PLANNING AND ZONING SPECIAL MEETING MINUTES NOVEMBER 30TH, 1993 CHAIRMAN OPENED THE MEETING AT 7:00 P.M. PRESENT: MR. BARNES, MR. SHROYER, MR. THOMPSON, MR. FALKE, MR. MUNSART, MR. SCHULKE, MR. FISCHER, MR. FIRTION, ABSENT: MR. GOLDSTEIN, EXCUSED ALSO PRESENT: LINDA KINCHEN, BRUCE COOPER, DANIEL C. ECKIS ANNOUNCEMENTS: MR. SCHULKE ARRIVES AT 7:05 P.M. APPROVE MINUTES: NONE OLD BUSINESS: NONE NEW BUSINESS: WALMART SITE PLAN PRESENT TO REPRESENT WALMART WAS STANMAYFIELD AND SCOTT DOUSHER OF H. F. LENZ COMPANY CHAIRMAN ADVISES THAT THE FILE DOES NOT CONTAIN A LETTER OF AUTHORIZATION BRUCE STATES ENGINEER OF RECORD ALWAYS SPEAKS FOR THE APPLICANT AND HE WILL HAVE A LETTER PUT IN THE OFFICIAL FILE. CHAIRMAN ASKS WHO THE ACTUAL OWNER OF THE PROPERTY IS AND STAN MAYFIELD REPLIES GRAND CENTRAL CORPORATION. BRUCE SPEAKS FIRST AND STATES THiS IS A TWO PHASE PROJECT READY FOR APPROVAL THIS EVENING. THE DISCUSSION CENTERS ON THE SECOND PHASE AND A PROBLEM WITH THE PARKING AREA WHICH WILL HAVE TO BE IRONED OUT AT THE TIME OF PERMITS ALSO LIGHTING IS A CONCERN BY THE COMMISSION. THOMPSON AS FOLLOWS: i MOVE THAT WE THE PLANNING AND ZONING COMMISSION APPROVE THE SITE PLAN FOR PHASE ONE AND PHASE TWO FOR WALMART STORES INC ON U. S. #1 (STATE ROAD 5) SEBASTIAN, FL. THiS SITE PLAN WE ARE APPROVING IS SHOWN ON H. F. LENZ COMPANY PLANS NO 93-038.00 SHEETS 3,4,6,7,8,9,10,11,12 ALL OF 17 ALSO DRAWING L-1 ALL SIGNED AND SEALED AND DATED NOVEMBER 18TH, 1993. THE FOLLOWING CHANGES, COMMENTS AND CONDITIONS SHALL BE MADE A PART OF THIS APPROVAL AND SHALL BE COMPLIED WITH TO THE SATISFACTION OF THE CITY STAFF PRIOR TO THE ISSUANCE OF A BUILDING PERMIT: A. ARCHITECT DRAWINGS TO SATISFACTION OF STAFF SECOND BY MR. FISCHER AN AMENDMENT TO THE MOTION WAS MADE BY MR. FALKE TO ADD AS DISCUSSED EARLIER HEDGE HEIGHTS SHALL BE 2 1/2 FEET PLANTED AND 4 FEET AT MATURITY AS REQUIRED BY CODE RATHER THAN THE 3 FEET AS REQUIRED BY THE DRAWING. SECOND MR. FISCHER AMENDMENT PASSED UNANIMOUSLY. MAIN MOTION - UNDER DISCUSSION MR. SHROYER STATES SHOULD NOT APPROVE PHASE II BASED ON PAST PROCEDURES AND APPROVAL FOR OTHERS AND THEN BEING TOLD BY ATTORNEY THEY HAVE TO APPROVE WHEN PLAN COMES BACK AT A LATER DATE. MAIN MOTION PASSED UNANIMOUSLY. MEETING ADJOURNED AT 9: 15 P ,M.
