PLANNING AND ZONING COMMISSION REGULAR MEETING JUNE 15, 1989 CHAIRMAN KRULIKOWSKI CALLED THE MEETING TO ORDER AT 7:00 P.M. PRESENT; MRS, TAYLOR, MR, GILGHER, MR. KRULIKOWSKI, MRS, KILKELLY, MR. MAHONEY, ABSENT; MR. FULLERTON, MR. WADSWORTH, MR. THOMPSON ALL EXCUSED .ALSO PRESENT; DAVID FISHER, BRUCE COOPER, PETER JONES LiNDA KIN(3HEN, RANDY MOSBY ANNOUNCEMENTS; NONE APPROVAL OF MINUTES: MAY 18, 1989 MR~ GILCHER REQUESTS THAT THE TYPE OF HOME OCCUPATIONAL LICENSE BE ADDED TO PAGE FOUR FOR FORRENCE .- WHICH WAS SECURITY SYSTEMS AND FOR WM ROGERS WHICH WAS A GUIDE SERVICE. A MOTION TO APPROVE THE MINUTES AS AMENDED WAS MADE BY MR. GILCHER SECOND MRS. KILKELLY PASSED UNANIMOUSLY. APPROVAL OF MINUTES 6-1-89 A MOTION TO APPROVE THE MINUTES AS SUBMITTED WAS MADE BY MRS. KILKELLY SECOND BY MR. GILCHER UNDER DISCUSSION MR. MAHONEY WOULD LIKE TOMMIE'S LAST NAME INSERTED ON PAGE THREE - MINUTES ARE AMENDED TO ADD TOMMIE THOMPSON TO PAGE THREE MOTION PASSED UNANIMOUSLY. MAHONEY POINTS OUT THAT ON' PAGE 1.36 OF THE CODE UNIFIED CONTROL IlS REQUIRED ON 512 AND BRUCE STATES THEY WILL VERIFY AT THE 'rIME BUILDING PERMITS ARE PULI, ED. MRS KILKELLY ASKS WHY THE BACKUP INFORMATION EXCLUDES MEDICAL OFFI~,E,.~ FROM BEING PERMITTED. SHE IS TOLD THE PARKING REQUIREMENTS ARE TOO HIGH. MR, MAHONEY MADE A MOTION TO APPROVE THE SITE PLAN FOR RICHARD BRUNTON AND GUS CARBONELL BE APPROVED FOR LOTS 17-21 OF BLOCK 187 UNIT 12 AND THAT UNIFIED CONTROL IS DEMONSTRATED BEFORE BUILDING PERMITS ARE ISSUED. SECOND BY MRS. KILKBLLY ROLL CALL VOTE PASSED UNANIMOUSLY. RANDY MOSBY MAKES SOME BRIEF COMMENTS ON THE BARBER STREETS SPORTS COMPLEX AND THEN EXCUSES HIMSELF FOR THE EVENING AFTER SOME BRIEF STAFF COMMENTS ON THE PUBLIC HEARING CONDITIONA. L USE BY BRUCE COOPER, DAVID FISHER AND PETER JONES THE PUBLIC HEARING FOR THE CONDITIONAL USE OF STADIUM LIGHTING WAS OPENED AT 8:07 P.M, THERE BEING NO COMMENTS FROM THE PUBLIC THE PUBLIC HEARING WAS CLOSED AT 8:07 P.M. A MOTION TO APPROVE THE CONDITIONAL UmE FOR STADIUM TYPE LIGHTING WAS MADE BY' MR. GILCHER SECOND BY MRS. TAYLOR PASSED UNANIMOUSLY. BRUCE COOPER GIVES SOME BRIEF COMMENTS ON THE PARKING CALCULATIONS FOR THE SPORTS COMPLEX AND HOW THEY WERE CALCULATED. THERE BEING NO OTHER QUESTIONS A MOTION TO APPROVE THE SITE PLAN FOR THE BARBER STREET SPORTS COMPLEX VAS MADE BY MR, MAHONEY SECOND BY MR. GILCHER PASSED UNANIMO'USLY. A REQUEST REGARDING ORDINANCE 0-87-23 PERTAINING TO A NEW USE ON 512 - AFTER SOME DISCUSSION BY THE BOARD AND A VERBAL REQUEST BY MR. ROY VISSEL REFERENCE TO ADDING HARDYARE STORES TO THE PERMITTED USES A DECISION TO POSTPONE ANY' ACTION ON THESE REQUESTS VERB MADE UNTIL THE NEW COMMERCIAL 512 ZONING CHANGES WERE MADE AND ACTED ON, PLANNING ,AND %ONING COMMISSI©N REGULAR MEETING MINUTES JUNE 15, 1989 PAGE THREE GHAIRMANS MATTERS; QUESTIONS THE STATUS OF THE SPECIAL ZONING DISTRICT TALKED ABOUT DURING THE COMPREHENSIVE HEARINGS MR. COOPER GIVES A SHORT UPDATE AS TO WHERE THE STAFF IS ON THIS ITEM AND STATES HE WILL KEEP THE COMMISSION ADVISED MEMBERS MATTERS; ED GILCHER ASKS STATUS OF THE COMPREHENSIVE PLAN REVISIONS -- PETER STATES THE FINAL CHANGES WERE MADE ON JUNE 14, 1989 AND THAT THE PLANS SHOULD BE IN THE MAIL TO CITY HALL NOW. BRUCE STATES ONLY THREE SETS ARE COMING FOR THE BOARD AND HE WOULD LIKE SOME VOLUNTEERS FOR A QUICK REVIEW OF THEM BEFORE THE ENTIRE BOARD GETS COPIES -- MRS. KILKELLY OFFERS TO REVIEW THEM UNTIL SHE HAS TO GO ON VACATION' AND MR. GILCHER ALSO STATES HE WOULD REVIEW THEM. MR. MAHONEY ASKS HOW OWNERS CAN BUILD GARAGES ON DIFFERENT LOTS AND BRUCE STATES IF THEY GET A UNITY OF TITLE FOR THE LOTS IT IS PERMITTED PER CODE. ENG I NEER~. MATTERS; NONE BUILDING OFFICIAL MATTERS; BRUCE STATES HE WAS REQUIRED TO PREPARE THE NEW BUDGET AND HE BASICALLY LEFT IT THE SAME AS LAST YEAR WITH THE EXCEPTION OF ADDING SOME MONEY FOR CONSULTING FEES FOR ANY OUTSIDE ENGINEERING REQUIRED.
