HomeMy WebLinkAbout10041984 PZMINUTES ~ PLANNING & ZONING BOARD OCTOBER 4, 1984 Regular meeting of the Planning & Zoning Board called to order by Chairman Gene Harris at 7:31 P.M. in the Council Chambers of the City of Sebastian. Members present were Chairman Harris, Vice-Chairman ;~rold Eisenbarth, Members Jewell THompson, Stan Krulikowski, Bill Mahoney, rjorie Pgole,. and Alternate Edra Young. Also present was Engineer Mosby. Minutes of the September 20, 1984 Regular Meeting were read and follow- ing motion by Marjorie Poole, second by Stan Krulikowski, approved as read. Unfinished business: Secretary send copy of the packet for Roland Miller Zoning and Land Use changes to the county for their guidance... city can not hold Public Hearing until the county approves change since annexed within the last two years. Jewell Thompson made the motion it be sent, Bill Mahoney seconded the motion, passed unanimously. Plat review for Village of Lake Dolores...read the two letters, one from Jewell Thompson, one from Randy Mosby. Items of particular concern are as follows: Deed to the Alfred Miller property, an integral part of the development of Stratton Ave., seems in question as to its legality. Developer assured it is, but the board would like a more binding deed. Discussion concerning the improvements at the intersection of Stratton Ave. and U.S.#i. Board felt all improvements should be made before Phase I is completed. Developer disagreed. Because Unit 17 of the Highlands would also use the road, the board ~nsiseed on Phase I improve- ments. The compromise was that the work would be done when Phase I is occupied, or when G.D.C. cut road from Unit 17 of the Highlands into Stratton Ave. and traffic could use the intersection. Confusion in the ordinances, for PUD; final PUD plan is' required before allowed to construct, can't file final PUD until "as built"drawings are filed. Dick Sills, manager of the project, said Les' Sol,n, author of the ordinance, said "as built" drawings, then final PUD approval. Question concerning placement of the sewer and water treatment plant, need to reserve sufficient space for the treatment plant (130,000 gal. per day) and support facilities. Guard house plans were supplied by architect John Dean. Questions concerning toilet facilities and parking. Since it will be so close to the recreation complex, guard can park at the co~plexand walk to guard house. Minutes - Planning and Zoning Board - Oct. 4, 1984 6. Must provide orderly development - no stripping of the land, because of the problems of wind driven dust and rain erosion. Discussion concerning the perc ~onds, Harold Eisenbarth questioned whether they were large enough. Randy Mosby, engineer, said at first glance they didn't seem to be, but ordinance not set u~ to get into the final design. Motion was made by Jewell Thompson to recommend to City Council approval of the Villages of Lake Dolores PUD Development Plan contingent u~on the following~ 1. Documentation proving the Miller property has been properly deeded for the Stratton Avenue right-of,way. Improvements to Stratton Avenue and U.S.#1 intersection be completed prior to total occupancy of PhaSe I or when General Development completes the avenue from the project into Unit #17, whichever comes first. 3. Adequate site be set aside to accomodate a 130,000 gal/day water treat- ment plant and support facilities. The verbage for development projection for Phase i regarding commercial and storage sites be deleted. Should the developer decide to proceed with commercial development in Phase I, a complete site plan would'be required. 5. The location of the dumpster with the proper screening noted should be provided for the recreation area. The motion was seconded by Stan Krulikowski, passed unanimously. Harold Eisenbarth made a motion that the Mayor and ~oUncil be requested to look into the assessment made by the public ~acilities concerning this and all large projects. Of particular concern was th. fire department. There is a need for complete assurance that these facilities will be adequate to serve the new, large communities. Stan Krulikowski seconded the motion which passed unanimously. The board also recommends that the developer expedite the deeding of the right-of-way for the park contiguous with the project. Stan Krulikowski made a motion that the board hold a special workshop meeting on Thursday, October 11, at 7:30 P.M. to review and make recommenda- tions concerning the DRI for Saint Sebastian. Jewell Thompson seconded the motion, passed unanimously. Minutes - Planning and Zoning Board - October 4, 1984 p.3 Harold Eisenbarth recommended the secretary write another letter to Mayor and Council concerning the needed parking for Rlverview Park. He made it as a motion, which Bill Mahoney seconded the motion, unanimous. Stan Krulikowski made a motion that the City Council be asked to schedule a workshop with the goal of passing the Land Development Code. Harold Eisenbarth seconded the motion, passed unanimously. There was some discussion concerning the new storm water management ordinance. Engineer Mosby said if the plans were not done correctly, he would reject them, theeeby saving the board money in his review time. Harold Eisenbarth asked the secretary to check about the problem at Raynor's dock - call Kathy Trout at the DER office in Orlande. Meeting adjourned at 9:55 P.M. APPROVED: ?~f ~
