CHAIRMAN KRULIKOWSKI CALLED THE MEETING TO ORDER.
PRESENT; MR. MAHONEY, MRS. KILKELLY, MR. THOMPSON, MR,
SHROYER,ALTERNATE, MR. WADSWORTH, MR. FULLERTON, MR.
KRULIKOWSKI, MRS. O'CONNOR, MR. LINDSEY, ALTERNATE
ALSO PRESENT; BRUCE COOPER, PETER JONES, DAVID FISHER,
LINDA K, INCHEN, SECRETARY
ANNOUNCEMENTS; MR. FULLERTON MOTIONED THAT THE BUILDING
NUMBERING DISCUSSION BE MOVED TO THE END OF THE NEW BUSINESS
AND ALSO THAT A DISCUSSION ON LAND CLEARING BE ADDED TO THE
AGENDA AS WAS REQUESTED AT THE LAST MEETING, SECOND MR.
MAHONEY, PASSED UNANIMOUSLY.
SECRETARY ANNOUNCES THAT THE ATTORNEY IS AVAILABLE JULY 26,
1990, AUGUST 2, 1990, AND AUGUST 25, 1990 FOR A WORKSHOP
A MOTION TO ADD THIS DISCUSSION TO THE AGENDA WAS MADE BY MR,
THOMPSON, SECOND MR. MAHONEY PASSED UNANIMOUSLY.
APPROVAL OF MINUTES JUNE 21, 1990
A MOTION TO APPROVE THE MINUTES AS PRESENTED WAS MADE BY MR.
THOMPSON, SECOND MR. FULLERTON UNDER DISCUSSION MR. WADSWORTH
REQUESTED A SPELLING CORRECTION OF THE WORD WAIT TO WEIGHT ON
PAGE 2 THIRD PARAGRAPH.

OLD BUSINESS; BUILDING NUMBERING - MOVED TO END OF AGENDA
MODEL HOME PERMIT - PRUDENTIAL HOMES - SHELLY ANDERSON IS
PRESENT TO ANSWER QUESTIONS. A MOTION TO APPROVE THE MODEL
HOME PERMIT FOR PRUDENTIAL AT 1058 BARBER STREET WAS MADE BY
MR. WADSWORTH SECOND FOR DISCUSSION BY MR. THOMPSON
PUBLIC HEARING OPENED AT 7:15 P.M. CLOSED AT 7:15 P.M. NO
COMMENT
PASSED UNANIMOUSLY.
MODEL HOME PERMIT - BURGOON BERGER
MR. THOMPSON VISITED BOTH LOCATIONS AT 856 BARBER STREET
THERE ARE DISPLAYS IN THE GARAGE, A DESK AND PAPERWORK, THE
CHAIRMAN AND BRUCE COOPER STATE THIS IS NOT IN VIOLATION OF
THE CODE AT THIS TIME.

A MOTION TO APPROVE THE RENEWAL MODEL HOME PERMITS FOR
BURGOON - BERGER AT 856 BARBER STREET AND 871 DUNN TERRACE
WAS MADE BY MR. WADSWORTH, SECOND MRS. KILKELLY - PASSED
IJNANIMOUSLY,
HOME OCCUPATIONAL LICENSE - MICHELE KIRKLAND
FINAL CONSTRUCTION CLEANING AT 365 MIDVALE TERRACE.
APPLICANT STATES NO HAULING OF DEBRIS AND NO EMPLOYEES
A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR MICHELE
KIRKLAND AT 365 MIDVALE TERRACE WAS MADE BY MR. THOMPSON WITH
THE REQUEST THAT THE SECRETARY ADVISE THE OBJECTORS OF THE
CONDITIONS OF THE ORDINANCE - SECOND BY MRS, KILKELLY,
PUBLIC HEARING OPENED 7:30 P,M, CLOSED 7:30 P.M. NO COMMENT
PASSED UNANIMOUSLY.
HOME OCCUPATIONAL LICENSE - ROBERT B CHAMBERLAIN - CONCRETE
COATS AT 549 PERRIWINKLE
PUBLIC HEARING OPENED AT 7:40 P,M. CLOSED 7:40 P.M. NO
COMMENTS
THERE WAS SOME DISCUSSION REGARDING THE SECOND VEHICLE AND
APPLICANT IS ADVISED IT IS NOT PERMITTED AT' THE PREMISES
UNLESS THE SIGNS ARE REMOVED. APPLICANT STATES HE DOES NOT
FEEL THAT WILL BE A PROBLEM. A MOTION TO APPROVE THE HOME
OCCUPATIONAL LICENSE FOR RICHARD CHAMBERLAIN AT 549
PERRIWINKLE WITH THE CONDITION THAT THE SECOND VEHICLE HAVE
REMOVEABLE SIGNS IF PARKED A'T THE HOME. SECOND BY MR,
WADSWORTH, MR. FULLERTON ASKS THAT ORDINANCE BE SENT TO THE
OBJECTING PROPERTY OWNERS. PASSED UNANIMOUSLY.
SEBASTIAN ANIMAL HOSPITAL - SITE PLAN
PRESENT TO REPRESENT THE PROJECT.
DR. JEFFREY SLADE IS
APPLICANT GIVES A DISCUSSION OF THE PROJECT AS IT IS PROPOSED
HE STATES THEY HOPE TO WIN A COMMUNITY APPEARANCE AWARD WHEN
PROJECT IS COMPLETED. JANE LEWIS GIVES A BRIEF PRESENTATION
OF THE PROJECT AND THEN OPENS IT UP FOR QUESTIONS.

THERE IS MUCH DISCUSSION REGARDING THE USE OF POROUS PARKING
FOR THIS PROJECT AND WHETHER IT SHOULD BE ALLOWED. THE CODE
ALLOWS THE PLANNING AND ZONING COMMISSION TO APPROVE POROUS
PARKING UNDER THE MODIFICATION SECTION ON PAGE 539.
A MOTION TO APPROVE THE SITE PLAN FOR SEBASTIAN ANIMAL
HOSPITAL AT 948 US HIGHWAY #1 DATED JUNE 7, 1990 WITH THE
FOLLOWING CONDITIONS.
1. INDIAN RIVER COUNTY HEALTH DEPARTMENT PERMIT
2. POROUS PARKING MAINTENANCE PLAN BE PROVIDED.
3, STOP SIGN AT EGRESS BE PROVIDED,
4. ALL SIGNS TO MEET CODES REQUIREMENTS.
MOTION MADE BY MR. THOMPSON SECOND MRS. KILKELLY - UNDER
DISCUSSION MR. WADSWORTH STATES HE WOULD LIKE THE MOTION
AMENDED TO INCLUDE GUTTERS AND DOWNSPOUTS.
MR. THOMPSON STATES HE PREFERS NOT TO CHANGE THE MAIN MOTION
BUT ADVISES MR. WADSWORTH HE CAN MAKE AN AMENDMENT IF HE
WANTS, MR, WADSWORTH STATES HE WILL NOT MAKE AN AMENDMENT AT
THIS TIME.

MR. THOMPSON REMAKES THE MOTION WITH THE SAME FOR CONDITIONS
OF APPROVAL AS WELL AS WITH S FURTHER PROVISION THAT GUTTERS
AND DOWNSPOUTS BE PROVIDED 'TO TAKE THE WATER TO THE RETENTION
AREAS. SECOND BY MRS. KILKELLY

STATING HIS ONLY OBJECTION tS THE POROUS PARKING.
RECESS CALLED AT 8:55 P.M. BACK AT 9:05 P.M. ALL PRESENT
BUILDING NUMBERING DISCUSSION - EARL GIVES A BRIEF STATEMENT
AND AFTER SOME DISCUSSION WITH STAFF - MR, THOMPSON MAKES A
MOTION TO REQUEST THE STAFF TO PREPARE AN ORDINANCE AND BRING
BACK FOR THE SECOND MEETING IN AUGUST USING EARL'S COMMENTS
AS A BASIS WITH THE EXCEPTION THAT RESIDENTIAL BE REQUIRED TO
IJSE ~" LETTERS AND THAT THE NUMBERS SHOULD BE OF CONTRASTING
COLORS SECOND MR, WADSWORTH PASSED UNANIMOUSLY.

LAND CLEARING DISCUSSION - BOB FULLERTON PRESENTS AN
ORDINANCE WHICH WAS RECENTLY PASSED IN FELLSMERE REGARDING
THIS SUBJECT,
SECRETARY IS ADVISED TO GET COPIES OF OTHER ORDINANCES
FROM THE FLORIDA LEAGUE OF CITIES,
A MOTION TO HAVE 20A14. THE TREE PROTECTION ORDINANCE REVISED
BASED ON THE BUILDING OFFICIALS RECOMMENDATION AND PLANNING
AND ZONING CONCURRENCE. MADE BY MR. FULLERTON SECOND MRS.
O'CONNOR PASSED UNANIMOUSLY.
ATTORNEY WORKSHOP DISCUSSION - THE COMMISSION REQUESTS THE
SECRETARY TO TRY TO SCHEDULE FOR JULY 2~TH AT 7 P.M.
CHAIRMANS MATTERS; STATES THAT AS LONG AS A MEMBER HAS AN
EXCUSED ABSENCE, IT WILL ALWAYS BE HIS PROCEDURE THAT THEY
NEED NOT BE PRESENT AT EVERY MEETING AS LONG AS HE IS
CHAIRMAN.
ALSO STATES THAT WHEN THE COMMISSION MEMBERS GIVE MEDIA
INTERVIEWS THEY ARE TO STATE THEY ARE THEIR OWN OPINIONS AS
CITIZENS AND NOT AS MEMBERS OF THE PLANNING AND ZONING
COMMISSION ANY PLANNING AND ZONING OPINIONS WILL COME FROM
THE ENTIRE BOARD AND NOT ANY ONE MEMBER.
THIRD HE STATES TO STAFF THAT IF THEY KNOW THAT LETTING THE
PUBLIC TALK IS GOING TO CAUSE WHAT WENT ON WITH ADAM BERLIN
HE WANTS TO KNOW IN ADVANCE AND HE WILL NOT RECOGNIZE THE
PUBLIC AT ALL.
MEMBERS MATTERS;
MR, THOMPSON ASKS FOR AN UPDATE ON THE COMP PLAN, BRUCE GIVES
A BRIEF STATEMENT AS TO WHAT IS HAPPENING.
MR. 'THOMPSON ALSO ASKS BRUCE TO CHECK INTO THE MEL FISHER
PROJECT GOING ON IN THE PARKING GARAGE AT' THE OLD FUNERAL
HOME ON INDIAN RIVER DRIVE. WANTS 'FO KNOW IF IT IS CONSIDERED
A CHANGE OF USE.
BRUCE STATES HE WILL CHECK AND REPORT BACK,
MR, SHROYER REQUESTS THAT WE LOOK INTO A WAY TO KEEP PEOPLE
OFF THE GRASS AT THE BOONE PROPERTY, SECRETARY ADVISES IT IS
ALREADY BEING WORKED ON, MR, FULLERTON ASKS BRUCE TO CHECK
PARADISE MARINAS HOUSEBOATS AND BE SURE THEY ARE NOT
LIVEABOARDS. MR. MAHONEY STATES THERE ARE NEW AIRPORT
REGULATIONS IN EFFECT, BRUCE STATES HE IS AWARE OF THEM AND
HAS ASKED FOR A COPY FOR REVIEW.
