HomeMy WebLinkAbout10111984 PZ MINUTES - PLANNING AND ZONING BOARD SPECIAL WORKSHOP - OCTOBER 11, 1984 - DRI Special workshop for the Saint Sebastian DRI was held October 11, 1984 at 7:32 P.M. in the council chambers. Members present were Chairman Gene Harris, Vice-Chairman Harold Eisenbarth, members Jewell THompson, Bill Mahoney. Also present was Ned Vick, developer for the project. Chairman Harris described where the property was located and gave an over-view of each section of the DRI. Ned Vick added some information as to how the DRI was developed, and what agencies were involved. Harold Eisenbarth asked what the developer was asking of us? Gene Harris answered that we were being asked to give any recommendations we had to the city council to aid in their decision making. Ned Vick said after city acts on it, it will go back to the Treasure Coast Council. Board discussed having the cou~uercial development wait until 50 initial units are done. Also discussed why there was a one year extension - Mr. Vick explained the Treasure Coast Planning Council gave them four dates, cancelled four times, so they needed the extra year, extending to October 6, 1985. Mr. Vick also stated that the project would add approximately $110,000,000.00 in property value to the ad valorem tax roles, which would be a great asset to the city. He further stated it was the prettiest piece of property around, and they want to keep it that way. Discussed drainage, the PUD ordinance covers drainage, they have to comply with it. EfflUent~v~r Bill Mahoney pointed out that the Golf Advisory Board recommended the effluent be used on the Golf Course as a means of irrigation. The Chairman of the Planning and Zoning Board, Bill Messe~m~h, ~ bo~h Treasure Coast and the St. John's Water Management approved as well. The golf course has 150+ acres, and could use approximately 1,000,000 gallons of spray per day. The PUD was only planning to give approximately 400,000 gals./day. Straightening of Main Street---discussed the deeding processes needed, and many. of the problems with traffic that would e~eTge as cons{ruction began, and when PUD was occupied. There was much discussion concerning the need for other means' of. egress rather than the residential s{reets' of Easy St., Fleming St., etc. The board is enthus.iastic about the development of the Power Line Road, realizing it will help somewhat with the traffic from the development. There was also some discussion concerning the Davis Road extension, problems' with obtaining Rail Road crossings-, problems-with sending people through Gibson Street in 'its. present s.tate, etc. Minutes - Planning and Zoning - Special Workshop - Oct. 11, 1984 Following all these discussions, Jewell Thompson made the following motion: The Planning and Zoning Board recommends to the City Council that the recommendations of the DRI report be incorporated in its entirety into their development orders, and in addition, if a U.S.%l/Davis Street extention can not be provided, the developer be required to finance and provide a roadway from the development to Roseland Road to the North. In addition, we recommend that the City Council include in their local recommendations that the developer provide a security bond sufficiently large enough to pay for the maintenance and rebuilding of Main Street and Easy Street during and following construction, to rebuild those streets to present condition, due to the type of equipment traversing those streets during the construction period. If it is not possible legally to enforce that requirement, we recommend those streets be remtricted to no construciton equipment (ie. concrete and gravel t~ucks, building supply trucks, semi-trucks, lowboys, etc.) and the developer be required to provide access at another location. We further recommend the City Council look specifically at the DRI recommendation on impact to public facilities, suggestion of additional access to boating and recreation and parking for the same. Harold Eisenbarth seconded the motion, which he had amended with the final sentence, passed unanimously. Following the formal meeting, Mr. Vick told the board how the name "Saint Sebastian" was used for the PUD. Meeting adjourned at 10510 P.M.
