Ms. Vesia disclosed she visited the residence. There were 22 notices of the public hearing sent out. No objection or non- objection letters were received back. Staff reviewed its report stating the applicant was requesting, an address of convenience and that a1,1 of his equipment wou ~e stored at a warehouse facility. Mr. Ciccotto stated at his warehouse on CR 510. Mr. ,johns made a motion to approve a home occupational license for William Ciccotto, Inc. at 431 Carnival Terrace. Mr. Mather seconded the motion. Roll call was taken, 5-0 motion carried. PUBLIC HEARINd - HOME OCCUPATIONAL LICENSE - 701 LAKE DRIVE - FINANCxAL ADVISORS The applicants, Joseph & Linda Stursberg, were both present and sworn in according to quasi-judicial procedures. Ms. Vesia disclosed ..she visited the site. There were 14 notices of the public hearing sent out. No objection or non-objection letters were received back. . Staff reviewed its report and recommended approval of the license. The public hearing was opened/closed at 7:18 p.m. There was no public input. Mr. Johns questioned how the applicants acquired their clients? Mr. Stursberg stated they had a previous investment business in Davie, FL, which a good part was sold but, that they still had 600- 700 customers through out the country. Ms. Vesia made a motion to approve the home occupational license for Stursberg Financial Advisors, Inc., 701 Lake Drive, Sebastian. Mr. ,johns seconded the motion. Roll call was taken. 6-0 motion carried. PUBLIC HEARIN4 - HOME OCCUPATIONAL LICENSE - 314 PINEAPPLE STREET - LAWN MAINTENANCE The applicant, Donald Melecci, was present and sworn in according to quasi-judicial procedures. Ms. Vesia disclosed she visited the site. .There were 30 notices of the public hearing sent out. Three (3) objection letters were received back. Staff reviewed its report ,stating the applicant was stor~.ng his equipment at a facility on CR 512. The public hearing was opened/closed at 7:23 p.m. There was no public input. Mr. Mather made a ~ttotion to approve the license for a home occupation for Don s Lawn Care at 314 Pineapple Street.' Mr. Driver seconded the motion. Roll call was taken, 6-0 motion carried. PUBLIC HEARING - HOME OCCUPATIONAL LICENSE - 1431. ABBO'.~'T LANE - VENDING MACHINE SERVICE The applicant, Cindy Ruggiano, was present and sworn in according tv quasi-judicial procedures. Ms. Vesia disclosed she visited the site. There were 18 notices of the public hearing sent out. No objection or non--objection letters. were received back. Staff reviewed its report stating the vending machines and candy will be shipped directly to the home and the applicant was aware 'she could only have 1 delivery per week. A small amount of candy would be stored at the house. Approval was recommended, .The public hearing was opened/closed at 7:29 p.m. Ther® was no public input.. Mr. Johns made a motion to approve a home occupational license for Classic Vending at 1431 Abbott Lane. Mr. Mather seconded the motion. Roll call was taken. 6-d motion carried. PUBLIC HEARING - HOME OCCUPATI0~+1AL LICENSE - 326 WATERCRLST STREET - SECRETARIAL SERVICES The applicant, Ms. Anita Martin, was present and sworn in according. to quasi-judicial procedures. Ms . Vesia disclosed she visited the site . There were 1'~ notices of the public hearing sent out. No objection or non-objection letters received back. . Staff reviewed its report stating the applicant would be picking up and delivering work to her clients at their place of business, never at her home. The public hearing was opened/closed at 7:34 p.m. There was no public input. Ms. Vesia made a motion to approve the home occupational license for Anita Martin under the name of Anita Martin's Custom Office Services at 326 Watercrest Street, Sebastian. Mr. Driver seconded the motion. Ro11 call was taken. 6-0 motion carried. PUBLIC HEARING - HOME OCCUPATIONAL LICENSE- 133 MAHR3 STREET - CLEANING SERVICE The applicant, Ms. Barbara McCullough, was present and sworn in according to quasi--judicial procedures. Ms. Vesia disclosed she visited the site. There were 14 notices of the public hearing sent out. No objection or non-objection letters were received back. Staff reviewed its report and recommended The public hearing was opened/closed at public input. Mr. Mather PUBLIC HEARING - HOME OCCUPATIONAL LICENSE - 158 CRAWFORD DRIVE - MOSILE AUTO REPAIR The applicant, Mr. Theron Phinney, was present and sworn in according to quasi-judicial procedures. There were 17 notices of the public hearing sent out. No objection or non-objection letters were received back. Staff reviewed its report stating the applicant's home would be used only for mailing, telephone, aad general record-keeping. No mechanical work would be done at the residence. Mr. Phinney's truck used for the business was a 1-ton Ford van. The code allowed for a 3/4 ton vehicle to be used for home occupational licenses. Mr. Massarelli reviewed the section and stated Mr. Phinney's truck proposed an unusual situation when applied to the code, He stated the Commission could address the section and change the code or require Mr. Phinney to get a variance from the .Board of Adjustments. Mr. Phinney explained his situation to the Boa=d and how he proposed to run his part-time business and screen his truck on the Property. The Hoard was shown pictures and a drawing of Mr. Phinney's truck. Mr. Mather questioned what the exact dimensions of the truck were? Mr. Phinney replied the same as an ambulance. It was r®gistered as a 7.-ton truck. Mr, Munsart asked the applicant if he would consider renting space for the truck. Mr. Phinney stated the cost was not worth the amount of work he was planning to do. Mr. Massarelli recommended approval of the license conditional on receiving a variance from the Board of Adjustments for the weight of the .truck. The public hearing was opened/closed at 7:55 p.m. There. was no public input. Ms. Kilkelly stated the amount of advertising on the truck was also more than the code allowed. Mr. Mather made a motion"that we approve and send to the Board of Adjustments for the 3/4-ton truck." Mr. Driver seconded the motion. Ms. Kilkelly asked for discussion regarding the signs., Mr. Massarelli stated the code allowed for one commercial vehicle to be parked at the residence. He felt being "commercial" allowed for signs. The home occupational codes prohibited signs but, vehicular signs were exempt from p®rmitting. He didn't feel the signs were a problem for granting. the license. Ms. Kilkelly recited the code "There shall be no evidence of the conduct of a home occupation visible from the exterior of the dwelling or other structures located on the premises" and interpreted that to include vehicular signs. Mr. Phinney stated he had vegetative screening planned for the truck .which would eliminate any visible evidence. Ro11 call was taken. 6-0 motion carried. O S N ~~~ T S 1 6 ACCESSORY STRUCTURE REVIL~1 - SBCTIOH ZOA--S.7 1, iZ13 Laconia Street - Mr. Wayne Sachmaa Mr. Massarelli explained to the Board that there was currently a code enforcement case regarding the existing garage at the applicant's address, Mrs. Bachman had applied for a home occupational license which, the ordinances required no code enforcement cases be current for approval of a license. A portion of the garage had been enclosed off for a living area reducing the garage size to below the required space. The applicant had submitted a plan for a detached garage to meet .all. zoning regulations. Staff stated if the Board approved the' accessory structure, it would then recommend approval, of the home occupational license conditional on a building permit being ,issued. Mr. Wayne Bachman, 1213 Laconia Street,. was present. Mr. Munsart and Ms. Vesia disclosed the visited the site. Staff reviewed .the proposed garage and location, and recommended approval of the permit. Because of the location Mr. Johne questioned if Mr. Bac intended to park his car inside? M=. Bachman stated na, he hwas only building the structure to meet the code. Mr,. Munsart questioned what exterior facade was going to be used? Mr. Bachman stated T-111 to match the house. Ms. Kilkelly noted the garage was going to be set 10' from the rear property line because it was an accessory structure and stated she would like to see the code changed to see accessory structures-of this size have to meet a 24' setback .requirement. Mr. Johns made a motion to approve the accessory structure for Wayne Bachman at 1213 Laconia Street. Mr. Mather seconded the emotion. Roll call was taken. 6-0 motion carried. PUBLIC HSARIHG - HOME OCCLTPATIORAL LICENSE - 1213 LACOHIA STREET - 5ECRETARIAL SERVICE The applicant, Patti Bachman, was present and sworn in according to quasi-judicial procedures. Ms. Vesia and Mr. Munsart disclosed they visited the site. There were 15 notices of the public hearing sent out. Ms. Bachman would be working at her clients offices as a fill-in for vacationing workers or extra work-loads. The applicant has cooperated with code enforcement and the staff at the building department. Staff recommends approval of the occupational license. The public hearing was opened at 8:21 p.m. Mrs. Gertrude Zickuhr, 798 Tulip Drive., questioned if there was going to be any signs in the front yard? Ms. Bachman stated no, it was prohibited. The public hearing was closed at 8:23. Mr. Johns made a motion to approve a home occupational license for Bachman Secretarial Services at 1213 Laconia Street. Mr. Driver seconded the motion. SITE PLA11 REVIE~1 -- S~ DRIVE TENIIIS COURTS - CITY OF SESA3TIAN Mr. Massarelli reviewed the project, funds being received from a Block Grant, and stated 4 additional tennis courts were proposed, new parking, and improved drainage. The revised plan dated 9/19/96 also proposed an 8' S 8' electrical building and additional perimeter hedges, He also stated the additional tennis courts do meet the Comprehensive Plan requirements. Staff .recommended approval of the site plan. Mr. Munsart asked if there would be wheel stogy along Schumann Drive? Mr. Massarelli stated plan but the Board could require them. Mr. Votapka stated the fence along the basin was pretty much. going to run the length of the ditch also. Mr. Massarelli informed that. the chain-link fences around the tennis courts were 10 feet high which required specific approval by the Board. Mr. Driver had child safety concerns with the fence. Ms . Kilkelly questioned the size of the trees being removed for the Project. • • ZO T S T g. Mr. Johns made a motion to approve the site plan, Sheet l of 2 dated 9/19/96, and Sheet 2 of 2 dated 9/9/96, titled Schumann Drive Tennis Courts, sheet 1 being a site plan, sheet 2 being a detail sheet, subject to providing wheel stops in the parking area long Schumann Drive, and this approval to include the 10~ fence. Mr. Driver seconded the motion. Roll call. was taken. 6-0 motion carried. SITE PLAN REVIEW - SEBASTIAN CEMETERY - ADDITIQN TQ STORAGE BUILDING - 1421 N. CENTRAL AVENUE Mr. Massarelli explained that the addition to the storage building would normally be considered a minor. modification to a sits., plan but, there was no site plan for the cemetery to modify.. A site plan was drawn up for the Board to review.. The proposed addition met all requirements and the Comprehensive plan. Staff recommended approval. Mr. Massarelli also noted that the existing building was within the 30~ front setback along N. Central Avenue but the addition was not and did not increase the non-conformity. . Mr. Johns made a motion to approve a 280 square foot addition to the existing building at the City of Sebastian cemetery. work is .shown on Sheet C1, sheet 1 of 1, dated 9/10/96. Title of the sheet is Site. Plan for Sebastian Cemetery. Mr. Driver seconded the motion. Roll call was taken. 6-0 motion carried. Mr. Munsart discussed the Board reviewing the Capital Improvement Program, M6IBBRS MATTSRS• Mr. Mather questioned the status of the sidewalk at Chessars Gap. Mr. Massarelli discussed the recently approved 96/97 budget. He also discussed a recent conversation with the City Attorney regarding putting home occupational licenses on a consent agenda and meeting the quasi-judicial requirements. Mr. Massarelli explained to the Board about a proposal from a contractor to replace the 18 inch facia on the carports in Sebastian Lakes with new facia. ~ • N s ...NINE 9 The new facia would be 12 inches which would then make the door openings over 7 feet. Mr. Massarelli asked the Board if they wQUld like to review the project?
