CATHERINE ACKERMAN ASKS REGARDING COUNCIL CONCERNS FOR H.O.L. AS STATED AT LAST' NIGHTS CITY COUNCIL MEETING BRUCE EXPLAINS THE PROCEDURE FOR ORDINANCE CHANGES - SHE ASKS IF THIS LICENSE CAN BE ENFORCED IF HE VIOLATES THE RULES AND BRUCE STATES YES ALL THEY NEED ARE COMPLAINTS FORM THE NEiGHBORS.- MR. STATES HABITABLE STRUCTURE DEFINITION IS IMPORTANT. STATES COMP PLAN DOESN'T WANT HOUSES IN THE COASTAL HIGH HAZARD AREA BECAUSE OF HURRICANES BUT RESIDENTIAL AND COMMERCIAL ARE DIFFERENT. GALANIS FROM THE HEALTH DEPARTMENT IS PRESENT AND SHOULD BE ALLOWED TO SPEAK FIRST - MR GALANIS COMES FORWARD AND STATES HE WOULD RATHER LISTEN TO SOME OF THE INPUT AND THEN ANSWER QUESTIONS IF THERE ARE ANY. BRENT CHRISTENSEN STATES EXTREMELY HARD TO SAVE TREES .WHEN CONSTRUCTION OF HOUSE AND POOL ARE DONE. DEFINITELY AGAINST THE CURRENT DRAFT - ALSO IN FAVOR OF NO TREE SURVEY DUE TO THE COST CONSTRAINTS. BILL BARBER FROM PRUDENTIAL MOVED HERE FROM ST PETE IN 1987 BECAUSE THE ATTRACTION WAS THE HEAVILY WOODED'LOTS IN THE HIGHLANDS AND THE NUMBER OF SPECIMEN TREES - SAVING AS MANY TREES AS POSSIBLE IS CRUCIAL BUT FROM A BUILDING POSITION STATES THE MAJORITY OF CUSTOMERS WANT 'TO SAVE THE TREES STATED THE COMMISSION NEEDS TO ADDRESS THE REMOVAL OF THE SPECIMEN TREES BECAUSE IF IT NEEDS TO BE TAKEN OUT ANYWAY DUE TO THE LOCATION OF THE HOUSE IT CAUSES A NEEDLESS DELAY STATES THE REPLACEMENT DIAMETER SHOULD BE INCREASED GARY FAULKNER .IN FAVOR OF SAVING TREES BUT THE OWNER SHOULD HAVE THE CHOICE AND AGAINST THE PROPOSED ORDINANCE. MEMBER RECOMMENDATION FOR MRS. O'CONNOR - CHAIRMAN ANNOUNCES THAT TWO 'ALTERNATES HAVE REQUESTED TO BE CONSIDERED TO FILL THIS SEAT. NOMINATIONS OPENED WITH MR. FIRTION, MR. Chairman l move that we the Planning and Zoning Commission for the City of Sebastian F1 approve the site plan for Phase II and Phase III for the St. Elizabeth's Episcopal ('hurch at 901 Clearmont st.-Sebastian Florida Also identified as Lot A Block 221 Unit 8 of Sebastian Highlands containing approx 3.34 acres. This site plan we are approving is shown on Knight, McGuire and Associates drawing no 92-031 sheets 2,3 and 4 of 4 sealed, signed and dated July 17, 1992. The following changes, additions and conditions shall be made a Fart of this approval: A - a five foot (5') high 90% opaque screen along the entire southwestern property line shall be provided by applicant as required by Sec 20A 10.2(F) of the Land Development Code. Prior to completion of Phase II. rllo� B - Outdoor waste receptacles shall be properly screened. C - City Engineer shall approve the drainage design and calculations prior to issuance of the Building Permit. D - Traffic flow arrows shall be painted on the non porous surfaces as shown on the plan. Stop signs and stop bars shall be provided at each entrance off Clearmont St. E. A typical section for porous parking stalls and aisles shall be shown on Drawing 92-031 sheet 4 of 4 plus conditions in Section 20A 8.5 E2 shall be met. F. On Keith C. Hock drawing P2 an Easterly elevation shall be added. G. Also on drawing p2 the word "approximately" as related to roof height shall be deleted. 'Elizabeth's Episcopal Church Mr_ chairman I move that we the Planning and Zoning commission for the City of 86bastian F1 approve a Conditional Use permit for Lot A, Block 221, Unit 8 of Sebastian Highlands containing approximately 3.34 acres for use as a church and related uses. This property at 901 Clearmont St is to be used by St. Elizabeth-Epiaeopal Church for church expansion. All criteria outlined in Section 20A6.1C4b has been met with the exception -of subparagraph (7) related to screening of abutting residential districts and this requirement will be required in our deliberations on the site r'.L,?n. t honip . doe j..i The commission approves porous parking aisles and stalls.
