERMINED THAT THERE MIGHT BE QUESTIONS TO ASK THE
ATTORNEY AT THE NEXT MEETING REGARDING THIS MATTER AS WELL.
PALM LAKES LETTER OF REQUEST - IT IS DETERMINED THAT PLANNING
AND ZONING NEEDS A FORMAL PLAN AND CAN BE PUT ON THE NEXT
AVAILABLE AGENDA AFTER SUBMISSION REFERENCE CHANGE TO THE
PRELIMINARY PLAT AS PER CODE.

LAUNDRY GOING IN AT FATHER AND SONS PLAZA AND THE PARKING
REQUIREMENTS.
BRUCE INDICATES IT IS AN ALLOWED USE AND THERE ARE ENOUGH
PARKING SPACES BASED ON THE CODE.
A MOTION TO EXTEND THE MEETING FOR TEN MINUTES WAS MADE BY
MR. FULLERTON SECOND MR, THOMPSON PASSED UNANIMOUSLY,
BUILDING OFFICIAL MATTERS: BRUCE GOES OVER THE PROPOSED
BUDGET AND DISCUSSES ALSO SEBASTIAN LAKES AND THE
COMPREHENSIVE PLAN NON COMPLIANCE.
