FISCHER BOTH EXCUSED ALSO PRESENT: LINDA KINCHEN, ANNOUNCEMENTS: NONE APPROVE MINUTES: REGULAR MEETING NOVEMBER 4TH, 1993 A MOTION TO APPROVE THE MINUTES AS PRESENTED WAS MADE BY MR. BARNES SECOND MR. FALKE PASSED UNANIMOUSLY. MODEL HOME PERMIT - ANDO BUILDERS 1664 BARBER STREET LOT 11 BLOCK 298 UNIT 11 APPLICANT STATES IS A RENEWAL LICENSE HOME HAS BEEN THERE FOR ONE YEAR PUBLIC HEARING OPENED AT 7:15 P.M. 19 LETTERS NO OBJECTIONS NO PUBLIC COMMENT PUBLIC HEARING CLOSED AT 7:15 P.M. A MOTION TO APPROVE THE MODEL HOME PERMIT FOR ANDO BUILDING WAS MADE BY MR. FALKE SECOND MR. BARNES PASSED UNANIMOUSLY. PLANNING AND ZONING COMMISSION REGULAR MEETINGMINUTES DECEMBER 2ND, 1993 PAGE TWO CONDITIONAL USE PERMIT - VETERINARY HOSPITAL 826 FELLSMERE HIGHWAY LOTS 20 AND 21 A MOTION TO POSTPONE DUE TO THE APPLICANT. BEING ABSENT AND BECAUSE MR. FALKE FEELS MORE iNFORMATION IS REQUIRED WAS MADE BY MR. FALKE SECOND MR. MUNSART MOTION FAILS 5-2 AFTER SECRETARY ADVISES THAT THE APPLICANT IS iN A HURRY AND BRUCE RECOMMENDS APPROVAL. AFTER SOME MINOR DISCUSSION AND SECRETARY READS BRUCE COOPER'S LETTER INTO THE RECORD, A MOTION TO APPROVE THE CONDITION USE PERMIT FOR THE VETERINARY HOSPITAL ON cr 512 LOTS 20 AND 21 BLOCK 187 WAS MADE BY MR. SHROYER SECOND MR. FIRTION - SECRETARY ADVISES THIS REQUIRES A PUBLIC HEARING CHAIRMAN OPENS THE PUBLIC HEARING AT 7:25 P.M. ROBERT ARNOLD 680 MELROSE QUESTIONS WHETHER THERE WiLL BE BOARDING AND iS ADVISED ONLY WILL HAVE OVER NIGHT ANIMALS IF SURGERY IS REQUIRED AND THEY NEED TO BE MONITORED WILL NOT BE BOARDING ANIMALS WHILE PEOPLE ARE ON VACATION ETC. PUBLIC HEARING CLOSED AT 7:26 P.M. MOTION PASSED 5-2 SITE PLAN DISCOUNT AUTO PARTS RANDY MOSBY IS PRESENT TO ANSWER QUESTIONS NEW BUILDING AT THE MARTIN AND u.s. #1 INTERSECTION RANDY STATES ALL PERMITS ARE IN HAND AT THIS TIME INCLUDING A SCRUB JAY LETTER EVEN THOUGH IT IS NOT REQUIRED. IT IS STATED THAT THE TREE REQUIREMENTS FOR PALM TREES CANNOT EXCEED 35% OF THE TOTAL TREES AND SOME WILL HAVE TO BE CHANGED. APPLICANT HAS NO PROBLEMS WITH THAT. A MOTION TO APPROVE THE SITE PLAN FOR DISCOUNT AUTO PARTS DATED 10-4-93 WAS MADE BY MR. BARNES SECOND MR. FIRTION PASSED UNANIMOUSLY. RECESS CALLED AT 8 P.M. BACK AT 8:15 P.M. ALL PRESENT PLANNING AND ZONING COMMISSION REGULAR MEETING MINUTES DECEMBER 2ND, 1993 PAGE THREE MRS. EDRA YOUNG ASKED THE CHAIRMAN DURING RECESS IF SHE COULD SPEAK ABOUT J UNKVEHICLES THE CHAIRMAN.RECOGNiZES MRS. YOUNG SHE FEELS THAT BOTH THE PROPERTIES IN QUESTION WHICH HAVE ALL THE VEHICLES STORED ON THEM QUALIFY AS A COMMERCIAL OPERATION AND SHOULD PAY COMMERCIAL RATES. SHE STATES IF THEY SELL MORE THAN 4 CARS A YEAR THEY ARE CONSIDERED A DEALER AND ARE REQUIRED TO REGISTER AS ONE. SHE FEELS IT IS SOMETHING TO LOOK INTO. AT THIS TIME THE MODEL HOME PERMITS FOR AMERON ARE READDRESSED NO APPLICANT HAS APPEARED. A MOTION TO POSTPONE TO THE NEXT MEETING WAS MADE BY MR. BARNES SECOND MR. SHROYER FAILED 4-3. A MOTION TO RECOMMEND APPROVAL FOR THE RENEWAL LOT 14 BLOCK 395 UNIT 11 1664 BARBER STREET AND LOT 15 BLOCK 395 UNIT 11 1579 SPINNAKER LANE WAS MADE BY MR. FIRTION SECOND MR. FALKE SECRETARY REQUESTS PUBLIC HEARING BE OPENED. PUBLIC HEARING OPENED 8:30 P.M. NO COMMENTS CLOSED 8:30 P.M. MOTION PASSED 4-3 UNDER DISCUSSION THEY NO VOTES WERE DUE TO THE FACT THAT NO APPLICANT WAS PRESENT TO DISCUSS THE MODEL HOMES AND THEY ARE REQUIRED TO ATTEND. THE RENEWAL APPLICATION DOES NOT STATE THEY MUST ATTEND BUT THE NEW APPLICATION DOES. A MOTION TO DEFER TO THE NEXT MEETING THE MODEL HOME PERMIT FOR AMERON AT LOT 16 BLOCK 395 UNIT 11 BY MR. FIRTION SECOND MR. BARNES - BECAUSE THE APPLICATION STATES SOMEONE MUST BE PRESENT PASSED 6-1. PRIORITY LIST - SET FOR THE NEXT MEETING A DISCUSSION REGARDING ANNEXATIONS STUDY.
