FIRTION, MR. THOMPSON, MR. BARNES, MR. GOLDSTEIN, MRS. KILKELLY, MR. FALKE, MR. MUNSART ABSENT: MR. FISCHER, EXCUSED ALSO PRESENT: LINDA KINCHEN AND BRUCE COOPER ANNOUNCEMENTS: MR. FIRTION WILL BE ABSENT FOR THE NEXT MEETING APPROVE MINUTES JULY 1ST, 1993 - A MOTION TO ACCEPT THE MINUTES AS PRESENTED WAS MADE BY MRS. KILKELLY SECOND MR. SECRETARY REPORTS 18 LETTERS NO RESPONSE STAFF FEELS STORING THE TRAILER IN THE GARAGE FROM THE ATTORNEY'S PREVIOUS COMMENTS IS PERMISSIBLE TO MEET THE SCREENING REQUIREMENTS BUT WILL CLARIFY WITH ATTORNEY. PUBLIC INPUT - AL GOELTZ 1618 SEAHOUSE, STATES DUMP DOESN'T TAKE COMMERCIAL CLIPPINGS - APPLICANT STATES THE LANDFILL TAKES THEM BUT NOT THE TRANSFER STATIONS. PUBLIC HEARING CLOSED 7:10 P.M. A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR GARY ALDERMAN AT 366 BREAKWATER TERRACE FOR A LAWN SERVICE WAS MADE BY MR. BARNES SUBJECT TO THE ATTORNEY'S CONCURRENCE THAT STORING THE TRAILER IN THE GARAGE IS PERMISSIBLE. SECOND MR. SECRETARY REPORTS 15 LETTERS 1 OBJECTION - APPLICANT STATES TRAILER IS STORED IN THE GARAGE. PUBLIC HEARING CLOSED 7:20 P.M. A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR ABC LAWN CARE AT 402 PERCH LANE FOR BRIAN BURKEEN WAS MADE BY MR. FALKE SUBJECT TO ATTORNEY'S COMMENTS REGARDING THE SCREENING REQUIREMENTS AND STORAGE OF TRAILER IN THE GARAGE. SECOND MRS. A MOTION TO APPROVE THE MODEL HOME PERMIT FOR BELMONT HOMES AT 1210 BARBER STREET WAS MADE BY MR. SHROYER SECOND MR. SHROYER WANTS SOMETHING ON THE NEXT AGENDA REGARDING HOME CONSTRUCTION LIABILITY AND BONDING BRUCE STATES THE PROPER PLACE FOR THIS ITEM IS THE CONSTRUCTION BOARD NOT PLANNING AND ZONING SAYS THERE IS ALSO SPECIFIC STATE LAW ON BONDING MR. GOLDSTEIN ASKS ABOUT PROGRESS ON HOME OCCUPATIONAL LICENSE SEC FOR ADDRESS OF CONVENIENCE SUB PARAGRAPH 12 PROHIBITED PERSONAL SERVICES BRUCE STATES HE WILL CHECK ORDINANCE AND ADVISE IF THIS WAS INCLUDED. ALSO MR. GOLDSTEIN RECOMMENDS THAT SPECIAL USE PERMITS COME BEFORE PLANNING AND ZONING AND CHANGES TO THE CODE TO THAT EFFECT SHOULD BE MADE. BRUCE STATES THE LANGUAGE HAS BEEN DRAFTED AND WILL COME BEFORE THEM SOON STATES THE ATTORNEYS ARE REVIEWING AT THIS TIME. MR. GOLDSTEIN ASKS ABOUT THE STATUS OF BRUCE'S LETTER TO HRS REGARDING CHILD CARE FACILITIES - BRUCE STATES NO RESPONSE HAS BEEN RECEIVED. MR. GOLDSTEIN SPEAKS TO THE COMMISSION REGARDING FLA LAW AND STATES THEY SHOULD READ THE ARTICLES HE HAS PROVIDED FOR THEM. MRS. KILKELLY SPEAKS ON THE 5 YEAR REVIEW OF THE COMP PLAN AND ASKS IF THERE IS A FLAG UP TO HELP THE BOARD - BRUCE STATES YES A /'owks ah �. CHECKLIST HAS BEEN MADE AND WILL BE FORTHCOMING. MRS. KILKELLY STATES THERE IS A CONCRETE MAILBOX CONSTRUCTED OF BRICKS AND STANDS AT THE ROADSIDE - CODE ENFORCEMENT STATES IT IS NOT A VIOLATION - BRUCE STATES THERE IS NOTHING IN THE CODE TO PROHIBIT IT. BRUCE STATES WILL PUT DISCUSSION ON THE NEXT MEETING ALONG WITH A REQUEST FOR LOW PLANTINGS IN THE R.O.W. AND LIMITED OTHER ITEMS. MR. FALKE NEEDS A COPY OF THE COMP PLAN MR. THOMPSON STATES BRIDGE ON INDIAN RIVER DRIVE NEEDS CHECKING TO SEE IF IT IS A VIOLATION OF THE RIGHT OF WAY MR. BARNES STATES 10 CARS IN ONE YARD IS LEGAL UNDER THE PRESENT ORDINANCE AND WOULD LIKE SOMETHING ON THE NEXT AGENDA TO DISCUSS IT. BRUCE STATES ONLY ONE SENTENCE WOULD BE REQUIRED TO ADD TO THE CODE AND HE WILL HAVE SOMETHING NEXT WEEK, RECESS CALLED AT 8:15 P.M. BACK AT 8:30 P.M. ALL PRESENT BLDG OFFICIAL MATTERS: WILL HAVE OUT A LIST OF ITEMS IN THE COMP PLAN FOR REVIEW IN THE PACKET FOR THE NEXT MEETING. SPEAKS ABOUT PARADISE MARINA ON INDIAN RIVER DRIVE STAFF STATES THERE IS AN APPLICANT WHO WANTS TO USE THE HOUSE AS RETAIL. WOULD THE COMMISSION OBJECT TO FIVE SPACES ON THE SOUTH LOT ONLY. ALSO THE OLD TREASURE COAST LIGHTING BUILDING ON U.S. #1 IS THE POSSIBLE SITE OF A U -HAUL RENTAL PLACE PARKING IS TIGHT THERE ARE ONLY 14 STALLS APPLICANT IS PROPOSING TO SPLIT THE BUILDING TO USE OFFICE AND STORAGE - MEETS CODE BECAUSE IT IS ZONED CG. MR. THOMPSON ASKS IF WE CAN REQUIRE LANDSCAPING - MR. COOPER ANSWERS WILL DISCUSS WITH THE ATTORNEY. BRUCE ASKS WHERE THE DISCUSSION FOR THE HOT DOG STAND IS AND FEELS IT SHOULD NOT BE APPROVED.
