'LAND DEVELOPMENT CODE DOES NOT ALLOW A NON-CONFORMING MOBILE HOME PARK TO REPLACE THEIR MOBILE HOMES. THE INTENT IS TO NON-PERPETUATE THE USE. UNFORTUNATELY IN THE COMPREHENSIVE PLAN THERE IS A SPECIFIC SECTION THAT STATES THE OPPOSITE. THE CITY ATTORNEY HAS~ ADVISED THAT UNTIL ONE OR THE OTHER IS CHANGED WE WILL HAVETO FOLLOW THE COMPREHENSIVE PLAN. MR. COOPER STATED HIS RECOMMENDATION IS TO CHANGE THE COMP, PLAN TO PROHIBIT THE REPLACEMENT OF MoB~I:LE HOMES IN A NON-CONFORMING MOBILE HOME PARK. MR.
