REVIEW OF COMPREHENSIVE PLAN, CHAPTER 1 - LAND USE
The Commissionerslreviewed and discussed each page, line, and map
of both the Comprehensive Plan Data Inventory and Analysis and
Comprehensive Plan Goals, Objectives and Policies dated December
1991, adopted by Ordinance O-91-17.
The following are the changes and corrections that the Board
members agreed needed to be made and submitted to the State for the
mandatory 5-year review due January 1997:

-z~ 1-1 1980 Census data changed to 1990 Census data.
.~ Correct the actual acreage and square miles of the
x> ~m City of Sebastian, reflecting any new annexations.

Ail maps on pages 1-2 to 1-11 will reflect the street name change
of Stratton Avenue to Barber Street, any changes to City Limit
lines, and a boundary correction in the west, as noted by Mr.
.Johns.
Page 1-2 Map I-l'will reflect any annexations such as the recent
Morchesky and VandeVoorde applications, and Fischer's land use
application.
Page 1-3 No change except those noted above.
Page 1-4 No change except those noted above.
Pa e_~ Map I-2.3 - reference to Water Well will have correct
owner indicated; City of Sebastian or indian River County.
~ Map I-2.4 - Cross reference table needs to be more
clearly identified; which is on page 1-35, Table I-4.1.
~ Map I-3' will reflect new Land Use changes from recent
applications.
~ Map 1-4; need to eliminate San Sebastian Springs, N FEC
Corridor Eastside, Chesser Gap, and Indian River Estuarine and
Grassbeds; adjust Airport NE, and change W FEC/W Whispering Palms
to Vickers Grove.

~ Map I-6; Updated flood zone map has been requested from
FEMA. If received, the new map will be shown on page, if not, a
notation will be made indicating that.
~ Map I-7; Delete #4 Community Park East of City Hall, add
Airport (Skydive Sebastian).

Mr. CoOper also suggests that the HCP's "Conservation District" be
included on the Table and indicate all Scrub Jay lots.
The table will be changed to reflect the proper densities and
intensities of each zone.
Palm Lake Club will change the "Committed" notation by deleting it
under the Mobile Home land use.
The trips indicated on Table I-1 will be qpdated using the current
ITT report.
Mr. Munsart questioned if previous abandonment of easements/right-
of ways affected this table. Mr. Cooper stated no.

Page 1-2 No changes
Pa~e 1-3 First line, second paragraph of Policy 1-1.2.2 should be
eliminated. After'a discussion, the Board agreed they did not want
"strip shopping malls" and the sentence could be eliminated
altogether.
Also, the description of the waterfront corridor in the second
paragraph of Policy 1-1.2.3 should reflect the current riverfront
Community Development Block Grant map which, indicates the F.E.C.
Railroad tracks as the western boundary instead of the U.S. 1
corridor.
Policy 1-1.2.4 should be written by a consultant indicating the
current planning' and special projects taking place for the
riverfront such as the ISTEA Project, landscaping in the medians,
the Riverfront Committee, etc.

On Page 1-8 indicate the correct Residential Densities (Units per
Gross Acre) for Mobile Home Development and Industrial land uses.

contents also). Re-number Policies 1-2.1.3, 1-2.1.4, 1-2.1.5, and
1-2.1.6.
Mr. Cooper reviewed that after the Comprehensive Plan review is
finished, all changes that need to be made to the Land Development
Code to keep it compatible with the Comp. Plan will be put in one
document and presented as recommend changes to the City Council.
This will eliminate many recommendations into just one with many
changes.
The following were changes to the Land Development Code the Board
indicated from their review that needed to be recommended:
Section 20A-5.5 (Page 324) to include Policy 1-1.1.1.

Section 20A-17.1.H.1 (page 1178) to indicate what the "improved
facilities" are.
Update the Table.°f Average Trip Generation Rates by Land Use
Category on pages 653,654 and 655 by using a more current report
from the institute of Transportation Engineers.
If MR-8 is changed to MR-9 for the Residential zoning, reflect in
LDC. Incorporate .density definitions into the LDC.
