Review and discussion of Articles I, II and III Articles I & 2: There was discussion about the building permit document. There was discussion on removing the term "force majeure" from page 11-4, ~t'2., Building Permit Expiration, and replace it with more practical language. It was suggested using the term "act of God, or nature". At this point, VChmn~ Pliska turned the meeting over to Chmn. Schulke. There was discussion about the deletion of the' section referring to "Special Exceptions". Chmn. Schulke noted that in the old Code, there was a section covering "Special Exceptions", and he cited circumstances when this classification might be needed. There was much discussion on this issue. Jan King commented that there had been no special exception permits .issued in the past ten (10) years, toher knowledge, and this may have been why it was eliminated.. Chmn. Schulke suggested adding "Special Exception" and "Special Use" as itern h. on page 11-7 if the Board members agree, There was more discussion on this issue. Tracy Hass suggested a section covedng "Special Use/Exception" and combining these two from the old Code. A consensus of Board members were in favor of the above suggestion. Mr. Hass noted that he will come up with wording and insert this issue, There was a suggestion to limit any one issue to ten (10) minutes of debate. Item B. on page 11-16 was discussed. An addition to item f. on page 11-7 for Special Exceptions. A correction in Item G. on page 11-9 to read - "...require four (4) affirmative votes(of City Council)". Article V: Item D.$ on page V-3 - references for Minimum Setbacks - 20A-3.11.1(C) and 20A~ 2.5.10(B) It was suggested to include ~Fishing piers, doCks and related boardwalks" in items under "Within Areas Above Mean High Water" on page V-2. There was discussion about golf courses being permitted in RS-20 zoning district. Page V-5, item D.2. - change to 35 feet. It was suggested to add the language permitting storage facilities in Mobile Home District (R-MH). There was discussion about 35 ff. radii on curb cuts. Chron. Schulke discussed Dimensional Regulations in the CR-512 District - noncomplying widths of record on page V-12. This subject was discussed in depth. It was established that this issue is prevalent on CR-512 and seems impossible to enforce. It was. suggested to require "...80 ft. minimum for. 'development on lots along CR- 512..." which would require two standard lots (with 'Grandfathering Rights') to fulfill. This discussion and suggestion will be taken under advisement by the Planning end Growth Management Director. The Side Yard setback discussion included zero setbackS, end developers fights. LOCAL PLANNING AGENCY (PLANNING AND ZONING COMMISSION) MINUTES OF WORKSHOP MEETING OF SEPTEMBER 27, 1999 There was discussion on the definition of "Public or Private Not-for-profi~ Administrative Services" and whether it belongs in Commercial General. It was determined to remove ".Enclosed Commercial Amusements" from the Uses Permitted under Commercial General and place it under Conditional .Uses. Mini and self storage facilities in Commercial General were discussed. Mr. Hass noted that it was a "Special Use" in CG, but is presently in the Industrial zoning. It was suggested to add this as a Conditional Use under CG. (Mini-storage/serf-storage) "Transient" facilities were discussed. It was suggested to remove "Hotels, Motels with or without Kitchen Facilities" from Permitted Uses under Commercial RiverfrOnt. Remove "Parking Garages" from Permitted. Uses under CR. Move "Plant NurSeries (retail)" to Conditional Uses. Page V-19 - Remove the word "morals" from the very last sentence under Item G. Page V-20 - Change "mini storage" to "storage facilities" under permitted uses. Add "DHve-through Facilities excluding Restaurants" to COnditional Us~s. Uses. " - Add Public or Private Not.for-profit Club under Permitted Uses. " Add "Parking Garages" in the Industrial District (IN) under Permitted Add "Public and Private Not-for. profit Administrative Services" to Permitted Uses. It was suggested to include "Medical Facilities" as a Permitted Use in IN. The issue of "Public Parks and Recreation Areas" in Airport and In~al Facilities District (Al) was discussed. Page V-22 - Change maximum FAR to 60 % Check the use of ,... Semi-public..." Services on page V-22. Chmn. Schulke adjourned the meeting at 5:42 PM.
