The Pledge of the Allegiance was said. ROLL CALL: PRESENT: Chmn. Munsart Mr. Thomas Ms. Kilkelly(a) Mr. Fischer Mr. Pliska Ms. Vesia EXCUSED ABSENCE: Mr. Mather and Mr. MacWilliam UNEXCUSED ABSENCE: Mr. Schulke ALSO PRESENT: Dorri Bosworth, Secretary Ann Brack, Recording Secretary ANNOUNCEMENTS: Chmn. Munsart announced that Mr. Mather and Mr. MacWilliam are excused and Ms. Kilkelly will be voting in place of Mr. Mather. APPROVAL OF MINUTES: (LPA 4/7/98, and P & Z 5/21/98) MOTION by Thomas/Fischer I move that we approve the minutes of the April 7, 1998 Planning and Zoning (minutes). A voice vote was taken. 6 - 0 motion carried. Ms. Kilkelly pointed out page 6 of the minutes of 5/21/98, and, in the motion by Mather/Fischer, sixth line, suggested to insert the word "feet" after the words "within twenty-five... ". MOTION by Fischer/Thomas I'll make a motion that we approve the minutes of the regular meeting of May 21$` as amended. e",� A voice vote was taken. 6 - 0 motion carried. t r01 1001''1 PLANNING AND ZONING COMMISSION MINUTES OF REGULAR MEETING OF JUNE 181) 1998 OLD BUSINESS: None NEW BUSINESS: A. PUBLIC HEARINGS - HOME OCCUPATIONAL LICENSES: 1. 120 Conover Avenue - James Zimmerman Mr. James Zimmerman, 120 Conover Avenue, Sebastian, was present and gave a brief presentation. Dorri Bosworth gave staff presentation and recommended approval. There were forty (40) notices of hearing sent out, and there were no objection or non -objection letters received. Chmn. Munsart opened and closed the public hearing at 7:05 pm, as there was no public input. MOTION by Pliska/Kilkelly I make a motion that we approve Windows Plus for James Zimmerman at 120 Conover Avenue for a Home Occupational permit for window cleaning. A voice vote was taken. 6 - 0 motion carried. 2. 1314 Dewitt Lane - Albert Mitchell Mr. Mitchell was not present. MOTION by Pliska/Fischer I make a motion we defer it to the next meeting. A voice vote was taken. 6 - 0 motion carried. 3. 1602 Laconia Street - MIM Laverak John Laverak, 1602 Laconia Street, was present and gave a brief presentation. Dom Bosworth gave staff presentation and recommended approval. There were thirty-six (36) notices of hearing sent out, and we received no objection letters and one non -objection letter. /OM%\ Chmn. Munsart opened and closed the Public Hearing at 7:10 pm, as there was no public input. 2 /4"b1 /00� PLANNING AND ZONING COMMISSION MINUTES OF REGULAR MEETING OF JUNE 181P 1998 I"'l� /4011 In response to a question from Mr. Thomas, Mr. Laverak responded that he has an employee who meets him on the job but does not come to his home. MOTION by Vesia/Fischer I make a motion that we approve the Home Occupational License for John Laverak, doing business as East Side Builders, 1602 Laconia Street, Sebastian. A voice vote was taken. 6 - 0 motion carried. 4. 929 FULTON WAY - CHERYL WILLIAMS MOTION by Fischer/Thomas I make a motion that we postpone Cheryl Williams till applicant calls us. A voice vote was taken. 6 - 0 motion carried. B. PUBLIC HEARING - CONDITIONAL USE PERMIT - Church In PS Zoning - Libertino/Iglesia Pentecostal El Milenio, Inc. - Bailey Drive and Manly Avenue. At this point, Mr. Carl Fischer declared a conflict of interest and turned in a Form 8B Conflict Form. Mr. Carl Fischer, 10741 U.S. #1 was present representing the applicant. He explained that Mr. Batista had a service tonight and could not be at the meeting. He also noted that Mr. Batista wants to get his conditional use permit before he goes to the expense of engineering a site plan, which may take one or two years, or so. He then proceeded to give a brief presentation. Dorri Bosworth gave staff presentation and recommended approval with conditions. She noted item #d.5 on page three (3) of the staff report referring to access from a major thoroughfare. She listed several churches of similar size which are not on major thoroughfares. There were thirty-two (32) notices of hearing sent out and we received no objection or non- objection letters. Chmn. Munsart opened the public hearing at 7:17 pm. Ms. Jeannine Leonard, 326 Manly Avenue, was present and inquired about added traffic and was concerned if this use would be good for the neighborhood. Mr. Fischer provided additional information about number of cars, long-range planning, and design of access. 14� Chmn. Munsart closed the public hearing at 7:22 pm. 3 /011�\ PLANNING AND ZONING COMMISSION MINUTES OF REGULAR MEETING OF JUNE 181, 1998 MOTION by Kilkelly/Thomas I move that we approve the conditional use permit for the Iglesia Pentecostal El. Milenio, Incorporated Church, with the conditions stated in the staff report, and also that the approval of the conditional use permit is contingent upon the approval of the site plan, subsequently. Roll call: Ms. Kilkelly - yes Ms. Vesia - yes Chmn. Munsart - yes The vote was 5 - 0. Motion carried. CHAIRMAN MATTERS: MEMBERS MATTERS: DIRECTOR MATTERS: None Mr. Pliska - Yes Mr. Thomas - yes Ms. Bosworth noted that a letter from Mr. Hass had gone out to Winn Dixie giving them so many days to correct the deficiency in their landscaping. She then noted that the next regular meeting would fall on July 2nd, and since that is a holiday weekend, she suggested moving the meeting to July 9, 1998. Consensus was to move this meeting to July 9, 1998. Ms. Bosworth noted that since the City Council meeting of last night, this department is called the "Growth Management" Department, and the Building Department will be a separate department under George Bonacci, Director and Building Official. The Growth Management Department will be headed by Tracy Hass, with Jan King as Growth Management Administrator. She also noted that Planning and Zoning will be in the Growth Management Department. Chmn. Munsart adjourned the meeting at 7:35 pm.
