This meeting was voice broadcast over Falcon Cable TV Channd 35.
Chron. Munsart called the mo~ing to order at 7:00 pm.

Mr. Pliska announced that he will be absent for thc next two meetings (9/17 and 10/01/98).
APPROVAL OF MINUTES: (8/20/98)
Mr. Thomas noted that. a word was omitted on pag~ four (4) in the last line. The secretary
confirmed that she would correct it. (Upon inspection, the word "landscaping" inthe third line was
changed to "landscaper", and the word "it" was added in thc last lin~.)

It was noted at this point that Ms. Kilkelly(a) would be voting in place of Mr. Schulke.

B. PUBLIC HEARING- MODEL HOME PERMIT ' 1080 Bsrber Street Holiday
Builders
Mr. Allen Green, represmting Holiday Builders, 2152 58* Avenue, Vero Beach, FL, was presmt
and gave a brief presumption on the proposed model home on Barber Street.
There were twenty (20) notices of hearing s~nt out and there were no objection or non-objection
letters received.
Ms. King gave staff presentation, noted that a Certificate of Occupancy and a parking lot
inspection will be needed. Staff roconuncnded approval.
Chnm. Munsart opcm~ and closed the public hearin~ at 7:10 pm, and the~ was no public input.
Chron. Munsart noted at least two (2) former model hon~ on Barber Street that are presmtly
occupied, and the parking areas have not been brought back up to code.
Ms. King responded that she would send a l~ter to the contractors if the addresses are furnished.
She noted that a single-family home may not put their extra parking in the right-of-way, and the
building contractor is required to restore this area wh~ the model are sold. She also noted that
notification of this modification is part of the o 'ngiml construction permit, but builders don't
always follow this directive.

I make a motion that we approve the model home for Holiday Builders. at 1080 Barber
Street.
A voice vote was taken. 7 - 0 motion carried.
C. ACCESSORY STRUCTURE REVIEW - Section 20A-5.7.D - 557 Saunders
Street - Aluminum Shed
Mr. James Smalley of James Smal~ Utility Buildings in Wabasso was present rep~mting the
applicam.
Mr. Mather asked if the shed is already in place. Mr. Smalley responded that it is. 'Mr. Mather
then noted that the permit should be in place before the shed is installed. Mr. Snmlley responded
and noted that the shed can he moved if there is any problem with it. He also noted, that the old
steel shed will he removed whm all of the conte~ are moved.
Ms. Vesia noted that on this property, there are three (3) boat-trailer combinations presmt.
Ms. King noted that there is a unity o~title on file.

I make a motion that we approve the accessory structure for R. Brock, 557 Saunders
Street.
A voice vote was taken. 7 - 0 motion carried.
CHAIRMAN MATTERS:
Chain. Mtmsart suggested that some system be devised to follow up on the parking areas of mod~l
homes in the future. He agreed to give the addresses of the two that ho meationed on Baser St., to
Ms. King for follow up. He added that it might even mean that the builders might have to post a
bond for this issue until the house is sold.
Ms. King indicated that the ~r or builder is held respc~ible.
Mr. Pliska asked how the City handles the requiremont of contractors to maimain the parking areas
at the model homes, especially where the gravel has beeo spread on the roadway surface. He
indicated that this is also a sammy issue.
Ms. King noted that the City Engineer has stated that she has never seen a problem such.as this on
Barbex Street.
There was more discussion on this issue. Mr. Pliska indicated that he would speak to. the City
Engineer on this matter.
Chnm. Munsart asked Ms. King how this Board could go about correcting this problem-before it
happens instead of a~r the fact, and Ms. ~ suggested that a meetin~ could l~set up ~
the Board and the Buildin~ Official to discuss this issue.
Ms. King suggested that this is a construction related issue, and some advice from. the Building
Official would be be~cial.
Chron. Munsart request~ that Mr. Bonacci be r~luested to come to the next P & Z regular
meeting to discuss this issue.
.~EMBERS MATTERS:
Mr. Thomas noted the red "Golf' sign on U.S. #l and thought it was neon. Ms. King corrected
him and noted that it is a back-lit sign, not neon.
Mr. Thomas then inquired about the Old South Auto Sales on U.S: #1, and commem~ that they
don't have a Certificate of Occupancy for that location.
There was discussion of this issue in the proposed zoning regulations, but MS. King noted that it is
not covered in the Riverfront Ordinance.

Mr. Thomas continued with issues such as site plan review follow-ups, etc., including the Wirm
Dixie site on CR 512.
DIRECTOR MATTERS:
owner if the paint job was complete, because of the colors. The owner noted that his ~ picked
out the colors, and his tenant had it painted and his timant is thrilled with the resul~ and it is
finished, She then noted that permits are no~ issued for painting of buildings, and the~ is no way
to catch it until it is dooe. She indicated that the proposed l~n~,nge of the Riverfront Ordinance
does not specifically cover this issue.
Mr. Pliska suggested making a suggesti(m to City Council for issues such as ~ biffom the Comp
Plan and tl~ LDC are finally approwd.
Ms. ~ poimed oui problems with the proposed ordinance when dealing with color, signs, and
s~tba~ks, and indicated many other conflict. She also indicated that legal advi~ is probably
needed.
Chron. Munsart ~ that Board members make a list of conflicting aroas in the Riverfront
Ordinance.and meet with Les Solin for discussion.
Ms. King commented that Mr. Solin will be ~ with City Council, staff, a~d figs Board, as
well as concerned citirgns, bffore he brings back his revisions for the LDC.
Chrnn. Munsart requested that Mr. Solin attend the next P & Z meeting. Ms. King took it uader
advisement.
Mr. Pliska made a r~xmam~dation that an atlomey address the co6v differtmces, and after
discussion, it was detennined to rescind this mcxmmmndafion until alter Mr. Solin has a chance to
discuss this issue with this B~ard.
