CHAIRMAN CALLED THE MEETING TO ORDER AT 9:35 P.M. DUE TO THE
LENGTHY SPECIAL MEETING WHICH PRECEDED THIS REGULAR MEETING.
PRESENT; MR. GILCHER, MRS. TAYLOR, ME. MAHONEY, MR.
KRULIKOWSKI, MR. WADSWORTH, MRS. KILKELLY, MR. FULLERTON
ABSENT; MRS. POOLE, EXCUSED
ALSO PRESENT ATTORNEY PAUL KRUZCANP, BRUCE COOPER, BUILDING
OFFICIAL AND LINDA KINCHEN SECRETARY
CHAIRMAN STATES HE WILL BE TURNING THE MEETING OVER TO THE
VICE-CHAIRMAN SINCE HE WAS LOSING HIS VOICE AT THAT TIME
ANNOUNCEMENTS; MR. FULLERTON MAKES A MOTION THAT THE OCTOBER
20, 1988 MEETING BE CANCELLED SINCE THE ONLY LISTED BUSINESS
WAS APPROVAL OF THE MINUTES OF THE SPECIAL MEETING ON
SEPTEMEER 29, 1988- SECOND BY MR. MAHONEY PASSED UNANIMOUSLY.
APPROVAL OF MINUTES FOR 9-1-88 AND 9-15-88 MEETINGS
MRS. KILKELLY MAKES A MOTION THAT THESE ITEMS BE ADDRESSED AT
THE END OF THE NEW BUSINESS SECOND BY MR. GiLCHER PASSED
UNANIMOUSLY.
OLD BUSINESS; DAVES LAWN CARE - HOME OCCUPATIONAL LICENSE
DAVID PLEiMAN IS PRESENT AND STATES HE WISHES THE BOARD TO
RECONSIDER THE APPLICATION NOW THAT THERE IS A FULL BOARD
MRS. KILKELLY STATES FOR THE MEMBERS THAT WERE ABSENT THAT
THE VOTE ENDED IN A 3-8 TIE AND NO DECISION WAS MADE.
ME. PLEIMAN STATES HE WILL NOT SHARPEN BLADES OR DO REPAIRS
ON THE LAWN MOWERS AT HIS RESIDENCE IN SEBASTIAN IF THAT WiLL
HELP IN GETTING HIS LICENSE APPROVED.
MR. FULLERTON MADE A MOTION TO APPROVE THE HOME OCCUPATIONAL
LICENSE FOR DAVID PLEIMAN AKA DAVE'S LAWN CARE AT 425 JOY
HAVEN DRIVE SEBASTIAN SECOND BY MR. KRULIKOWSKI
ROLL CALL RESULTS IN A 5-2 VOTE LICENSE APPROVED MR. GtLCHER
AND IIRS. TAYLOR VOTED NO.
ATTORNEY KRUZCAMP ASKS PERMISSION TO SAVE THE CITY SOME MONEY
AND LEAVE SINCE THERE DOESN'T SEEM TO BE ANYTHING
CONTROVERSIAL ON THE REMAINING AGENDA ITEMS.

MR. CAREY IS PRESENT TO ANSWER QUESTIONS
· THERE WAS NO PUBLIC iNPUT ON THIS APPLICATION
MR. COOPER GOES OVER THE STAFF COMKENTS SUGGESTING PARKING
AND MR. KRULIKOWSKI STATES IT HAS ALWAYS BEEN THE BOARDS
FEELING IN THE PAST THAT HOUSES WITH CIRCULAR DRIVES PROVIDE
ENOUGH PARKING IN THE DRIVE TO ACCOMMODATE MODEL HOKES AND
ADDITIONAL SWALE PARKING SHOULD NOT BE REQUIRED.
MOTION BY MR. FULLERTON TO APPROVE THE MODEL HOI~E PERMIT FOR
GERALD CAREY FOR LOT 24, BLOCK 304 UNIT 10 WITH THE
ELIMINATION OF THE THREE PARKING SPACES ON BREAKWATER AND
ALLOWING THE CIRCULAR DRIVE PARKING ONLY MRS. TAYLOR MADE THE
SECOND PASSED UNANIMOUSLY.

FOR PARKING WAS MADE BY MR. KRULIKOWSKi SECOND BY MR. MAHONEY
BRUCE CLARIFIES THAT HE IS RECOMMENDING OPTION A AND THAT

BEGUN THERE IS NO WAY THAT ANYONE CAN GET UP THERE SINCE IT
IS BLOCKED OFF. FR. WADSWORTH ASKS IF FRS. POOLS TALKED TO
HIM ABOUT THE RETENTION AREA AS WELL AND HE INDICATED SHE
NEVER MENTIONED IT.

TO GO OVER HIS LETTER OF OCTOBER 6, 1988 WITH BOARD REGARDING
THE POINTS BROUGHT OUT IN THE LAST MEETING. CHAIRMAN ASKS
THE ATTORNEY PROCEDURE REFERENCE PUBLIC INPUT. ATTORNEY
ADVISES THAT THE PUBLIC HEARING HAS BEEN CLOSED AND CANNOT BE
REOPENED HOWEVER, THE APPLICANT CAN SPEAK REGARDING THE
PROJECT.
DARRELL MCQUEEN SPEAKS ON BEHALF OF SEBASTIAN LAKES -
DISCUSSION STARTS WITH THE PAVING OF LACONIA STREET AND MR.
MCQUEEN STATES HE RECALLS IN THE ORIGINAL APPROVAL THAT THE
CITY WAS TO SHARE THE COST OF THE IMPROVEMENTS'. MR COOPER
STATES HE HAS NOT LOCATED ANY DOCUMENTATION STATING THE CiTY
WILL SHARE THE COST BUT IF THE APPLICANT CAN PROVIDE THE
NECESSARY BACKUP HE WOULD HAVE NO PROBLEM ACCEPTING IT AT A
LATER DATE.
DISCUSSION THEN TURNS TO THE RV STORAGE AREA AND MR. MCQUEEN
ASKS IF THEY CAN HAVE A TEMPORARY APPROVAL OF THE NEW
LOCATION UNTIL THE SEASON IS OVER AND THEN THEY WILL COME
BACK WiTH A MORE SUITABLE LOCATION WITHIN THE PROJECT.

PRESIDENT OF THE SEBASTIAN LAKES PROPERTY OWNERS ASSOCIATION

DISCUSSION TURNS AGAIN TO THE TiME FRAME FOR THE ROSELAND
ROAD EXTENSION AND THE IMPROVEMENTS TO LACONIA STREET
MR. COOPER ASKS STAN BOLIN FROM INDIAN RIVER COUNTY TO
CONiMENT REFERENCE NOT NEEDING THE ROSELAND ROAD EXTENSION TO
CONJ(ENCE CONSTRUCTION OF THE LIBRARY BECAUSE THEIR MAIN
ENTRANCE WILL BE OFF CR 512 AND THEY WILL ALLOW FOR A FUTURE
CONNECTION TO ROSELAND ROAD WHEN COMPLETED.
MR. FULLERTON ASKS BRUCE IF HE FEELS A BOND OR LETTER OF
CREDIT IS STILL NECESSARY - BRUCE ANSWERS NO BECAUSE THE
APPLICANT HAS TO COMPLETE THE IMPROVEMENTS OR NO'__

d. THE DEVELOPER SHALL CONCUR WITH INDIAN RIVER COUNTY IN
ORDER TO DETERMINE SUFFICIENT FUNDS NEEDED FOR COMPLETE
SIGNALIZATION OF THE INTERSECTION OF CR 512 AND ROSELAND
ROAD. THIS MONEY TO BE PUT IN ESCROW PRIOR TO THE ISSUANCE
OF ANY BUILDING PERMITS IN THE COMMERCIAL ZONE.
e. THE REMAINDER OF ROSELAND ROAD EXTENSION AS DESCRIBED IN
THE SITE PLAN SUBMITTED BY THE DEVELOPER SHALL BE.-

ATTORNEY WITH THE INCLUSION THAT THELACONIA IMPROVEMENTS BE
DONE. TO FDOT STANDARDS. SECOND BY I~RS. KILKELLY. UNDER
DISCUSSION MR. GILCHER ASKED THAT THE MOTION BE AMENDED TO
INCLUDE THE LENGTH OF LACONIA STREET AS RUNNING FROM CR 512
TO GRANDEUR AVENUE SO THERE IS NO MISTAKE AS TO HOW LONG THE
IMPROVEMENTS SHOULD BE. BOTH MR. WADSWORTH AND MRS. KILKELLY
AGREE TO AMEND THE MOTION - ROLL CALL RESULTED iN A
UNANIMOUS APPROVAL.
