Mr. Massarelh responded that he is bound, professionally and ethically, to what is in the
Ccsnprdam~ivo Plan and the Land Development Codo. He explained that every application must

At this point, Mr. Schulke went over his report, on his interp~on of the Code on this issue

Mr. Sony Dean, Director of ~ Sotvi~ for Indian River County, was pros~t and spoke on
the County Library and furore plans for e~pan~ion. F/~ ~ that the County phumed to expand
the Library to the south and still me~t all of the Code ~, and he also pointed out that the
possible plan to route Ixaffic throughout the Library Parking lot~
Ms. Kilkelly asked if the retention pond behind the Library would be involved-in,.any of Mr.
Cochran's plans. Mr. Cochran ~that it wouldnot.
Staff zxplained the curb v-'x,t plan for the entire le~,h of CR 512 that calls for inlerconnecfing
driveways and miningzing the number of curb ohs on CR 512 to avoid conflicts ami ~on.
The Library ~ plan, approved in 1989, shows a fimu~ access road to the parking on the
Staff ~xplained the reasoning behind classifying the Library site as "open sPace'', which :.is part of
the PUD. There was discussion on this issue.

Mr. Mass~lli gave sta~ presentation.
There was discussion on this issue, and Mr. Munsart noted a possible traffic problem with the
driveway (northern entrance).
