THOMPSON, MR. SHROYER,ALTERNATE, MR. FUL. LERTON, MR. KRULIKOWSKI, MRS. O'CONNOR, ABSENT; MR. WADSWORTH, MR. LINDSEY, BOTH EXCUSED ALSO PRESENT; BRUCE COOPER, DIRECTOR OF COMMUNITY DEVELOPMENT, LINDA KINCHEN, SECRETARY ANNOUNCEMENTS; NONE APPROVAL OF MINLITES: SEPTEMBER 20, 1990 A MOTION TO APPROVE THE MINUTES AS SUBMITTED WAS MADE BY MR. THOMPSON, SECOND MR. FULLERTON-PASSED UNANIMOUSLY. OLD BUSINESS; MODEL HOME PERMIT - TOZZOLO BROTHERS - t781 BARBER STREET - WAYNE TOZZOLO IS PRESENT MR. THOMPSON QUESTIONS THE PARKING ON THE ADJACENT LOT AND BRUCE STATES IT' IS THE BEST SOLUTION. MR. THOMPSON FEELS IT WILL CREATE A PROBLEM. PUBLIC HEARING OPENED AT 7;10 P.M NO COMMENT FROM THE PUBt_iC -- PUBLIC HEARING CLOSED AT 7:10 P,M, A MOTION TO APPROVE THE MODEL HOME PERMIT FOR TOZZOLO BROTHERS WAS MADE BY MRS. WADSWORTH DURING THIS MEETING, tN MOTION TO DEFER DISCUSSION OF THE STORM SHELTERS TILL THE END OF NEW BUSINESS WAS MADE BY MR. SHROYER AND THE CHAIRMAN STATES IF IT !S THE CONSENSUS OF THE BOARD A FORMAL MOTION IS NOT NECESSARY - NO OBJECTION BY THE BOARD. NEW BUSINESS; MODEL HOME PERMIT SIMES CONSTRUCTION 1820 BARBER STREET CARROLL SIMES IS PRESENT TO ANSWER QUESTIONS. MR, THOMPSON SAYS THE PARKING DOES NOT CONFORM BRUCE STATES THAT PARALLEL PARKING WILL HAVE TO BE INSTALLED DUE TO THE DRAINFIELD BEING LOCATED IN THE FRONT WHERE PARKING WOULD NORMALLY BE PUT. A MOTION TO APPROVE THE MODEL HOME PERMIT FOR SIMES CONSTRUCTION AT 1820 BARBER STREET PROVIDED THAT THE PARALLEl_ PARKING IS IDENTIFIED BY SIGNS AND WHEEL STOPS WAS MADE BY MR. THOMPSON .... BACK AT 8:35 P,M, PARADISE MARINA PARKING ADDITION SITE PLAN, STAFF GIVES THERE COMMENTS FIRST BRUCE EXPLAINS THAT THE EAST SIDE TOTALLY MEETS THE CODE BUT THE WEST SIDE PARKING IS DESIGNED TO SAVE TREES AND IS TO BE COMMENDED FOR THE PLAN. RICHARD VOTAPKA - ENGINEER FOR PROJECT STATES THAT HE HAS NOTHING TO ADD SINCE BRUCE SAID IT' ALL, WOULD BE HAPPY TO ANSWER ANY QUESTIONS OR CONCERNS, MR. THOMPSON ASKS WHY THEY ARE ASK. ANNING AND ~ONiN_~ COMMISSION REGULAR MEETING MINUTES OCTOBER PAGE FOUR A MOTION TO APPROVE '[-HE SITE PLAN FOR THE PARKING ON THE EAST SIDE OF INDIAN RIVER DRIVE AS SHOWN ON UNNUMBERED PLAN DATED OCTOBER 2, 1990 SHEET 2 OF 2 PREPARED BY PETERSON AND VOTAPKA CC) OF VERO BEACH FLORIDA FURTHER BASED ON THE STAFF AND APPLICANT TESTIMONY AND AUTHORITY CONTAINED IN SECTION 20A8,B PAGE 559 OF THE LDC THAT THE PARKING FOR THE WEST SIDE OF INDIAN RIVER DRIVE BE APPROVED AS SHOWN ON THE ABOVE REFERENCED PLAN SUBJECT TO THE STAFF APPROVING THE DRAINAGE CALCULATIONS AND DESIGN PRIOR TO ~SSUANCE OF BUILDING PERMIT. THIS APPROVAL OF PARKING ON THE WEST SIDE OF INDIAN RIVER DRIVE AGREES TO THE PARKING SPACES TO ALL BE DESIGNED FOR COMPACT CAR PARKING. ALSO POROUS PARKING SURFACE ZS APPROVED BASED ON THE S'TAFF RECOMMENDATIONS FURTHER BOTH CURB CUTS SHALL BE APPROVED BY INDIAN RIVER COUNTY MADE BY MR, THOMPSON SECOND MRS. KiLKELLY -- MOTION PASSES 5-2 WITH MR. FULLERTON AND MR. KRULIKOWSKI VOTING NO, MR. KRULIKOWSKI DOESN'Y FEE[_ COMFORTABLE APPROVING PARKING BEFORE THE USE IS DESIGNATED. POLITICAL SIGN CHANGES MR. SHROYER SPEAKS ON HIS PROPOSAL. A MOTION TO RECOMMEND TO CITY COUNCIL THAT THEY INSTRUCT THEIR ATTORNEY TO PREPARE AN ORDINANCE: SIMILAR TO THE NEW PART B WITH THE ADDITION THAT SOMETHING BE PUT IN REGARDING RUN-OFFS- ETC SO SIGNS DO NOT HAVE TO BE REMOVED. MR. THOMPSON MADE THE MOTION SECOND BY MRS. KILKELLY PASSED 5-2 WITH MRS. O'CONNOR AND MR. KRULIKOWSKI VOTING NO.
