THOMPSON APPROVED A MINOR MODIFICATION TO THE SITE PLAN OF THE FLORIDA POWER & LIGHT BUILDING AT 1698 N. CENTRAL AVENUE. THE APPROVED CHANGES INVOLVED AN ALUMINUM CANOPY AND THE RESURFACING/RE-MARKING OF THE PARKING LOT. GREGORIS STATES THE HOME AT 1367 IS'iN ITS SECOND YEAR AND THE HOME AT 1373 HAS JUST COMPLETED ITS FIRST. MR. FALKE QUESTIONS WHY COMMISSIONERS HAVE NO DRAWINGS OR SITE PLANS? MR. COOPER STATES THESE HOMES HAVE BEEN IN EXISTENCE AND THERE HAVE NO PROBLEMS OR COMPLAINTS. AN ON-SITE INSPECTION FOR PARKING IS DONE BEFORE THE PERMIT IS ISSUED. MR. OLD BUSXNBSS: AMENDING THE LAND DEVELOPMENT CODE REQUIREMENTS FOR TYPE OF CONSTRUCTION FOR ACCESSORY STRUCTURES PLANTING IN THE RIGHT-OF-WAY MR. COOPER INFORMS THE BOARD THAT BECAUSE HE WAS AT A CONFERENCE THE PREVIOUS WEEK HE DID NOT HAVE TIME TO PUT TOGETHER A PACKET FOR THESE TWO MATTERS. HE HAS BEEN RECEIVING OPINIONS AS REQUESTED FROM THE MEMBERS AND ASKS TO MOVE THESE DISCUSSIONS TO THE NEXT REGULAR PLANNING AND ZONING MEETING. MR. COOPER WOULD LIKE TO FORMULATE A PROPOSED AMENDMENT TO THE ACCESSORY BUILDING ORDINANCE AND PRESENT IT TO THE COMMISSION. THIS PLANNING AND ZONING DISCUSSION UP BY MR. GOLDSTEIN IS A WAY TO GET BOARD MEMBERS MIND'S TRACK AND TO KEEP THINKING ABOUT IT, COMING UP WITH IDEAS :CTIONS. ~YER VOICES A CONCERN BEFORE THE MAIN DISCUSSION IS STARTED. WAS TRYING TO LOCATE THE MINUTES OF THE SPECIAL MEETINGS AND ZONING HAD BACK IN 1991, HE COULD NOT FIND THEM IN ]ITY CLERK'S RIVERFRONT DEVELOPMENT FOLDER, NOR iN STAFF'S & ZONING RIVERFRONT FOLDER. HE NOTES HOW MUCH TIME THE AND ZONING COMMISSION PUT IN FOR THEIR RECOMMENDATIONS ON RFRONT ISSUE AT THAT TfME~ AND REGRETS THAT NEITHER FOLDER lES OF THOSE MINUTES FOR THE PUBLIC TO REVIEW. HE REQUESTS E COPIES OF THOSE MINUTES BE PUT INTO THE RESPECTIVE RLANNING AND ZONING COMM.ISS.ION REGULAR MEETING OF NOVEMBE~ 199% MR. GOLDSTEIN BEGINS HIS DISCUSSION. HE RECOGNIZES AND COMMENDS ALL PREVIOUS COMMITTEES INVOLVED WITH THE RIVERFRONT DEVELOPMENT AND APPRECIATES THEIR CONTRIBUTIONS. HE FEELS IT IS TiME TO REVISIT THIS TOPIC. ALL MEMBERS RECEIVED TONIGHT A TWO PAGE POSITION PAPER FROM HIM AND MR. GOLDSTEIN SUMMARIZES A FEW POINTS THAT NEED ELABORATION. PLANNING AND ZONIN~ IS THE RIGHT BODY TO ADDRESS THIS MATTER. HE REGRETS THAT SOME BELIEVE ANOTHER SPECIAL COMMITTEE NEEDS TO BE SELECTED AND HAVE THIS MATTER GO THROUGH THEM. IT'S IN THE CODE BOOK THAT PLANNIN~ AND ZONING SHOULD BE DEALING WITH THIS TYPE OF PLANNING AND DECISION, AND THE MEMBERS WERE APPOINTED FOR THAT ROLE. ELEMENTS OF THE CURRENT PLAN, THE RIVERFRONT STUDY ALONG WITH THE 1993 PLAN OF ACTION, ARE IMPLEMENTED, BUT THE PLAN AS A WHOLE IS BEING IMPLEMENTED ON A PIECE-MEAL BASIS. ZONING HAS YET TO BE FINALIZED IN THE AREA. SOME IMPROVEMENTS ARE SCHEDULED, BUT NOT CRITICAL ONES. MR. GOLDSTEIN FEELS THE ENTIRE PLAN SHOULD BE LOOKED AT AGAIN AT THIS POINT. WITH RESPECT TO THE PLAN THAT IS PRESENT NOW, IT HAS UNACCEPTABLE ELEMENTS OR ELSE IT WOULD HAVE BEEN APPROVED BY CITY COUNCIL AND WE WOULD BE NOW OPERATING UNDER THE GUISE OF A REAL PLAN. MR. GOLDSTEIN STATES HIS THOUGHTS ON SOME BETTER APPROACHES TO COME UP WITH AN ACCEPTABLE PLAN. FIRST HE FEELS THE BOARD SHOULD ACTIVELY SEEK OUT THOSE INDIVIDUALS WHO WERE AGAINST THE OLD PLAN AND WORK WITH THEM. THEIR OBJECTIONS FORM A LIST OF THIN~S THAT NEED TO BE ADDRESSED ON THE NEW PLAN - LACK OF PARKING, AND THE OBJECTION THAT RESIDENTS DON'T WANT TO PAY FOR IT. SECOND, THE IMPROVEMENTS SHOULD BENEFIT EVERYONE. IMPACT FEES MIGHT BE ASSESSED AGAINST NEW BUSINESSES FOR PARKING. A SPECIAL ASSESSMENT DISTRICT COULD BE LOOKED AT. BUSINESSES BENEFITTING THE MOST FROM A PARKING PLAN COULD BE ASSESSED MORE THAN THOSE BENEFITTING LEAST. OTHER CONSIDERATIONS ARE PROTECTING THE EXISTING LANDOWNERS/USERS FROM BEING FORCED OUT. HAVING HOMEOWNERS THERE ADD FLAVOR TO THE AREA WE DON'T WANT TO LOSE. ARCHITECTURAL GUIDELINES SHOULD BE USED TOO. AREA RESIDENTS, NOT OUTSIDERSf SHOULD BE INVOLVED WITH THOSE DECISIONS. OWNERS ALREADY IN THE RIVERFRONT AREA SHOULD BE EXEMPTED FROM NEW STANDARDS. HE HOPES HIS POSITION PAPER WILL SPARK SOME COMMENTS FROM THE OTHER BOARD MEMBERS. MRS. BRANTMEYER QUESTIONS USING METERED PARKING BY THE BOAT RAMP IF FEDERAL AND/OR STATE FUNDS WEREUSED TO BUILD THE RAMP. MR. COOPER STATES THE CITY ATTORNEY NEEDS TO REVIEW THAT POINT. THERE ARE RESTRICTIONS ON CERTAIN PURCHASES OF PROPERTY, ACQUISITIONS OR IMPROVEMENTS THROUGH CERTAIN GRANT MONIES. IT DEPENDS ON WHERE THE PARKING IS GOING TO BE. HE WOULD HAVE NO PROBLEM WITH HAVING HIS COMMENTS FORWARDED TO CITY COUNCIL, EITHER UNDER HIS NAME OR ADOPTED BY THE COMMISSION. MR. SHROYER RECOMMENDS THE MINUTES OF THE TWO SPECIAL MEETINGS PLANNING AND ZONING HAD IN 1991 BE FORWARDED WITH MR. GOLDSTEIN'S LETTER ALSO. THEY WERE THE PLANNING AND ZONING COMMISSION'S FEELINGS IN 1991AND THE PRESENT CITY COUNCIL MIGHT NOT BE AWARE OF THEM. CHMN. THOMPSON HAS NO OBJECTIONS WITH SENDING THE LETTER TO CITY COUNCIL. MR. FALKE BRINGS UP A CONCERN OF A CONDITION THAT IS OCCURRING ON U.S. #1 SINCE THE OPENING OF THE NEW WALMART STORE. TRAVELERS ARE MISSING THE TURN INTO WALMART AT THE LIGHTS AND ARE USING THE MEDIAN OPENING AT ST. SEBASTIAN CATHOLIC CHURCH. ACCIDENTS SEEM TO BE OCCURRING DAILY. HE PROPOSED THAT STAFF SUPPORT SUGGESTING TO FDOT TO PUT UP A NO U-TURN SIGN AT THAT LOCATION. MR. COOPER STATES THAT MEDIAN WAS DESIGNED FOR U-TURNS. HE WILL CHECK WITH THE POLICE DEPARTMENT AND REQUEST ACCIDENT REPORTS FOR THAT AREA, AND FOLLOW UP ON IT. MR. HE CHANGING THE CODE TO PREVENT FURTHER SUBDIVIDING OF MINOR ,IONS USING ONLY THE MINOR SUBDIVISION REQUIREMENTS. SUBDIVIDING SHOULD REQUIRE MORE DRAINAGE.
