HomeMy WebLinkAbout11011984 PZMINUTES - PLANNING AND ZONING BOARD NOVEMBER 1, 1984 ~gular meeting of the Planning and Zoning Board called to order at 7:30 P.M. by Vice-Chairman Harold Eisenbarth in the Council Chambers of the City of Sebastian, November 1, 1984. Members present were Vice- Chairman Eisenbarth, members Bob Fullerton, Bill Mahoney, Stan Krulikowski, and Jewell Thompson. Excused were Chairman Gene Harris and Marjorie Poole. Minutes of the October 18, 1984 meeting were read and discussed. Motion made by Stan Krulikowski they be approved as read, Bill Mahoney seconded the motion, passed unanimously. Jewell Thompson made the motion a legal opinion be requested of Attorney Tom Palmer regarding the October 22, 1984 memo from MosbY-Robbins concerning Storm Water Management and its applicability to subdivisions. Motion was seconded by Bill Mahoney, passed unanimously. The board was brought up-to-date on the Roland Miller parcels for which rezoning and land use amendments have been requested. They will be dis- cussed by the Indian River County Planning and Zoning Board next Thursday. Jack Spira, speaking on behalf of Huntley Jiffy Marts, requested a land use amendment for Lots 19-21, Block 185, Unit 8, Sebastian Highlands, from COR tO CG, I.C-1 to C-2. He was advised that C-1 or C-2 would allow gas stations as special exception. Vice-Chairman Eisenbarth questioned whether there were any deed restrictions that would prevent the gas station along this area. Mr. Spira said he would check. Board advised applicant he would need a more thorough site plan, showing elevations, engineering, and use before the public hearing. Jewell Thompson made the motion that a Planning and Zoning Board Public Hearing be scheduled as soon as the paper work was complete, Stan Krulikowski seconded the motion, passed unanimously. A conceptual site plan for a home/business for Mary and Bobert Flood to be located on Lot 3, August Park subdivision was presented. There was some discussion concerning primary use, first floor occupancy, etc. for a home built in C-2 zoning. CW land use would allow the homewithout a business, but C~2, A-3, allows home only if not primary use, and only if not on main street frontage. There was also some discussio~ concerning setbacks, turn radius on driveway, cooler elevations, etc. Bob Fullerton suggested the applicant bring back the finished drawings for the next meeting, and he made the motion the board request clarification of paragraph 3 of Zoning Ordinance 202, Section IX, C-2 for residential use. Bill Mahoney seconded the motion which carried unanimously. Secretary was instructed towrite to Attorney Tom Palmer for his clarification. Minutes - Planning and Zoning Board - Nov. 1, 1984 Steve Philipson, on behalf of the Father and Son Plaza, came to the board with a request for a change in the second building of phase 1. Following some discussion concerning the project, he was advised to fill out an application for a modification site plan, get his final plan to Mosby-Robbins as soon as possible so that it can be scheduled for November 15 meeting, and return at that time.
