REGULAR MEETING MINUTES
SEPTEMBER 15, 1988
VICE-CHAIRMAN CALLED THE MEETING TO ORDER AT 7:00 P.M.
PRESENT; MRS. TAYLOR, MRS POOLS, MR MAHONEY, MRS. KILKELLY,
MR. GILCHER, MR. WADSWORTH
ABSENT; MR. KRULIKOWSKi EXCUSED, MR. FULLERTON
ALSO PRESENT LiNDA KINCHEN
APPROVE MINUTES 8-18-88 AND 8-22-88
MRS. KILKELLY REQUESTED THAT BRUCE'S ANSWER BE iNSERTED ON
PAGE THREE IN THE THIRD PARAGRAPH MINUTES AMENDED TO READ
BRUCE STATES THAT HE DID NOT KNOW WHAT THE IMPACT FEE
FOR THE CAR WASH WAS BUT THAT $90,000 WAS UNREALISTIC
MOTION TO APPROVE THE MINUTES OF 8-18-88 AS AMENDED BY MRS.
KILKELLY SECOND MR. GILCHER PASSED UNANIMOUSLY

MOTION TO APPROVE THE MINUTES AS PRESENTED BY MR, GILCHER
SECOND BY MR. MAHONEY PASSED UNANIMOUSLY.
NEW BUSINESS; MODEL HOME CONDITIONAL USE SCOTT SILVA
ALL PAPERWORK BEING IN ORDER AND AFTER DETERMINING EXACTLY
WHAT HOUSE THiS WAS AT SKYLINE AND BARBER A MOTION TO APPROVE
THE MODEL HOME FOR HIGHLAND HOMES WAS MADE BY MRS. POOLS
SECOND BY MR. GILCHER PASSED UNANIMOUSLY.
HOME OCCUPATIONAL LICENSE; JOHN CLEN_W[ER
MR. CLEIq~ER STATED HE DID NOT DO ANY ELEG, PLUMBING OR
ROOFING THAT HB WOULD ONLY BE DOING THE THINGS A HUSBAND
WON'T DO FOR A WIFE. MOTION TO APPROVE THE HOME OCCUPATION
FOR MR. GLBNMER AT 1030 PERSIAN LANE SEBASTIAN BY MRS.
KILKELLY SECOND BY MR. MAHONEY PASSED UNANIMOUSLY
MRS. POOLS MADE A MOTION TO ADD DAVES LAWN CARE HOME
OCCUPATIONAL LICENSE AND DISCUSSION RE ANIMAL CONTROL
ORDINANCE TO THE AGENDA SECOND BY MR. MAHONEY PASSED
UNANIMOUSLY.

DAVE'S LAWN CARE HOME OCCUPATIONAL LICENSE
AFTER SOME DISCUSSION AND QUESTIONS A MOTION TO APPROVE
THE HOME OCCUPATIONAL LICENSE FOR DAVES LAWN CARE WAS MADE BY
MR. MAHONEY SECOND BY MRS. POOLS.
ROLL CALL VOTE ENDED IN A 3-3 TIE MR. GILCHER, ERS. TAYLOR
AND MRS KILKELLY VOTED NAY.
VICE CHAIRMAN ADVISES MR. PLEIMAN THAT HE CAN COME BACK AGAIN
NEXT MEETING IN FRONT OF A FULL BOARD OR HE GAN APPEAL TO THE
CITY COUNCIL. MR. PEIMAN ASKS FOR REASONS WHY THE MRKBERS
VOTED NO MR. GILCHER GAVE HIS REASONS REGARDING NOISE AND
MRS. TAYLOR STATED SHE VOTED NO BECAUSE OF THE CURRENT LAWN
CARE BUSINESSES WHO HAVE EQUIPMENT IN THEIR YARD EVERYWHERE.
MRS. KILKELLY DID NOT OFFER ANY REASON FOR HER VOTE.
MR. PEiMAN LEFT STATING HE WASN'T SURE WHAT HE WOULD DO AT
THiS ITME.
ANIMAL CONTROL ; THE COMLMISSION READ BRUCE COOPER'S
RECOM)iENDATION FOR THIS ORDINANCE AND AFTER SOKE DISCUSSION
REGARDING THE WORDING A MOTION TO RECOMKEND APPROVAL TO CITY
COUNCIL AS SUBMITTED IN BRUCE'S LETTER OF 9-6-88 CHANGES FOR
SECTION 5.2 WAS MADE BY MR. GILCHER SECOND BY MR. MAHONEY
PASSED UNANIMOUSLY.
MEMBERS MATTERS;
HRS. POOLE STATED THAT THE INLET MARINA HAD ANOTHER PARTY
UPSTAIRS OVER THE WEEKEND AND WONDERED WHO COULD BE CONTACTED
ON THE WEEKEND WHEN SOKETHING LIKE THIS HAPPENS. DISCUSSION
THEN TURNS TO THE RETENTION PONDS ON THE SEBASTAIN INLET
MARINA SITE PLAN AND MR. WADSWORTH STATES HE DOESN'T FEEL
THERE ARE ANY ON SITE AND THEY ARE SHOWN ON THE SITE PLAN MR.
AHONEY STATES THAT RANDY MOSBY INSPECTED THESE RETENTION
PONDS AND APPROVED THEM IT WAS AGREED THAT MRS. POOLS WOULD
CONTACT BRUCE COOPER REGARDING THIS MATTER AND ADVISE AT THE
NEXT MEETING.
MRS. KILKELLY BROUGHT UP MR. ](ELTCALF'S COMMENTS FROM THE
COUNCIL MEETING REGARDING THE PLANNING AND ZONING POLICY OF
APPROVING WITH CONTINGENCIES.
MR. WADSWORTH REPORTS ON THE TRANSPORTATION MEETING AND
STATES ONLY DISCUSSED PERTAINING TO SEBASTIAN WAS A BIKE PATH
ON MAIN STREET.

MRS. KILKELLY STATED SHE ATTENDED THE PROPERTY OWNERS ASSOC
MEETING WHERE BRUCE COOPER WAS THE SPEAKER AND DISCUSSION WAS
BROUGHT UP REGARDINGTHE NUMBER OF GARAGE SALES HELD EACH
WEEK BY PEOPLE. SHE WONDERED IF THE BOARD COULD GET INVOLVED
TO RECOMMEND A MINIMUM PER YEAR TYPE THING. SECRETARY ADVISES
HER THAT THERE WAS AN ORDINANCE SOME TIME AGO WHICH LIMITED
GARAGE SALES TO TWO PER YEAR AND SHE MIGHT WANT TO CHECK THAT
FIRST.
TOMMIE THON~SONS APPLICATION WAS ACKNOWLEDGED TO BE
CONSIDERED WHEN THERE IS AN OPENING.
