HomeMy WebLinkAbout10061983 PZ City of Sebastian Planning & Zoning Committee Minutes A meeting of the Planning & Zoning Committee was sched- uled at the City Hall for October 6, 1983. The meeting was called to order by the Chairman, Mr. Bill Messersmith at 7:40 PM. The following members of the Committee were present: Mr. Bill Messersmith Mr. Harold Eisenbarth Mr. Robert J. Ori Others present for the meeting included: Mr. Earl Masteller, City Engineer The Chairman then announced that there were insufficient members present for a quorum and that a meeting would not be held but a workshop, to discuss any business presented would be held. Mr. JOhn Calmes then presented a site plan for a 4 phase project showing professional buildings at the corner of South Easy Street and Route 512. The developer of this property is Fellsmere Properties. Discussion followed and it was recommended that the devel- oper consider county coordination for ingress and egress to the site. Since zoning is COR, certbin lease restrictions should be considered and specific areas for the buildings should be defined. Consideration was given to phase 1 development onlY with a committee comment that the 4 phases seemed reasonable. Health department review of the project is also in order. Mr. Masteller then announced he would be on vacation during the last 2 weeks of October. Mr. Jim Abels, Attorney, representing a local group who own 66 acres to the south west of Roseland Road and Route 512 introduced a site'plan for development of this area, The developer is Mr. Bob Hamilton of Lantana, Florida. Mr. Darrell NcQueen, representing Lloyd & Associates, described the site as containg 480 units, at a density of 7.88 units per acre. A commercial area of approximately 6 acres at the north corner of Route 512 and Laconia Street seemed questionable as to its useful intent and water and'sewage drainage was not shown. It was recommended by the committee that Mr. Les Soltn, City Planner, review the plan and provide a written opinion re: zoning, density, etc. There being no further business, the meeting was adjourned at 8:50'P.M. Also, please include a realistic target date for construction of these improvements. This information is required as part of the DRI process for the proposed multi-use residential community in Indian River County to be called Saint Sebastian. It is anticipated that construction of this development will commence in 1984 with total buildout reached by 1990. Please provide the information requested as soon as possible. Your letter.of 9/23/83 Dear Mr. Skaff: In response to your letter to me dated September 23, 1983, please refer to the attached map which I have marked and be advised as follows: #1 - Rivers Edge - 49 lots - basically completed. #2 - Point-O~Woods - 22 lots - (4) homes built and remaining homes built within (2) years. #3 - San Sebastian Springs - 97 lots - plans approved and home construction to start soon. #4 - Municipal Golf Course - in operation. #5 - New Post Office - 8800 square feet - bids taken and Should be completed during 1984. #6 - River Oaks - 15 unit townhouse project -under construction. #7 - New Elementary School/Middle School - land purchased by SchOol Board - 600 student elementary school to be built in 1985 and additional 600 student middle school to be built around 1988.
