HomeMy WebLinkAbout11221999 PZ CITY OF SEBASTIAN LOCAL PLANNING AGENCY (PLANNING AND ZONING COMMISSION) WORKSHOP MEETING MINUTES OF NOVEMBER 22, 1999 Vice Chairman Pliska celled the meeting to order at 3:10 P.M. ROLL CALL: PRESENT: VC Pliska Mr. Mahoney(a) VC Pliska initiated a discussion on conditional uses with Churches on page VI-4. He then referred to page VI-5, Commercial Amusements, unenclosed, and made reference to lesser read, highway, and the usage of these terms. Mr. Hass suggested the term "along the highway" be eliminated from item 10. b.(7) on page VI-5. Mr. Mahoney inquired about the use of the term "city collector" and "major thoroughfare". Mr. Hass responded that "major thoroughfare" would be CR 512 and U.S. #1, and the collectors will be Barber, Schumann, Laconia, and others. Mr. Mahoney asked for the differences between the latest printing of Article VI (11/22/99) and the same Article printed on 11/18/99. Mr. Hass responded. Mr. Pliska noted page VI-3 and commented that no radii is mentioned under drive- through facilities, and he suggested that driveway widths of 25 ft. be increased to change the radii. Mr. Hass noted that this issue is in the design criteria. He also noted that the City of Sebastian has adopted the State Standards for this issue, and if something different needs to be adopted, the City Engineer would need to make a recommendation on it. He recommended that VC Pliska speak with the City Engineer about this matter. VC Pliska commented that he has not been able to talk to Ms. Campbell, City Engineer, and he was advised to make an appointment. Mr. Mahoney asked about the elimination of Cultural or Civic Facilities from PUD's. Jan King responded that PUD uses ware not listed in these Articles, because PUD's allowed whatever the underlying zoning allowed. There was discussion on this is.~ including the Elks Club in the Chesser's Gap PUD. LPA (P & Z) WORKSHOP MEETING NOVEMBER 22, 1999 Mr. Hass noted that on page V-6 under Commercial Retail >5,000, Commercial Retail >10,000, and > 20,000 the only condition now is the conditional use criteria for Commercial Retail > (whatever square footage) and "shall be reserved for determination time of site plan review and Planning and Zoning Commission hearing". He gave an explanation of the reasoning behind this word structure. He then referred to page VI-8, and mentioned that for Foster Care/Group Homes with > 6 Residents, Joe Schulke provided a copy of the I. R. County regulations. He noted that he will present the County regulations to the full LPA Board for review and suggestions for integration into our LDC. Mr. Hass hopes to have Article VII ready by the regular P & Z meeting on December 2, 1999. It was agreed to cancel the LPA meeting of November 3, 1999, and plan on having Article VII on December 2, 1999, and if that doesn't work, it will be on December 6, 1999 at 3:00 P.M.
