LINDSEY, ALTERNATE ABSENT; NONE ALSO PRESENT; BRUCE COOPER, DIRECTOR OF COMMUNITY DEVELOPMENT, LINDA KINCHEN, SECRETARY ANNOUNCEMENTS; MRS O'CONNOR ANNOUNCED SHE WOULD BE ON VACATION FOR THE NEXT MEETING CHAIRMAN ANNOUNCES THAT ALLISON TRIPP WOULD LIKE TO BE ADDED TO THE AGENDA IF TIME PERMITS: MOTION BY MR. WADSWORTH, SECOND BY MR. MAHONEY - PASSED UNANIMOUSLY. APPROVAL OF MINUTES: JULY 19, 1990 A MOTION TO APPROVE THE MINUTES AS SUBMITTED WAS MADE BY MR. THOMPSON, SECOND MR. WADSWORTH PASSED UNANIMOUSLY, OLD BUSINESS; BUILDING NUMBERING PROPOSED ORDINANCE 20AA.~6 SHOULD READ 20A5,~6 A MOTION TO SEND TO CITY COUNCIL WiTH A REQUEST THAT JULY 28, 1990 MEMO IN ORDINANCE FORM BE USED AS BASIS FOR NEW ORDINANCE WAS MADE BY MR, THOMPSON SECOND MRS. O'CONNOR - MR. WADSWORTH CORRECTS THE DATE OF MEMO TO 7-26-90 AND STATES SHOULD INCLUDE PROPOSED NUMBER CHANGE - MR. THOMPSON AND MRS. FULLERTON SECOND MR, WADSWORTH PASSED UNANIMOUSLY. H.O.L. - J AND R APPLIANCE - JOHN GOODMAN 1765 SKYLINE DRIVE MR, THOMPSON ASKS REFERENCE PHONE IN THE GARAGE. APPLICANT STATES PHONE HAS BEEN MOVED INSIDE - NO APPLIANCES ARE WORKED ON AT HIS HOUSE - DELIVERIES ARE BY UPS TRUCK ONCE A MONTH NO EMPLOYEES. PUBLIC HEARING OPENED 7:30 P.M. NO COMMENT CLOSED 7:30 P.M, A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE FOR JOHN GOODMAN AT 1765 SKYLINE DRIVE WAS MADE BY MR. WADSWORTH, SECOND MR. THOMPSON, PASSED UNANIMOUSLY. H.O.L. - JERE PECHSTEIN -213 CEDAR STREET - PROPERTY RENTAL IS REQUESTING A TELEPHONE ONLY STATES HAS HAD A LICENSE IN THE PAST, CHAIRMAN STATES THERE WAS ONE LETTER OF OBJECTION FROM OUT OF STATE OWNER, PUBLIC HEARING OPENED AT 7:30P,M, NO COMMENT CLOSED 7:30 P,M, A MOTION TO APPROVE THE H.O.L. FOR JERE PECHSTEIN AT 213 CEDAR STREET WAS MADE BY MRS. KILKELLY, SECOND MR. WADSWORTH PASSED UNANIMOUSLY. SAND MINING - SITE PLAN - MORCHESKY/DECRISTOFARO RANDY MOSBY REQUESTS BOTH PROJECTS BE DISCUSSED TOGETHER SINCE THEY MUST BE DEVELOPED TOGETHER. RANDY GIVES A DRAWING ON THE BOARD AND A BRIEF DESCRIPTION OF WHAT NEEDS TO BE DONE. MR. COOPER STATES HE TALKED TO JIM DAVIS LATE AND THAT THEY ARE NOT WORRIED ABOUT THE C.Y. TO BE REMOVED BUT WILL HAVE COMMENTS ON THE HAUL ROUTE. RANDY STATES THE COUNTY iS REQUIRING A TRAFFIC STUDY WHICH IS CURRENTLY UNDERWAY IN ORDER TO GET THE RIGHT OF WAY PERMIT FOR OLD DIXIE HIGHWAY. A MOTION TO RECOMMEND TO CITY COUNCIL THAT THEY APPROVE THE SPECIAL USE PERMIT FOR SAND MINING FOR THE MORCHESKY INDUSTRIAL PARK LOCATED ON OLD DIXIE HIGHWAY BE GRANTED SUBJECT TO THE COMMENTS AND CONDITIONS LISTED IN THE TRC LETTER DATED AUGUST 1, 1990 AND THAT THE MINING WILL NOT BE CARRIED OUT BELOW ELEVATION 25,0 FEET PLUS OR MINUS EXCEPT IN fomb% PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES /000� AUGUST 16, 1990 PAGE THREE THE STORM WATER MANAGEMENT TRACTS AND DRAINAGE SWALES. THIS EXCAVATION IS NOT WHAT WE COMMONLY THINK ABOUT UNDER THE TERM (SANDMINING), IT IS REALLY CUT AND FILL TO MAKE A SITE SUITABLE FOR DEVELOPMENT AND APPROXIMATELY 81,971 CY WILL BE REMOVED FROM THE SITE. WE THE PLANNING AND ZONING COMMISSION BELIEVE THAT THE CONDITIONS OUTLINED IN SECTION 20A -2.6B OF THE LAND DEVELOPMENT CODE RE(REQUIRED FINDINGS OF FACT) HAVE BEEN MET. MOTION MADE BY MR. THOMPSON SECOND BY MRS. TRIPP STATES THAT NURSING HOMES ARE NOT PERMITTED ON THE C-512 NEW ZONING CORRIDOR HOWEVER GERALD STRNAD HAS A TEN ACRE PARCEL WHICH WOULD BE PERFECT. SHE IS REQUESTING THAT THE BOARD GIVE A RECOMMENDATION TO THE CITY COUNCIL TO ADD THIS USE AS CONDITIONAL AT THE FINAL PUBLIC HEARING. MR. WADSWORTH MADE A MOTION TO RECOMMEND TO CITY COUNCIL THAT NURSING HOMES BE ADDED AS A CONDITIONAL USE TO THE NEW C-512 ZONING DISTRICT. SECOND BY MR. THOMPSON — MRS. KILKELLY ASKS IF THE CONDITIONS WILL BE THE SAME AS CG AND MR. LDC PROPOSED CHANGE TO 20A3.11D7 MCR AND 20A3.12D GMC MR. WADSWORTH STATES THAT NEW RECOMMENDATION "C" SHOULD SAY EAST SIDE — MR. SHROYER STATES THAT WOULD BE FINE WITH HIM SINCE THIS WAS HIS PROPOSAL. MRS. CHAIRMAN STATES HE ALSO FEELS THIS SHOULD WAIT TO THE RIVERFRONT STUDY AND NOT BE DONE NOW. A MOTION TO TABLE UNTIL SUCH TiME AS WE GET FURTHER IN THE RIVERFRONT STUDY AND TALK ABOUT IT THEN WITH 130 FEET LOT SIZES AND BOTH SIDES OF THE STREET MADE BY MR, THOMPSON SECOND MRS. O'CONNOR PASSED UNANIMOUSLY. MARTIAL ARTS DISCUSSION RE- PARKING MR. THOMPSON STATES LETTER OF INTENT NEEDS CLARIFICATION BASED ON 20 STUDENTS PER CLASS - MR. THOMPSON STATES THEY WOULD NEED AT LEAST 1/2 HOUR BETWEEN CLASSES FOR ELIMINATION OF PARKING CONGESTION. BRUCE TO GO BACK TO APPLICANT AND GIVE HIM OUR CONCERNS. CHAIRMANS MATTERS - NONE MEMBERS MATTERS; MR. THOMPSON 1189 STREET LIGHTING - MR, COOPER STATES SAN SEBASTIAN SPRINGS GOT A WAIVER FOR STREET LIGHTS BECAUSE THEY ARE PUTTING LIGHTS AT EACH DRIVEWAY ENTRANCE. MRS. KILKELLY STATES WHEN WE VOTED ON SEMBLER THERE WAS A CONDITION TO MEET WITH STJRWM. CHAIRMAN STATES WANTS MORE IMPERVIOUS AND NOT MARL PARKING - STATES POROUS BLOCKS AND PAVERS ARE OK - SEMBLER WILL DO AS PROPOSED WITH ALL ASPHALT PARKING. MR. MAHONEY ASKS ABOUT FITNESS CENTER - BRUCE STATES IS FOR INFORMATION ONLY AND MR, MAHONEY STATES THE EAGLES CLUB PARKING LOT CAN BE USED ACCORDING TO THE CODE. MR. MAHONEY ASKS ABOUT PROFESSIONAL TITLE LETTER AND ALSO SEBASTIAN INLET MARINA - BRUCE STATES HE WILL TALK ABOUT BOTH UNDER HIS MATTERS. MR. SHROYER STATES THE LAUNDROMAT PARKING HAS BEEN TAKEN CARE OF AND ASKS WHEN INGRESS AND EGRESS FOR SUBDIVISION IS COMING BACK TO THE BOARD. BRUCE STATES FOR THE NEXT AGENDA, MR. FULLERTON ASKS REFERENCE THE COMP PLAN HOLD UP - BRUCE STATES SENT ONE PROPOSAL TO THEM REGARDING CONSERVATION AND ARE STILL WAITING FOR A REPLY, IT HAS BEEN A MONTH ALREADY. STATES THE HEARING DATE IS SCHEDULED FOR NOVEMBER. BUILDING OFFICIAL MATTERS: PROFESSIONAL TITLE - REQUEST WANTS CHAIRMANS DECISION DISCUSSED AND POSSIBLY REVERSED SO THEY CAN PUT IN KENNELS PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES AUGUST 16, 1990 PAGE FIVE FOR HER DOGS WHICH ARE SHEPARDS AND ARE NOW IN PORTABLE KENNELS. MAYME FEELS THERE IS A LIMIT TO THE NUMBER YOU CAN HAVE AND WANTS BRUCE TO CHECK IT OUT WITH THE COUNTY, EARL STATES HE BELIEVES THAT IS TRUE ALSO.
