PLANNING AND ZONING COMMISSION
MINUTES OF REGULAR MEETING
OCTOBER 21, 1999
This meeting is being voice transm~ed over Falcon Cable Television channel 35.
Chairman Schulke called the meeting to order at 7:04 P.M.
The Pledge of Allegiance was said.

ANNOUN~EMENT~
Chmn. Schulke announced that Mr. Mathis is excused from this' meeting and Mr.
Evely(a) will be voting in his place.
He also noted that tonight is Mr. Mather's last meeting as his term is up and he does not
seek reappointment. Mr. Mather will be missed by all.
The Secretary passed out a questionnaire for Commission members to voluntarily
provide information about gender, race, and disability for a report to go to the Division of
Elections, Florida Department of State.
Jan King announced that item 7. B. on tonight's agenda be pulled, as requested by
Lincoln Smith. It will be re-advertised and come back before this Commission at the
next meeting.

I recommend we approve the minutes of 9/30/99 the LPA Workshop.
A voice vote was taken. 7 - 0 motion carded.

NEW BUSINESS:
A. Public Hearings- HOME OCCUPATIONAL LICENSES:
1. 713 S. Easy Street - Roger Dunford - Handyman
Roger Dunford was present and was sworn in by the Chairman at 7:11 P..M. Jan King
was also sworn in at this time.
There were fourteen (14) notices of hearing sent out and there were no objection or non-
objection letters received.
Mr. Dunford gave a brief presentation.
Jan King gave staff presentation and recommended approval.
Chmn, Schulke opened and closed the public hearing at 7:13 P.M., as .there was no
public input.
MOTION by Gerhold/Evely(a)
I make a motion wa approve the Home Occupational License for Handyman for
Roger Dunford, 713 S. Easy Street.

2. 642 Belfast Terrace - Harry Foxwell - Hauling
Mr. Foxwell was present, was sworn in by the Chairman at 7:11 P.M., and gave a brief
presentation.
There were thirty-five notices of headng Sent, and there were no objection or non-
objection letters received.
Jan King gave staff presentation, noted that the applicant's large truck will be kept at a
storage facility, and recommended approval.
Chmn. Schulke opened and closed the public headng at 7:14 P.M., as 'd'tere was no
public input.
Mr. Barrett reminded the applicant that if his commercial truck is ever found parked at his
residence, he will be subject to revocation of this occupational license.
MOTION by Vesia/Mather
I make a motion that we approve the Home Occupational License for Harry D.
Foxwell Trucking at 642 Belfast Terrace.

Mrs. Claudette Payne was preSent and was sworn in at 7:17 P.M. by the Chairman.
There ware fourteen (14) notices of hearing sent and no objection or non-objection
letters received.
Mrs. Payne gave a brief presentation.
Jan King gave staff presentation and recommended approval.

I make a motion that we approve Charies and Claudette Payne, 672 BreakWater
Terrace, for Home Occupational License for (Concrete) Contractor.

Mrs. Voelker was present representing her husband, and was swom in at 7:20 P.M. by
the Chairman.
There were thirty-nine notices of hearing sent and there were no objection or non-
objection letters received;
Mrs. Voelker gave a bdef presentefion.
Jan King gave staff presentation and recommended approval. She noted that the truck
will never be parked at the home.
Chmn. Schulke opened and closed the public hearing at 7:22 P,M., as .there was no
public input.
MOTI.ON by Barrett/Mather
I recommend we approve Frederick L. Voelker, Jr., 541 Brookedge Terrace for
an Occupational License for a hauling business.

B. PUBUC HEARING - Recommendation to City Council - Request for
Waiver of Section 20A-19.6.3.C,6.b($), Riverfront Overlay Olstrlct -
Lincoln Smith - 1716 Indian River Drive
This issue was pulled from the agenda by the applicant. It will be m-noticed and placed
on the agenda for the next meeting.
CHAIRMAN MATTERS:
Chairman Schulke asked that the packets be .provided to the Commission members
earlier, preferably the Friday before the meeting.

MEMBERS MATTERS:
Mr. Barrett extended congratulations to Mr. Tracy Hass on his pending marriage on
Saturday, October 23, 1999.
DIRE~.TOR MATTERS:.
Jan King noted that there is a revised schedule of LPA meeting dates in each
Commission member's packet for tonight.
She also gave information on City Council's directive to the City Manager to pull out the
Riverfront sections of the Zoning Districts, the new districts that will be in the Riverfront
area. She noted that, apparently, Council wants to get the Code for the Riverfront in
place soon since the LDC has taken so much extra time. These Riverfront zoning
districts will then be combined with the LDC at a later time.
