SHROYER WILL BE ABSENT FOR THE NEXT MEETING. ST. SEBASTIAN CHURCH SITE PLAN MR. FALKE STATES WILL NOT VOTE BECAUSE HE IS ON THE BUILDING COMMITTEE STAFF ADVISES THAT HE MUST VOTE BECAUSE HE HAS NO VESTED INTEREST OR GAIN BY APPROVAL. A MOTION TO APPROVE THE H.O.L. FOR KATHLEENMYERS AT 631 BENEDICTINE TERRACE WAS MADE BY MR. BARNES SECOND MR. MUNSART PASSED UNANIMOUSLY. STAFF HAS NO OBJECTIONS DELIS TURNER 906 SCHUMANN DRIVE LIVES ACROSS THE STREET STATES DELIVERIES ARE RECEIVED BY SEMi AND BLOCKS THE SIDEWALKS WITH THREE OR FOUR PICKUPS WHICH ARE AT THE RESIDENCE.STATES DON'T NEED BUSINESSES ON SCHUMANN DRIVE IS RESIDENTIAL AREA. A MOTION TO APPROVE THE HOME OCCUPATIONAL LICENSE SUBJECT TO REVIEW BY CODE ENFORCEMENT OFFICIER THAT HE IS IN COMPLIANCE AND THAT APPLICANTAGREES TO NO DELIVERIES AND ONE VEHICLE TO BE USED MADE BY MR. FALKE SECOND MR. OOLDSTEIN PASSED UNANIMOUSLY. RECESS CALLED AT 7:55 P.M. BACK AT 8:05 P.M. ALL PRESENT SITE PLAN - CHRIST THE KING LUTHERN CHURCH CHAIRMAN ANNOUNCES THAT THE CONDITIONAL USE PERMIT PUBLIC HEARING WILL BE HEARD AT THE NEXTMEETiNG AND THEREFORE APPROVAL OF THE SITE PLAN WILL ALSO BE HELD OVER TO THE NEXT MEETING. FALKE ASKS STAFF IF THIS COMPLIES WITH THE COMP PLAN,AND STAFF ANSWERS YES RANDY MOSBY OF MOSBY AND ASSOCITES IS PRESENT TO ANSWER ENGINEERING QUESTIONS DISCUSSION IS ENDED UNTIL NEXT MEETING. ALL PRESENT SITE PLAN - ST SEBASTIAN CATHOLIC CHURCH RANDY MOSBY ISPRESENT STAFF SHOWS THE VIDEO DISCUSSION STARTS REGARDING PARKING AND THE LAYOUT OF THE NEW CHURCH MRS. KiLKELLY IS CONCERNED ABOUT 'THE WAY THE CHURCH FACES AND SHE IS ADVISED THAT ON ARCHITECTURAL DRAWINGS NORTH IS NOT WHERE IT NORMALLY SHOULD BE AND THEREFORE THE FRONT OF THE CHURCH FACES U.S. HIGHWAY ~1. SHE IS SATISFIED WITH THAT. A MOTION TO EXTEND THE MEETING FOR 15 MINUTES WAS MADE BY MR. FISCHER SECOND MR. FALKE PASSED UNANIMOUSLY. THERE WAS DISCUSSION REGARDING THE TURNAROUND AREA MR. FISCHER FELT IT NEEDED TO BE SIGNED PROPERLY AND THAT THE CITY ENGINEER NEEDED TO LOOK AT IT CLOSELY FOR POTENTIAL PROBLEMS. THERE WAS DISCUSSION REGARDING THE OPEN PAVILLION. ALSO MR. THOMPSON WAS CONCERNED WITH THE HEIGHT OF THE BUILDING. STATES THE ROOF CAN ONLY BE 35 FEET BUT ORNAMENTAL CAN BE HIGHER. THERE WAS SOME DISCUSSION REGARDING THE SEATING AND BRUCE STATED HE WILL CLARIFY THAT THE SEATING IS NOT MORE THAN THE ALLOWABLE MAXIMUM FOR FIRE CAPACITY. MR. THOMPSON MADE THE FOLLOWING MOTION: i MOVE THAT WE THE PLANNING AND ZONING COMMISSION APPROVE THE SITE PLAN FOR THE NEW PROPOSED ASSEMBLY HALL AND FUTURE BUILDING FOR THE ST SEBASTIAN CATHOLIC CHURCH AT 13075 U.S HIGHWAY 31 OF WAUREGAN SUBDIVISION CONTAINING APPROXIMATELY 14.46 ACRES. THIS SITE PLAN WE ARE APPROVING IS SHOWN ON MOSBY AND ASSOCIATES INC DRAWING NO 92-471 SHEETS C1, C2, C3, C4, C5, C5A, C6, C7 AND C8 SIGNED SEALED AND DATED AUGUST 5TH, 1993 ALSO RICHARD L. SAN GIOVANNI AIA P.A. ARCHITECT DRAWING PROJECT NO 9022 SHEETS A2,3,6 AND 7 DATED JULY 20TH, 1993. THE FOLLOWING CHANGES, ADDITIONS AND CONDITIONS SHALL BE MADE A PART OF THE APPROVAL AND SHALL BE CHANGED PRIOR TO THE ISSUANCE OF A BUILDING PERMIT. A. HRS, ST JOHNS WATER MANAGEMENT, F.D.O.T., INDIAN RIVER COUNTY SEWER (SEBASTIAN UTILITIES) PERMITS ARE REQUIRED AND SHALL BE SUBMITTED FOR REVIEW. B. CITY ENGINEER SHALL APPROVE SURFACE WATER MANAGEMENT CALCULATIONS C. LANDSCAPE CALCULATIONS (SHEET C-5) UNDER LANDSCAPE DATA FOR ITEMS NO 4 AND 5 ARE INCORRECT AND SHALL BE RECONCILED WITH STAFF D. UNITY OF TITLE OF ALL PARCELS iS REQUIRED. E. IN THE T.R.C. REPORT DATED AUGUST 6TH, 1993 ITEM 12 PARKING REQUIREMENTS THE COMMENT SHALL BE RECONCILED TO THE SATISFACTION OF THE CITY STAFF F. ON PAGE THREE OF THE TRC REPORT DATED AUGUST 6TH, 1993 THE FIVE CONDITIONS AT THE BOTTOM OF PAGE SHALL BE COMPLIEDWITHTO THE SATISFACTION OF THE CITY STAFF tHE COMMISSION AGREES TO THE CONSTRUCTION OF A BELFRY TOWER TO EXCEED THE 35 FOOT HT LIMITATION FOR THE LOCATION WHICH IS ZONED CG. THE HEIGHT OF THE ARCH SHALL ALSO NOT EXCEED 35 FEET. ALSO WE RECOMMEND TO CITY COUNCIL THAT ALLFEES BE WAIVED FOR SITE PLAN APPROVAL AND THE BUILDING CONSTRUCTION INSPECTIONS. SECOND BY MR. FISCHER FOR DISCUSSION A MOTION TO AMEND THE MAiN MOTION TO INCORPORATE THE NEW PARKING CALCULATIONS RECEIVED BY BUILDING OFFICIAL BY MR. GOLDSTEIN SECOND MR. FISCHER PASSED UNANIMOUSLY MAIN MOTION PASSED UNANIMOUSLY. A MOTION TO EXTEND THE MEETING 15 MORE MINUTES BY MRS. KILKELLY SECOND MR. FALKE FAILED DUE TO MR. SHROYER VOTING NO.
