TAYLOR, MR. WADSWORTH, MR. FULLERTON, MR. MAHONEY, MR. KRULIKOWSKI ABSENT; N_R. THOMPSON - EXCUSED ALSO PRESENT; PETER JONES, LINDA KINCHEN, BRUCE COOPER ANNOUNCEMENTS; MR. WADSWORTH TELLS COUNCIL DECISION REGARDIUNG ANNEXATION COMMITTEE. MR. GILCHER MOTIONED TO ADD THE ITEM TO THE AGENDA FOR ACTION SECOND BY N_RS TAYLOR PASSED UNANIMOUSLY. A MOTION TO ADD DISCUSSION WITH MR. JACOBSEN TO LAST ITEM ON AGENDA WAS MADE BY MR. WADSWORTH SECOND MR, GILCHER PASSED UNANIMOUSLY. NOTE; MRS. KILKELLY INTRODUCED MR. JACOBSEN AS A NEW RESIDENT AND ALSO A FORMER MEMBER OF THE PLANNING AND ZONING COMMITTEE FROM HIS PREVIOUS RESIDENCE. APPROVE THE MINUTES AUGUST 17, 1989 PAGE FIVE - ADD "OF INDIAN RIVER WATERFRONT" AFTER 2,5 ACRES. A MOTION TO APPROVE THE MINUTES AS AMENDED BY MR. WADSWORTH, SECOND MR. FULLERTON PASSED UNANIMOUSLY. HOME OCCUPATIONAL LICENSE DAVES LAWN SERVICE - DAVID STAHLE iS PRESENT 142 CRAWFORD DRIVE. APPLICANT IS ADVISED THAT HIS TRAILER CANNOT BE USED FOR THE BUSINESS AND HE AGREES TO USE HIS TRUCK ONLY, MR. GILCHER COMMENTS ON THE LETTER FROM FLORIDA HOME FINDERS AND WISHES ALL APPLICANTS WOULD SUPPLY SUCH A LETTER WHEN THEY ARE RENTERS OF THE PROPERTY. PUBLIC HEARING OPENED 7:21 P.M. KILKELLY ASKS REGARDING THE WHITE BUCKETS HE HAS IN HIS YARD AND HE ~TTES USES THEM FOR HIS FISHING GEAR. APPLICANT AGREES TO KEEP THEM OUT OF SITE IN REAR OF PROPERTY. ALBERT B, WINFIELD OF 109 HIGH CT SPEAKS HE STATES THEY WAS A HOME OCCUPATION AT 113 HIGH COURT SOLVE TIME AGO AND IT CAUSED MANY PROBLEMS IN THE NEIGHBORHOOD AND NONE OF THEIR COMPLAINTS WERE SATISIFIED TO RESOLVE THE PROBLEM. BRUCE ASKS WHEN THIS WAS STATES HE WAS UNAWARE OF ANY PROBLEMS TILL NOW. MR. SWING OF 107 HIGH CT STATES HE SPOKE TO MARK WOODS OF THE POLICE DEPARTMENT REGARDING THE PREVIOUS APPLICANT AND NOTHING WAS DONE MARY MCDONALD OF 112 CARDINAL DRIVE GIVES THE SAME CONCERNS WARREN CUMINGS OF 114 CARDINAL DRIVE STATES HE HAS NO OBJECTIONS AS LONG AS MR. SORIAL STICKS TO THE RULES FOR HOME OCCUPATIONS. PUBLIC HEARING CLOSED AT 7:54 P.M. MR. SORIAL STATES HE WILL DO NO MAINTENANCE OF HIS LAWM MOWERS ON THE SITE AND IS ONLY LOOKING FOR A SIX MONTH APPROVAL BECAUSE HE WILL BE LOOKING FOR COMMERCIAL SPACE. A EOTION TO APPROVE THE LICENSE WAS MADE BY MSS, KILKELLY SECOND BY MR, MAHONEY WITH A STIPULATION THAT THERE BE CLOSE MONITORING OF THIS LICENSE. PASSED O-1 WITH MR. GILCHER ASKS WHERE MAiNT WILL BE DONE - ALSO KR. GILCHER STATES HE IS A NEIGHBOR AND WROTE A LETTER OF OBJECTION FOR THE FILE. MRS. KILKELLY ASKS THE NUMBER OF MOWERS AND THERE SIZES. APPLICANT STATES THEY ARE ALL SMALL NONE ARE COMMERCIAL SIZE PUBLIC HEARING OPENED AT 8:08 P.M. MRS. KELLY 656 LAYPORT - WELCOMES APPLICANT TO THE NEIGHBORHOOD AND STATES SHE WOULD OBJECT TO ANY OUTSIDE STORAGE. PUBLIC HEARING CLOSED AT 8:09 P.M. ATTY NASH ARRIVES AT THE MEETING AND CHAIRMAN ASKS HIM IF MR. OILCHER CAN VOTE ON THE APPLICATION SINCE HE WROTE A LETTER AS A NEIGHBOR - ATTY STATES THERE IS NO CONFLICT OF INTEREST. A MOTION TO APPROVE THE APPLICATION WAS MADE BY NES. KILKELLY SECOND BY MR. MAHONEY PASSED 6-1 WITH MR. GILCHER VOTING NAY. MODEL HOME PERMIT - MGB HOMES JOHN LAYMAN IS PRESENT MR. GILCHER ASKS IF HOME HAS BEEN USED AS MODEL BEFORE - ANSWER IS NO HAS JUST BEEN COMPLETED. YLR. GILCHER ALSO QUESTIONS MR. VORATHS COMPLAINT IN RELATION TO THIS PROPERTY. SECRETARY STATES PUBLIC WORKS IS WORKING ON NE. VORATH'S PROBLEM AND THAT IT IS UNRELATED TO THIS PROPERTY. CLOSED AT 8:34 A MOTION TO RECOMMEND APPROVAL TO THE CITY COUNCIL WITH ALL PROPER DOCUMENTS BY MR. FULLERTON, SECOND MR. WADSWORTH PASSED UNANIMOUSLY. A MOTION TO RECOMIIEND TO THE CITY COUNCIL THAT THE LAND USE CHANGE BE APPROVED BY MR. WADSWORTH SECOND MR. GILCHER PASSED UNANIMOUSLY. A MOTION TO MOVE UP THE ANTENNA REQUEST ITEM ON THE AGENDA TO THE NEXT ORDER OF BUSINESS WAS MADE BY MR. WADSWORTH SECOND MR. GILCHER PASSED UNANIMOUSLY. BILL ROCKLEDGE AT 1633 QUAKER LANE WAS TO PUT IN A RADIO ANTENNA, A MOTION TO APPROVE THE ANTENNA REQUEST WAS MADE BY MR. WADSWORTH WITH THE CONTINGENCY THAT 20A5.1 IN OUR CODE BE MET SECOND MR. GILCHER - PASSED UNANIMOUSLY. FIVE MINUTE RECESS CALLED AT 8:50 P.M. CALLED BACK TO ORDER AT 9:00 P.M. ALL PRESENT SITE PLAN SEBASTIAN INLET MARINA - TOM COLLINS - PRESIDENT GIVES A BRIEF DESCRIPTION OF THE PHASING. MR. FULLERTON QUESTIONS THE HEALTH DEPARTMENT APPROVAL LETTER AND WHETHER THEY SAW THE SAME PLAN THE COMMISSION HAS. I~R. FULLERTON ASKS IF THE HEALTH DEPARTMENT WILL NEED ANOTHER APPROVAL, MRS. KILKELLY ASKS REGARDING THEIR POLICY TO USE PAPER PLATES OR WILL THEY BE CHANGING TO DISHES. ALSO QUESTIONS REGARDING HEIGHT RESTRICTIONS. MR. WADSWORTH ASKS REGARDING THE PARKING ON THE NORTH SIDE OF THE KITCHEN AREA SHOWING 8 SPACES AND MR. KRULIKOWSKI QUESTIONS THE WIDTH OF THE AISLE. MARVIN CARTER SPEAKS REGARDING THE SIZE OF BOATS STORED IN THE STORAGE AREAS. AT THIS POINT MEETING TIME HAS EXPIRED AND THE COFu~fISSION DOES NOT WISH TO EXTEND THE TIME.
