The Chairman announced that Ms. Vesia and Mr, O'Donnell have excused absences,
and Ms. Carbano(a) will be voting in place of Ms. Vesia.

Mr, Mahoney commented that he seconded the first motion on page 3 of these minutes
for the recommended approval of the special use permit for the CR 512 Carwash.

A. ACCESSORY STRUCTURE REVIEW - Section 54-2-7.5.C.7 - 301 Faith
Terrace - 35' X 26' Detached Garage - Continental Associates inc,
Mr. Doug Loeske of Continental Associates, Inc., 2934 Hester Ave., Palm Bay, FL, was
present and gave a brief presentation.
jan King gave staff presentation and noted the different format in the staff report. She
noted that the proposed garage on the survey needs to be 25.1 ft. from the front property
line to be the same distance as the main structure on the' adjacent lot. Mr. Loeske
agreed with this correction.
MOTION by Barrett/Mather
I recommend that we approve Continental Associates for the accessory
structure at 301 Faith Terrace.
A voice vote was taken. 6 - 0, motion carried.
B. Quasi-Judicial Hearing - Site Plan Review - Ameritrend Commercial
Park - Offices/Warehouses - Fellsmere Road
Chmn. Schulke declared a conflict of interest and turned the gavel over to VC Mather.
Chmn. Schulke will submit a Form 8B to the secretary.
Joseph Schulke and Tracy Hass were sworn in at 7:10 pm by VC Mather.
No ex parte communications were reported.
Joseph Schulke of Knight, McGuire & Associates, Inc,, Vero Beach, FL, and project
engineer for this project, gave his presentation and noted that this site plan was
submitted under the old code, but the landscaping will comply with the new code. He
also noted that the sign will comply with the old code. He gave a run down on the status
of all the permits that are required, and gave an explanation of the ingress/egress to the
facility and the curb cuts.
There was much discussion on this project including traffic flow for construction vehicles.
Mr. $chulke noted that most of the conStruction vehiCles will remain on site until the job
is completed.
Tracy Hass explained the issues where compromise was made between the old code
and the new code in relation to site plan, landscaping, and signage, and noted that
everything was reviewed under the new code except the signage, which was submitted
before the new code came into effect. He then gave staff presentation which
recommended approval.
It was noted that parking area is much more than required by code.

VC Mather opened and closed the public hearing at 7;32 pm, as there was no public
input.
Staff summary recommended approval.
Mr. Mahoney inquired about such issues as: estuarine area, fencing, sprinkler
(irrigation) system, trees on CR 152, RV storage, abutting residential areas.

I'll recommend that we approve the site plan for Ameritrend Commercial
Park, sheets i through 6 in accordance with staff recommendations.

C. Quasi-Judicial Hearing - Conditional Use Permit - Mini-Storage In CG
zoning district- Ameritrend Homes Inc.
Tracy gave staff presentation and noted that the conditional use permit is for the mini-
storage portion of this site. For the record, he read the four (4) conditions, a. through d.,
included in the staff report.
VC Mather opened and closed the public hearing 'at 7:46 pm, as there was no public
input.
Mr. Mahoney called attention to the apartment allowed by code. There was discussion
on this issue.
Staff recommended approval.
MOTION by Carbano(a)/Barrett
I make a motion that we give the conditional use permit to Ameritrend Homes
Commercial Park for the use for the mini-storage units in accordance with staff's
recommendations.

CHAIRMAN MATTERS: None
MEMBERS MATTERS:
Mr. Barrett referred to Section V, page 6 of the LDC, under RS-10 zoning, the size of a
lot stating 9,500 sq. ft. in one place and 10,000 sq. ft. in other areas under the same
section. Tracy responded that the City Attorney determined this wording because there
are a couple of lots in the City under 10,000 square feet.
Mr. Mahoney spoke of applying for a $38,000 grant to study annexation and Tracy
responded that he was not at liberty to discuss this issue at this time.
The subject of fees was discussed, and Tracy informed the Commission that this will be
an issue to be addressed in the coming year.
D~RECTOR MATTERS:
Tracy referred to the special use approved at the last meeting for the carwash, and
noted that because there is an easement on the rear of that property, the concrete wall
must be changed to an 8 ft. wood privacy fence, and Mr. Barrett suggested a "board-on-
board~ fence rather than the "stockade" style.
Chmn. Schulke adjourned the meeting at 7:56 pm.
