COOPER'S LETTER TO THE COHMISSION ON THIS PROJECT. MR.
COOPER'S LETTER STATED DCA APPROVAL WAS NECESSARY. MR.
METCALF STATED HE FELT A DRI WAS REQUIRED ON THiS PROJECT.
MR. GILCHER ASKS FOR A CLARIFICATION ON THE LEGAL DESCRIPTION
TO BE SURE WHAT IS ACTUALLY BEING CONSIDERED. BRUCE DESCRIBES
WHY THE REZONING WILL BE ALL INDUSTRIAL RATHER THEN THREE
DIFFERENT ZONINGS AS THE APPLICATION STATED.

ADVERTISEMENT WAS PERMISSIBLE IN THiS CASE HOWEVER, THE LEGAL
WOULD HAVE TO BE CORRECT ON THE ACTUAL REZONING ORDINANCE.

ON MR. SOLINS COMMENTS, MR. PALKER STATES THAT WHEN THE
ANNEXATION OF THIS PROPERTY CAME BEFORE THE BOARD SOME TIME
AGO THE THEN CITY ATTORNEY DETERMINED IT DID NOT CREATE AN
ENCLAVE. ME. VANDEVOORDE STATED THAT .MOST OF MR. SOLiNS
COi~NTS ARB BEST DISCUSSED OR SHOULD BE CONSIDERED AT THE
DEVELOPMENT STAGE AND NOT AT THIS TIME.
ME. COOPER SPEAKS REGARDING LES SOLiNS COMMENTS AND STATES
THAT HE CONCURS WITH MR. SOLIN THAT THE INDUSTRIAL ZONING
SHOULD NOT BE APPROVED AT THIS TIME. MR. WADSWORTH ASKS THE
NEW CITY ATTORNEY FOR A RULING ON THE ENCLAVE - MR. KRUZCAKP
STATES HE CAN ONLY GIVE AN OPINION NOT A RULING.
MR. GILCHER STATES HE FEELS THE OUT PARCEL SHOULD BE INCLUDED
IN THE ANNEXATION AND ALSO RECOMF, ENDS THAT THE CITY CONSIDER
ANNEXATION OF ALL THE PROPERTY TO THE NORTH OF THIS PARCEL TO
THE CITY LIMITS IF iT CAN BE ACCOKPLISHED HE WOULD HAVE NO
PROBLEM WITH THE ANNEXATION BUT IF NOT HE HAS SERIOUS
RESERVATIONS ABOUT THE ANNEXATION.
MR. KAHONEY ASKS ATTORNEY VANDEVOORDE REFERENCE THE DATES ON
THE DEEDS QUIT CLAIM VS PERSONAL REPRESENTATIVE DISTRIBUTION
DEED. RENE EXPLAINS HOW THE PERSONAL REPRESENTATIVES DATE
COULD BE BEFORE THE QUIT CLAIM DEEDS.
MR. NAHONEY STATES HE FEELS THIS PROPERTY WILL INCREASE THE
CITY'S TAX BASE
MR. WADSWORTH AGREES THAT THE TAX BASE NEEDS IKPROVEMENT
MR. FULLERTON STATES HE FEELS IT REPRESENTS A PROBLEM WITH
MORE TRAFFIC ON 512,
MR. METCALF SPEAKS ON THE MORCHESKY PROPERTY AND STATES HE
FEELS MORE INFORMATION ON THE INDUSTRIAL USE SHOULD BE
OBTAINED BEFORE A DECISION IS MADE.
HE INDICATED SAND HAULING WAS GOING ON AND THEY WERE USING
GEORGIA BLVD AS AN OUTLET.

DISCUSSION TURNS TO THE STATEMENT BY THE COUNTY REGARDING
THESE PROPERTIES THAT THE OLD DIXIE CROSSING WILL PROBABLY BE
CLOSED OFF FOR THE SWAP WHEN THE TWIN PAIRS GOES INTO EFFECT.
MR. WADSWORTH FEELS THIS CROSSING ON OLD DIXIE IS A NECESSITY
AND SHOULD NOT BE CLOSED UP THAT THE COUNTY SHOULD CONSIDER

MCQUEEN REPRESENTS PROJECT - MR. MCQUEEN STATES THEY ARE
REQUESTING AN AMENDMENT TO THE PRELIMINARY PUD PART OF WHICH
HAS BEEN FINALED BY THE CITY OF SEBASTIAN.

STATED THIS REQUEST WAS NOT PARTICULARLY A PROBLEM TO THEM
BUT QUESTIONED WHETHER OR NOT ADDITIONAL REQUESTS WOULD BE
MADE FOR MORE COMMERCIAL LAND LATER ON.

MR. WADSWORTH QUESTIONS THE ENTRANCES AND EXITS ON 512
ALSO,HE STATES THAT THE SEWER PLANT IS NOT LOCATED WHERE THE
ORIGINAL DRAWING INDICATED IT WOULD BE. MR. MCQUEEN STATED
THAT THE SEWER PLAT LOCATION WAS PART OF THE APPROVED FINAL
PLAT FOR THE PORTION THAT WAS COMPLETED AND HAD BEEN APPROVED
BY THE CITY COUNCIL.
MR. NAHONEY QUESTIONS THE LEGALITIES OF CHANGING A
PRELiNINARY PUD AND THAT H~ FEEI~ THE COIO~/RCIAL AR~A SHOULD
ONLY BE LIMITED COMMERCIAL AND NOT CG AT ALL. HE ALSO
INDICATED THAT HE HAD PROBLEMS WITH PHASING AND THAT THIS
PROJECT SHOULD HAVE BEEN ALMOST FULLY COMPLETED BY NOW.
THE PUBLIC HEARING WAS CLOSED AT 9:14 P.M.
THE ATTORNEY ADVISES THE BOARD HOW NANY ACTIONS WILL BE
REQUIRED TO SATISFY ALL THE REQUESTS OF THE APPLICANT.
MR. WADSWORTH FEELS THERE ARE TOO MANY PROBLEMS LEFT
UNANSWERED AND NO DECISION SHOULD BE MADE TONIGHT BRUCE
EXPLAINS THE WINDOW PERIOD TO THE BOARD AND STATES HE NEEDS
