THE PLANNING AND ZONING COMMISSION WILL BE HOLDING A WORKSHOP
TO DISCUSS THE PROPOSED TREE ORDINANCE ON THURSDAY, OCTOBER
8TH, 1992 AT 7:00 P.M. IN THE CITY COUNCIL CHAMBERS, 1225
MAIN STREET, SEBASTIAN, FLORIDA.

VICE CHAIRMAN THOMPSON OPENED THE MEETING AT 7:00 P.M.
PRESENT; MR. THOMPSON, MRS. KILKELLY, MR. SHROYER
MR. FISCHER, MR. GOLDSTEIN, MRS. DAMP
ABSENT; MR. FULLERTON, MR. FIRTION AND MR. KRULIKOWSKI ALL
EXCUSED
ALSO PRESENT; LINDA KINCHEN, SECRETARY, BRUCE COOPER,
COMMUNITY DEVELOPEMENT, CATHY HILTON ARRIVED LATE
ANNOUNCEMENTS; MR. THOMPSON ASKS FOR MOTION TO ADD
RETENTION OF CITY PLANNER POSITION TO THE AGENDA.
A MOTION TO ADD WAS MADE BY MRS. KILKELLY SECOND MRS. DAMP
PASSED UNANIMOUSLY.

APPROVAL OF MINUTES - NONE
TREE ORDINANCE DISCUSSION: MR. COOPER GOES OVER THE PROPOSED
ITEMS WITH THE COMMISSION: FOOTPRINT PLUS 5 AROUND PER
SHIRLEY SHOULD REMAIN. TREE PROTECTION PLAN SHOULD BE
REQUIRED AND ALSO WOULD LIKE TO SEE THE POINT SYSTEM USED
MR. SHROYER, MR. GOLDSTEIN AND MRS. DAMP ALL FEEL THE
PROPOSED ORDINANCE IS TOO COSTLY AND TOO LENGTHY.
THE COMMISSION AGREED THAT THERE SHOULD BE 7 TREES MINIMUM 6
FEET HIGH EXCEPT CITRUS WHICH CAN BE FOUR FEET
THE COMMISSION GOES OVER ITEMS ON PAGE TWO ONE BY ONE ITEM 1
IS REPLACED WITH MR. SHROYERS.SUGGESTION OF 90% OF THE FIRST
10,000 AND 500 SQ FEET FOR EACH ADDITIONAL 1000 SQ FT.
ITEM #2 TREES TO BE EIGHT FOOT HIGH AND 10 FOOT HIGH WITH
CAALIBER TO BE DETERMINED BY'FORESTRY DEPARTMENT AFTER
DISCUSSION WITH BRUCE.
ITEM 3 TO BE KEPT IN THE NEW ORDINANCE
ITEM 4 NEEDED ONLY TO SHOW MINIMUM TREES OR TREES TO REMAIN
UNTOUCHED.
ITEM 5 SHOULD BE USED TO REDUCE THE MINIMUM NUMBER REQUIRED
IF SAVES BIG TREES.

NEW BUSINE86 ADDITION TO AGENDA: CITY PLANNER RETENTION
MR. THOMPSON EXPLAINS THAT HE REQUESTED THIS BE ADDED TO THE
AGENDA BECAUSE THE CITY COUNCIL WILL BE DISCUSSING IT AT
THEIR REGULAR MEETING ON OCTOBER 14, 1992 AND HE FEELS THE
COMMISSION SHOULD HAVE A RECOMMENDATION TO RETAIN THE
POSITION. THERE IS SOME DISCUSSION BY THE MEMBERS AND THEN
A MOTION TO PREPARE A LETTER OF RECOMMENDATION TO RETAIN THE
POSITION OF CITY PLANNER WAS MADE BY MRS. KILKELLY SECOND MR.
SHROYER PASSED UNANIMOUSLY.
MR. GOLDSTEIN MADE A MOTION TO AMEND THE MAIN MOTION TO
INCORPORATE MR. SHROYER'S COMMENTS MADE UNDER DISCUSSION
SECOND MR. SHROYER PASSED UNANIMOUSLY

COPY OF THE LETTER OF RECOMMENDATION IS ATTACHED AND MADE A
PART OF THESE MINUTES.
BRUCE COOPER SPEAKS REGARDING 8 FOOT FENCES FOR PROPERTIES
ABUTTING CR 512 WANTS TO AMEND THE CODE TO ALLOW THESE PEOPLE
TO OBTAIN PERMITS FOR EIGHT FOOT FENCES WITHOUT A VARIANCCE.
THE COMMISSION HAS NO PROBLEMS.

MEMORANDUM

RE: Funding of City Planner Position
At their Special meeting held on Thursday, October 8, 1992,
the Planning and Zoning commission made the following motion.
A motion to recommend to City Council that the position of
City Planner be retained. The comments of the members are as
follows:
Mr. Goldstein: "There is a phase that God is in the details
I don't know who said that but I agree I haven't been here
very long but I can tell you that without professional
assistance, we on the Planning Commission are going to have
some of those details drop by the wayside and therefore, I
would urge the rest of the Commissioners to support retaining
the position of the City Planner and lets keep the details
in our code.
Mr. Shroyer "Basically the City Planner and the City Engineer
have made our Job a beck of a lot easier they have also
picked up on a lot of items that have been dropped along the
wayside over the past seven or eight years and for those two
reasons alone I think it is worthwhile keeping her. I may
not agree 100% with you but"
Mrs. Kilkelly states "I would like to say to me that the City
Planner has provided us with guidance, not Just made our jobs
easier but has provided us with guidance and also given us
some visibility of what we do in the future, therefore, I
feel it is necessary to retain the Job and more specifically
to retain the City Planner that we have. "
Mrs. Damp, "I previously spoke Cathy your were not here,
but I previously spoke at the very beginning of the meeting
would you like.me to restate my concern" Chairman states
Please. "I too feel that a City Planner in the caliber of
Miss Hilton she has been our liaison, the one we turn to for
guidance, and helping us do our job and who would we have to
do this work behind the scenes if it were not for someone
like herself. I cannot visualize how we could do our job
without someone like you, like her to do this for us and it
seems like our job would almost be impossible without the
City Planner"
Mr. Thompson, "Well, I'll express mine, I already have that I
think we need a City Planner and I do not agree that we
should be discontinuing the funding for the City Planner
position."
Mr. Shroyer:
"Many of these things that are being discussed are part of
the job of City Planner and being part of the job I don°t
think we can do much more then say she has been doing an
outstanding job on those particular functions and her other
accomplishments as far as going out and getting Grants and a
few additional items are appreciated by the citizens of the
City of Sebastian and since she has come on board she has
acquired quite a few grants and has done many of the things
that have not been done in the past and that a loss of her
and that position over the next couple of years would
probably cost us five to ten times the amount that it would
cost us to retain her in her present position. This being the
case that the Planning and Zoning Commission feels that she
should be retained due to the fact she is providing
additional funds for the City and without her or someone to
do it the City would be losing out on a considerable amount
of money and grants"
"Mrs. Damp states her legal ease of understanding Government
policy and rules and regulations is certainly very worthwhile
and needed in our job and as well as other government jobs in
the City."
Mr. Goldstein "Mr. Chairman I don't really think that we can
separate the individual from the position, perhaps it is
possible but I don't think in this case it is and I would
move that Mr. Shroyers eloquent statement that he just made
be presented to the next city Council meeting, although we do
have a motion on the table. So perhaps, I move to amend the
previous motion to incorporate Mr. Shroyer's statement and
forward it to th® Council."
