The Pled~ of Allegimme was said. ROLL CALL: PRESENT: Ms. Kilkdly(a) Chnm. Fischer Mr. MaWr Mr. Schulke Mr. Pliska Ms. Vesia EXCUSED ABSENCE: Mr. Driver ALSO PRESENT: OLD BUSINESS: NEW BUSINESS: Robert Massarelli, ~ Development Director Noll~ Land Devdopment Code Revisiom - Continuation of Drat Review - Ammded Articles He then noted that he will suggest a Riverfront Commercial and explained details. He also spoke of proposing a Waterfront Commercial Residential along Indian River Drive and gave dctails of inclusions and exclusions. He also conmmm~ that City Council will have a:worksh~ onthe Riverfl'ont Ov~lay Zoning District on Docemhe~' 16, 1997. His proposed ~ catosories will be Mr. Pliska asked about a maintenance code ~or this Riverfront district. Staff asked Mr. Piiska to oblxin the ordinance that covers this issue from any cities that have such a code. Staff noteda new proposed Landscape and Tree Ordinance from the Tree Advisory Boa~ with a LOCAL PLANN/NG AGENCY, PLANNING AND ZONING COMMISSION MINIYrES OF MEETING OF DECEMBER 4, 1997 recommendation for a requirement that a maintenance plan be included with the Landscape' Plan. There was discussion on this issue. Thc issue of boat sales was discussed. Staff noted that some issues suggested tonight are issues that are usually covered in deed restricted areas. He also noted that the~ will be a'wOrkshop for Code Enforcement and City Council in Fcbmary on Code Enforcement. Discussion.went on about Section 20A-2-5.6, lndusUial District (iN), and it was ~ to timber chrify a Watchman and associated duties. Section 20A-2-5.7, Airport and Industrial Fa~.lities District (Al) was discussed. Mr. Schulke suggested making sure that this Section does not exclude any future airport tower. Staff agreed to check this. Staff pointed out uses alumdy in force at the airport, such as restmnm~ overnight camping, educational and training. He asked the Agency for consideration of thug. issues as Permitted use or conditional uses. Mr. Pliska suggested that the recently re-designated Airport Director could be asked to have inpm on this issue. Staff agreed. Under permitted uses, it was suggest~ to ~m~e fud storage and restaurants. Under conditional uses, it was suS~mxi to include hotels, public protective and emerpmcy services, public parks and recreation areas. Ms. Kilkelly brought, up the subject of property almtting the airport having a waiver to be signed bythe owners acknowledging that they are awareofthe airport, Mr. Massarelli noted that this is cmrontly intbe Cede, and avigation asrezments are available. He explalnedthat the avigation eas/mmzt goes with the land and wonld be disclosed at settlemeat of a resale property. Section 20A-2-5.8 was next discussed. R was ~ to add child care facilities to'this Section. It was suggested ~o expand the Public and Private Utilities title to include the CRy In Sect/on 20A-2-5.9, the table will be provided in'the future. Staff explained C. oun~ proposals for measuring points for buildings in the Ri~ District. He-noted that the-uniform measuring point inthe entire City willbe from the crown ofthe road; in the case ofa.comer property, from fl~zlow~ adjacent mad. He also noted that chimneys, radio and l~lovision: almmnas may exceed the height ~on, as well as water towers, cupolas, st~les, silos, windows, ventilators, and others, not intended 'for Zoning Commission.
