The Pledge of Allegiance was said. ROLL CALL: PRESENT: Mr. Mahoney(a) Mr. Mather VCh. Pliska Mr. Evely(a) Mr. Gerhold Mr. Barrett EXCUSED ABSENCE: Ms. V®sia, Chmn. Schulke, Mr. Mathis ALSO PRESENT: Tracy Hass, Planning and Growth Management Director Jan King, Planning and Growth Management Manager Ann Brack, Recording Secretary NEW,, BUSINESS: Review of Article VI - Conditional Use Criteria Page VI-1 - Under item D., remove the word "and" from the end of five of the uses, (Tracy noted that staff still has some work to do on this Article, but wants input from this Board today.) - Add the words "at least" to the last paragraph, 4th line, between~ the words "extension" and "thirty". In the next to last paragraph, insert in 1) "findings of" (conditions of approval), and in 2), insert "approval or" between the words supporting and denial. Page VI-2 - Check the usage of the word "effectuate" in item 1.b.(5) Item 1 .b.(3) add the words "or lounge" at the end of the sentence. Check page numbers for accuracy. Page VI-3 - Item 2.b.(1) Add "four hundred and fifty (450) feet from a..." before the word 'place of...' Page VI-3 - Item 1.5b.(4) Insert the word "adjacent" before thewords "property lines" in the first sentence on this page. Item 3.b,(1)- Change the word "major" to "City" before "... de$~~_~t~ street' in line three (3) and line four (4), and add as LOCAL PLANNING AGENCY (P & Z COMMISSION) MINUTES OF WORKSHOP MEETING OF OCTOBER 4, 1999 of the Transportation element of the City's Comprehensive Plan" after the word 'collector' Page VI-4 - Item 3.b.(6)(b) - Determine which word is appropriate -" 'Inside or outside' the front yard setbacks". It was suggested to use "No recreation area in the front yard". Check the reference Section number under (7) Page VI-5 - Item 7.b.(8) - Article IV will be changed. Item 5.b.(4) - All residential zoning classifications will be inserted. Page VI-6 - Item8.b.(4) - Change the word "major" to "City" in the first sentence. Item 9.b.(2) - Insert the word "adjacent" before the word "property lines". Item 9.b4(5) - Correct the referenced Section in line two. Page VI-7 - Item 13.b.(1) - Strike the first sentence. (2) - Change the word "accessory use" to "structure", and strike the words "or structure", and insert the appropriate term for "over so many square feet". " 14.a. - Add "PUD" to the list of applicable zoning districts on line two. Page VI-8 - Top of page, line three, insert "shall not exceed twenty-three (23) feet In length and nine (9) feet high", and remove the phrase "carrying weight in excess.., twenty (20) feet in length". " Item (4) - There was much discussion about this issue of storage as it relates to a Home Occupational License. The trouble areas seem to be vacuum cleaners and ladders that could be used in Home Occupational businesses as well as personal use. There was also discussion on storage of hazardous materials. There was also discussion on eliminating the last sentence starting on line 7. Item (5) - Line (3) - At the beginning of the second sentence, insert "Excluding all hazardous materials, ..." Item (5) - Line six (6) - insert the word "commercial" before the word "vehicles". Item (13, 15, & 16) - Strike "Community Development" and correct capitalization of several Board, Council, and Department head names. LOCAL PLANNING AGENCY (P & Z COMMISSION) MINUTES OF WORKSHOP MEETING OF OCTOBER 4, 1999 Mr. Hass explained that the process for revoking a Home Occupational License will be inserted in this section. Page VI - 9 - Item 15.b. - Change the word "quartos" to "quarters" Page VI - 16. - Under "Limited Commercial activities", Mr. Hass noted that in the proposed code, there are no longer references to "Limited Commercial" but it has been changed to "Commercial, Retail, less than or equal to 5,000 sq. ft., and those greater than 5,000 sq. ft., and the reference will be reworded. He also noted that after the revisions are made, this section will come beck before this Board. Page VI - 19. - There was discussion about the issue of Model Home permits being renewed annually and if they could be approved administratively. It was determined to let this process stand as written. 19.a. Insert "PUD" at the end of this paragreph. There was discussion about allowing a builder to install french doom or some other type doore at a garage door opening on a model home while being used as a display model. It was determined that language should be inserted in this section to require installation of an overhead garage door prior to installation of french doore, or any other similar type doom for display models. 19.b.(5) Strike "No office furniture or office equipment ...... in the model, and". Insert "samples only" in reference to no storage of construction equipment. 19.b.(2) Strike this "reserved" item 19.b.(8) There was a suggestion to substitute the word "infringe" with the word "impinge". (After research, the Secretary suggests that "infringe" is the more appropriate wording.) (Secretary's note - Page VI-11, item 21 .a. - is there a need to include. "PUD"in the Applicable zoning districts?) Page VI - 12 - item 21.b.(1) - Change "located near major thoroughfares" to "provide access to a City collector street...". There was discussion of Item 21.b.(3). Item 25.b.(4) - Stdke this sentence. Insert reference 20A-10.2(F). Item 26.a. - Add "Airport Industrial" to the zoning districts. I e . Page VI - 15 - Item 31. - Change the word "extensive" to "intensive". Item 32. - Mr. Hass will have suggestions on this issue at a later date. Page VI - 16 - Item 33. - Designate this item as a permitted use, and remove it from the conditional uses. Staff will come up with language for Items 34, 35, 36, 37, and 38. VChmn.
