Fischer announced that Ms. Kilkelly will bo voting in place of tho absent mmnbors. He also noted that this issue will bo ~ing before City Council tm July 16, 1997, if this Committee makes a OLD BUSINESS: RECOMMENDATION TO CITY COUNCIL CONCEPTUAL PUD PLAN AMENDMENT TO SEBASTIAN LAKES - LENNAR CORPORATION Mr. Ralph Cochran, Presid~ of Sebastian Lakes Dev~opmont Corporati~o, with.~ at 2072 Meadowlane Avenue, Melbourne, FL, was present re~resenting the applicant. Highlands. He also noted that it is a lifestyle issue. He wmt on to describo tbo lifestyle that will Mr. Cochran then compared his proposed community to Victoria Isles at Grand Harbor, on 40' x 110' lots, the avorag~ product price is $225,000 - this is an extreme example. Anoth~ project on Rt. 60 west in Veto called Cambridge Park, on 40' x 110' lots, in the $90,000 range. He.nmmt that there may also be some villas in Reflections in Sebastian that might bo comparabl~, and these are Indian River County examples that would compare to his proposed community. He explained that every application must be evaluated by the standards inthesetwo ~. F/~ ~ that the County phumed to expand the Library to the south and still me~t all of the Code ~, and he also pointed out that the possible plan to route Ixaffic throughout the Library Parking lot~ Ms. Kilkelly asked if the retention pond behind the Library would be involved-in,.any of Mr. Cochran's plans. Mr. Cochran ~that it wouldnot. Staff zxplained the curb v-'x,t plan for the entire le~,h of CR 512 that calls for inlerconnecfing driveways and miningzing the number of curb ohs on CR 512 to avoid conflicts ami ~on. The Library ~ plan, approved in 1989, shows a fimu~ access road to the parking on the Staff ~xplained the reasoning behind classifying the Library site as "open sPace'', which :.is part of the PUD. There was discussion on this issue. There was discussion on this issue, and Mr. Munsart noted a possible traffic problem with the driveway (northern entrance).
