Franco City Eng~ineer PLANNING AND ZONING COMMISSION SPECIAL MEETING MINUTES OCTOBER 9, 1986 MEETING WAS CALLED TO ORDER BY VICE CHAIRMAN KRULIKOWSKI AT 6:40 P.M. PRESENT: MR. MAHONEY, MR. OLTMAN, MR. KRULIKOWSKI, MR, WADSWORTH, MRS. TAYLOR, MR. THOMPSON. EXCUSED: HAROLD EISENBARTH, BOB FULLERTON ALSO PRESENT: LINDA KINCHEN, SECRETARY APPROVAL OF MINUTES NONE OLD BUSINESS: MOTION TO PUT KENTUCKY FRIED CHICKEN ON THE AGENDA BY MR. MAHONEY, SECONDED BY MRS. TAYLOR. PASSED UNANIMOUSLY. MISCELLANEOUS DISCUSSION TOOK PLACE NO ACTION WAS TAKEN. NEW BUSINESS= LONG RANGE PLANNING MR. WADSWORTH HAS TWO POINTS HE WOULD LIKE TO SEE THE BOARD CONSIDER IN THE FUTURE. #1 WATER AND SEWER #2 COMMITTEE OF 100 TO LOOK INTO INDUSTRIAL DEVELOPMENT. DISCUSSION WAS MADE ON BOTH AND A SUGGESTION WAS MADE THAT PERHAPS THE NORTH iNDIAN RIVER COUNTY PROFESSIONAL BUSINESSMENS ASSOCIATION COULD ACT AS THIS COMMITTEE. NO OTHER ACTION WAS TAKEN. PLANNING AND ZONING COMMISSION SPECIAL MEETING MINUTES OCTOBER 9, 1986 PAGE TWO MR. THOMPSON: FELT THAT THE REQUIREMENT ON THE PUD'S PERTAINING TO THE 18 MONTH SUBMITTAL SHOULD BE CHANGED TO START AFTER THE DRI REPORT IS FURNISHED TO THE CITY. HE FEELS IT SHOULD BE 18 MONTHS AFTER THE DEVELOPMENT ORDER IS TAKEN AND THEN THAT THEY NOT BE GIVEN ANY EXTENSIONS. NO ACTION WAS TAKEN MR. KRULIKOWSKI: FEELS THAT WE SHOULD ABOLISH ALL HOME OCCUPATIONAL LICENSES. DURING DISCUSSION IT WAS REQUESTED OF THE SECRETARY TO HAVE ATTORNEY PALMER AT THE NEXT REGULAR MEETING. MR. OLTMAN: FELT THAT IT WAS IMPORTANT THAT IT BECOME A POLICY THAT ALL MOTIONS BE READ PRIOR TO THE VOTE. DISCUSSION TURNS TO SITE PLANS BEING APPROVED WITH NO CONTINGENCIES TO AVOID ANY FUTURE PROBLEMS. CLARIFICATION OF "NO CONTINGENCIES" MEANS OTHER THAN THE ONES WHICH ARE ALWAYS NECESSARY SUCH AS IMPACT FEES, HEALTH DEPARTMENT ETC. MR. OLTMANS SECOND ITEM PERTAINED TO THE AIRPORT AND THE POSSIBLE ABANDONMENT BY THE FAA FOR FURTHER DEVELOPMENT. NO ACTION WAS TAKEN MR. MAHONEY QUESTIONED THE DIFFERENCES ON PAGE 325 #4 AND PAGE 394 #3, PERTAINING TO SETBACKS FOR GASOLINE STATIONS. HE FEELS THAT THE 5011i~FOOT FROM THE BUILDING RULE FOR GAS PUMPS SHOULD BE CHANGED BECAUSE IT IS HIGHLY UNREASONABLE FPR GAS STATIONS BUT SHOULD REMAIN IN EFFECT FOR CONVENIENCE STORES SELLING GAS. THiS IS SECTION 20A-6.1 12 B-2 NO ACTION WAS TAKEN. MOTION TO ADJOURN BY MR. THOMPSON SECONDED BY MR. WADSWORTH CARRIED UNANIMOUSLY MEETING ADJOURNED AT 8:15 P.M. L.
